Boris: I'll block Victoria towers until firm pays Crossrail cash

MAYOR Boris Johnson has threatened to halt a billion-pound project to transform the streets around Victoria Station in a row over Crossrail funding.

Plans to build five tower blocks to the station's north were approved in February as part of a huge renovation of the 6.1-acre site.

To secure the deal, developer Land Securities agreed to pay £2.5million to revamp the Victoria Palace Theatre, which is showing Billy Elliot.

But today it emerged the Mayor has ordered Westminster council to withhold planning permission unless Land Securities also contributes £1.2million towards the Crossrail link.

Land Securities responded angrily to Mr Johnson's last-minute intervention, with Westminster planners due to consider the scheme tomorrow. It said in a statement: "The direction to refuse at such a late stage in the planning process for a major London regeneration project is of great concern with significant implications, especially at this time of economic stress."

To revive the project the developer is suggesting cutting the amount it will spend on public art to find the money to pay the Crossrail tax, introduced by the Mayor to raise up to £300million towards the east-to-west rail link through central London, improving access to the City from Heathrow.

It planned to spend £2million on statues and other art in the area, but will instead contribute £800,000 - although it says it will also incorporate "artistic features" into the buildings.

The row highlights tensions over Mr Johnson's Crossrail funding strategy. Critics say the financial burden of the levy could force developers to abandon schemes with the building industry reeling from the recession.

A spokesman for the Mayor said: "Crossrail is of overwhelming strategic importance to the development of London, particularly in tackling congestion on the rail network caused by development.

"In those circumstances it is entirely appropriate to seek contributions. This will often be justified under the London Plan, but it is also a well-established principle that emerging policies can be taken into account in planning decisions."

Land Securities plans to redevelop the block between Victoria Street, Buckingham PalaceRoad, Bressenden Place and Allington Street.

Westminster council supported the plans of modern blocks despite objections from English Heritage, which claims they will do "serious" harm to the "historic environment". The proposed developments are a 13-storey block in Buckingham Palace Road, a 19-storey office building in Victoria Street and three blocks in Bressenden Place - two 14-storey and one 12-storey.

As well as shops and flats, there will be 35 affordable homes and almost 1,000 parking spaces for bicycles. The Thistle Royal Westminster Hotel will be knocked down. Land Securities also intends the buildings to use rainwater or greywater - waste water from dishwashing or laundry - on garden areas and there will be charging points for electric vehicles.

The development is a scaled-back version of a plan Land Securities put forward last year but had to revise after planners decided that three proposed skyscrapers, the tallest at 134 metres, would have ruined views of Buckingham Palace.

A spokeswoman for Land Securities said the firm did not wish to comment until after tomorrow's planning committee meeting. Westminster council also would not comment before the meeting.

What’s totality unbelievable here is that Land Securities are getting away with such a meagre Crossrail contribution!
Their development will put enormous additional strain on the Victoria public infrastructure and they’ve had the cheek to threaten they’ll be scaling back their public art budget as a consequence. This incidentally is fine with me, since their interpretation of what constitutes public realm enhancement is something London can easily do without, but what isn’t okay, is for developers to build what they build, without significant consideration and significant accompanying financial contributions to begin to redressing the impacts of their developments. No development site in London exists in isolation from the infrastructure required to get people to it.
Whether or not you agree with Crossrail, what ought to be the focus here is that if you’re a commercial developer seeking to make a profit, and by doing so you exploit your sites infrastructure connectivity, which in turn represents a significant amount of its value, then it’s entirely reasonable that you contribute to the expansion, upgrading and maintaining of that public infrastructure.
This development when let will significantly contribute to congestion in Victoria, and they ought to be contributing a whole lot more.

Crossrail has been and is a seriously flawed project contrived in its ‘Crossrail Act’ state to let Big Business take chunks of scarce public resources away from being applied to important infrastructure needs in and around London. Crossrail is not economic. Never has been. The Crossrail Act was passed by denying constitutional law and constitutional objections to be duly, evidentially, adequately, fully or at all put to Parliament. Even Gordon Brown’s own specialist Rod Eddington [formerly of British Airways] advised against Crossrail. Both Houses of UK Parliament had token Select Committees on the CrossRail Bill [2005 -2008] but BOTH were whipped and programmed to DENY the scrutiny of the contents, the purpose, the costs and the implications of the scam. The Crossrail Bill was Lobbied through by a known 'ex' aide to one Transport Secretary [in the CRASSrail Bill chain] Douglas Alexander. The Crassness of Crossrail is evident in its contrivance, in its passage and in the grubby behaviour of all concerned in its peddling. Scrap it now. By behaving like a bully, who is frqrt5ebnetly going on the record to show that he is engaged in bullying those London businesses that are reluctant pay a Crossrail levy, Boris Johnson is proving, whether by intent or by idiocy, the deep wastefulness and crassness of this Crossrail scam.

    The un-named MPs in your item should risk being caught doing something that the HOUSE OF COMMONS has been deprived of for years - breaking party whips and speaking the truth as based on objective evidence.

     

     

    There could not be a more appropriate time for the 'elected' house of the parliament to show that it has any relevance to the overdue task of holding the executive to account. With a bit of imagination the legislative 'house of lords Crossrail bill select committee' is poised to create a historic precedent - by actually listening to the people on the ground who have sound and sensible things to say that will, if heeded by Gordon Brown even at this stage, save a good deal of pubic money and spare us all a huge environmental folly.

        GDP: what the economists say

        The GDP revision is "a major surprise" and much worse than expected, said James Knightley at ING. Changes to the methodology of calculating construction output cut an extra 0.25% off output, while lower services output knocked off another 0.25%.

        "Consequently the new figure of -2.4% quarter-on-quarter is now the biggest fall since 2Q 1958 and the 4.9% year-on-year decline is the worst since the quarterly series began in 1948. The ONS has also revised history further back to show the recession now started one quarter earlier in 2Q08."

        Knightley says the data should only provide "a temporary knock" to sentiment, however.

        "Indeed, with today's other data showing a good gain for consumer confidence and the third rise out of the past four months for Nationwide house prices, the outlook for the UK economy is improving significantly.

        "Moreover, more weight should be placed on the PMI indicators, which will be released over the next three days. The services sector is already in positive territory, while the manufacturing and construction indicators are edging closer to the break-even 50 level. All are currently consistent with flat- to positive-GDP growth in the second half of this year."

        Jonathan Loynes, chief European economist at Capital Economics

        "The downward revision to Q1 GDP growth ... clearly leaves an extremely weak platform for growth this year. With the annual rate pulled down from -4.1% to -4.9%, average GDP growth in 2009 now looks likely to be -4% weaker rather than the -3.5% we previously expected.

        "Note too that the breakdown is not pretty, with the renewed fall in the household saving ratio down from 4% to 3%, underlining that the adjustment in the household sector has a long way yet to go."

        Alan Clarke, UK economist at BNP Paribas

        "Obviously the GDP figures are worse than expected – half a percentage point worse.

        "We had a reasonably sized output gap before this data came out, and now it is half a percentage point bigger – so there is even more downward pressure on inflation."

          At the weekend Bethnal Green and Bow MP George Galloway issued a clearest possible challenge to that Council: that it is that Council that has created the Crossrail attack on the propel of the East End borough and if at the May 2006 elections the RESPECT coalition gain control of that Council, they will create the most difficult obstruction to defeat the Crossrail programme of attacks on the people.


          George Galloway MP tells Blaired Tower Hamlets Council: If RESPECT win the May 2006 local election then they will turn that Council into the biggest spanner possible which will be put in the works to stop Crossrail. 


          The declaration came as George Galloway delivered the closing speech at the special STOP the CROSSRAIL hole meeting he jointly sponsored at the Brady Centre in Hanbury Street in London’s Brick Lane E1 area. 


          That was the second meeting held in the same building in less than a month. 

          The well-attended meeting against Crossrail hole Bill cheered George Galloway as he listed his own pledge and the pledge on behalf of the RESPECT coalition which he leads. 


          Monday: Local community issue ultimatum to Tony Blair over Crossrail hole Bill attack on the Brick Lane London E1 area.

            When Simon Jenkins wrote [28 April 2009] that Boris Johnson’s eyes looked strange whenever Crossrail was mentioned in his presence, he must have done so after observing more than one appearance of Boris at close up.

            Getting the observation right requires all reasonable students of human character and of human behaviour to study their subject thoroughly. And Simon Jenkins appears to have done that about Boris Johnson.

            And so his observation on Boris looking strange when Crossrail is mentioned.

            It also vindicates others who have been studying Boris Johnson’s strange behaviour about forcing money from small mad medium sized businesses in London to pay for the wasteful Crossrail.

            If Boris carries on like this, he will meet a crash. And Crossrail will be destroyed irreparably. For the good of London of course. But any crash that Boris causes or contributes to in this regard will not be intentional. Boris will bumble into a crash of immeasurable proportions.

            Boris Johnson’s problems at the CRASSly-administered *****y Hall, London SE1, have been ‘candidly’ described by his latest ‘deputy’ as caused by CRASS behaviour. That crass behaviour includes the activities of both the latest resigning deputy and of Boris Johnson himself.

            The fact that must be noted here in context is Boris signing away public money to cover the various indulgences and abuses of his now resigned deputy.

            The crassness is not confined to the overly tolerated Boris Johnson propensity to utter as if he were appearing in a toy town play in a fantasy land unrelated to any real place on the planet earth.

            The crassness is also very much to do with corruption. Corruption is the word. Corruption that cannot and must not be allowed to be justified by Boris as an oversight.

            How can Boris Johnson still claim to possess rational, universally acceptable competence and judgement?

            What evidence is there that ‘Bumbling’ Boris Johnson has any idea of transport in London when he has been faking it furiously as a “bicycle using ordinary Londoner” when in truth he has been hiring taxis costing thousands of pounds….to the public

            Boris Johnson is the last persons that should be allowed to even apply to be considered as some one who knows about transport in London.

              Who are you ‘stratfordman’?

              Are you a real human being who also lives in the Stratford area of Newham borough in East London? Or are you one of the predictably activated band of zombified self-servers acting as touts for Big Business agenda, paid and or rewarded in the name of the public via the Crossrail scam at the expense of the people in Newham? As you do not have the basic honesty to give your name or other details that are necessary to establish your motive, your interest and your locus, we have to go by the contents of the confusion that you repeat.

              The term ‘repeat’ here is intended to refer to the same lies that others of your ilk have been employed to peddle in the past five years and 6 months. That is the length of the Khoodeelaar! Campaign, so far.

              Some of those others of your ilk have been identified as being paid via Crossrail from the public purse to act as propagandists for Big Business. Those peddlers and touts are also to be found as posing as ‘local councillors’ on several London councils.

              By all standards of audit and accoy6nabuiloity, they have been behaving dishonestly. They have been misleading the people in the boroughs in whose name they pose as councillors without declaring the cash and other benefits they get given for lying to the people.

              It is only a matter of time before these touts are exposed for their corrupt conduct in deceiving the people in the London boroughs.

              Look at Greenwich London Borough Council Crossrail-scam-inviting controlling clique and see what they have been up to. Even the Tories are having to make a song and dance about the outrageously anti-democratic behaviour of the CrossRail scam peddling clique on Greenwich Council.

              That Council’s controlling Crossrail-peddling clique wrongly and prejudicially ousted of one of their former colleagues as a councillor. His ‘crime’ was that he draw attention to the damaging impact of Crossrail involvement on his local community in Greenwich.

              Khoodeelaar! is of course vindicated by the evidence of today. As it has been vindicated at every crucial and material stage throughout the past 5 years and 6 months by the evidence established at each point and at each stage of the campaign by the exposure and the unravelling of the fantasy case that had been fabricated for CrossRail scam by the couriers of Big Business fraud on the UK public.

              The argument and the evidential points against Crossrail that a former Editor [as in overall Editor, as opposed to being a sectional head in the organisation] of the London EVENING STANDARD has made in his column on 28 April 2009 is not a ‘defeatist’ one.

              Let us dispose of the inappropriate use of the term and the concept ‘defeatist’.

              The term and the concept ‘defeatist’ is only appropriate if it is a reference to a parochial engagement. Look up the phrase parochial engagement if you are unable to follow our rebuttal here.

              Simon Jenkins and Khoodeelaar! are not making the argument for the scrapping of CrossRail for any parochial reasons.

              At no point have Simon Jenkins and Khoodeelaar! communicated to one another. The arguments against Crossrail that they have BOTH put forward are solely based on their own, respective research, investigation and observation. And on their objective evaluation of all relevant evidence in the appropriate context.


              We do not base our analysis on any parochial premiss. We go by the cold reality of actual evidence. And the evidence daily shows that the UK economy cannot afford to waste public money.


              Especially where that money at 2009 prices is anywhere between the £16 Billion the peddlers of Crossrail say it will cost and the likelihood by historic trends and indices and criteria to go up to anywhere approaching or approximating to double that amount. In further particular, where that same money is badly needed IN LONDON by the sinking tube network.

              By ALL measurements and yardsticks, the EXISTING tube network in London is by far the more important London transport priority. Crossrail is the bizarre element in the picture. Not Khoodeelaar!

              We have shown, dating back to the start of our campaign in January 2004 that the UK economy was not capable of supporting a wasteful scam like CrossRail.

              It has taken the ‘bankers’ and others in the CrossRail scam-peddling touting trade operated by Big Business several years to be even able to see that the City of London and Canary Wharf were building castles in the sand.

              That Canary Wharf is about to go bust again is contained in a detailed report published in the London EVENING STANDARD. Earlier this month. Look that up.

              That economic success has to be based on sustainable behaviour. That wanton, gratuitous indulgence in debt-generation was not regeneration. That throwing £Billions of public money into a scam that is the handiwork of Bechtel corporation of the USA is not the same thing as prudent management of public finance and public sector spending.

              That Gordon Brown, who is now universally mocked on the archived footage of his ridiculously put on and mechanical vocal noise about prudence, cannot be trusted whether it comes to the Government role in distinguishing between genuine public sector and the mess that Brown has created.

              The current disagreement between Bank of England governor Mervin King and Alistair Darling is not mainly an extension of a David Cameron strategy of using the Bank of England as a tool to undermine Gordon Brown.

              It is evidence of what Khoodeelaar! has said to Brown and Darling for years since we began to address them in February 2004 on the foolishness of the Crossrail scam.

              Every indicator on economic performance that we have listed in our advice to Brown and Darling has been vindicated and proven to have been accurate and central

              We are saying that public resources must be treated with respect and handled responsibly. This not bizarre. This is not short sighted. This is not uneconomic. The parochial argument is seen in the peddling piece that you are touting.


              Like touts before you, you have constructed a zealous, fanatical, and irrational scenario to take attention away from the reality and carry on with the fantasy so long as that is required before the £Billions of public money are collected by assortment of Big Business partners in the Crossrail scam.

              The ONLY positive aspect of CrossRail is the craving and the attendant glee exhibited in the behaviour of greedy short-term contractors and even shorter term property speculators. They don’t care about the economy. They don’t care about the environment. They most certainly do not care about the impact on society of waste of public money and adding of debts.
              For them. Society does not exist!

              Just as you do not recognise the real East End of London. What part of Whitechapel have you been to of late that is crying out economically to be linked to Canary Wharf?

              Perhaps you have attended another publicity do staged at the Whitechapel IDIOT store, owned by Tower Hamlets Council that has been a peddler of Crossrail?

              If you have actually walked on the Whitechapel tube station side of the Whitechapel Road, you could not have missed the real local economy at work. That economy is not part of Canary Wharf. That is DESPITE Canary Wharf.

              You appear to question the concept of Whitechapel as ‘home’. Why? For a start, Khoodeelaar! has NEVER used the term ‘home’ as an exclusive concept in the campaign against Crossrail.

              Secondly, perhaps you are referring racistly to the diverse community that is visible on Whitechapel Road and therefore you are insinuating that that is somehow below the level of ‘the right intellectual competence’ required if we are to be taken seriously?

              If you are then you are even more pathetic and sad than some of the officially condemned racists groups and racist individuals who have been decried by Brown et al recently following the local and European elections at the start of this month.

              Tony Travers, provided a platform under dubious ‘Greater London Group’ labelling at the London School of Economies and Political science [=’LSE’, University of London], performing a jobbing academic extension role for the Big Business CrossRail scam peddling propaganda onslaught for three years, was frequently given space on the London EVENING STANDARD to carry out that job.

              Even Travers has now turned. He has changed tune. And is saying the very same thing that Khoodeelaar! has consistently said for 5 years and 6 months. That Crossrail is undermining the London underground network and its investment needs. And on that count, Crossrail is untenable.

              Rod Eddington, a British Airways careerist for years, had been appointed by Gordon Brown while UK finance Minister, to take a long and extensive look at the future of railways in the UK. Eddington reported in December 2005. His report, erratically published by the UK Department for Transport [=’DfT’] is titled the ‘Eddington Transport Study http://www.dft.gov.uk/about/strategy/transportstrategy/eddingtonstudy

              Eddington refused to endorse Crossrail. In fact, as pointed out on 5 October 2007 by Channel 4 News, Eddington had advised Gordon Brown AGAINST funding Crossrail.

              In the days leading up to the much vaunted Eddington Study report, the London Guardian media organisation led a miniature plug for Crossrail. That was done as part of the Guardian’s entente with Ken Livingstone’s career plan. The Guardian must have seen an advance copy of the Eddington Study. On that basis but dishonestly withholding that information from readers, the Guardian published a speculative piece about what the Eddington report was going to say about Crossrail. The Guardian condemned Eddington in the hours before the actual official publication of the report.

              But such was the reach of the Big Business Crossrail lobby within the BBC that the BBC London news unit’s ‘transport reporter’ at the time, Andrew Winstanley filed a most false and untruthful pro-Crossrail item broadcast live on the lunch-time edition of London News on BBC TV.

              Winstanley repeatedly claimed to have been told by Eddington that if Crossrail was not backed by the UK Government of the day then the entire London economy would come crashing down. Or words to that effect.

              That was in four years ago!

              That was a lie.

              As the USA business media group FORBES said on the day of the Eddington report’s publication, Eddington had NOT endorsed London CrossRail.

              What Winstanley was whining for was very much what the stratfordman is lying for.

              Between Winstanley and Stratfordman, there is not an iota of sense. Let alone truthfulness.

              Neither has been to East London., neither has seen the reality of what the London economy in the London boroughs are like. In inner London boroughs are like. How poverty is created by Council policy. How poverty is kept up by local Councils. How falling schools make sure that school leavers in the majority leave school with no qualification or claim to compete for jobs … They are condemned to degeneration., In Stratford and in Whitechapel and in polar and in hackney and in Greenwich.


              Khoodeelaar! articulates the universally valid and overdue demand for the addressing of all these issues. That is why nameless, faceless barking dogs for Big Business are deployed from time to time to mislead the irregular visitor or reader.

              The long time observers know that Big Business Crossrail scam peddlers take Khoodeelaar! very seriously.

              That is why they had made elaborate plans to mount the ONLY media hype and propaganda event after the formal rubber stamping of the CrossRail Bill in July 2008. They staged it in Brick Lane. With a load of patsies paid via ethnicity linked surrogate outfits to peddle the lie that Crossrail hole would not be mounted on Brick Lane.

              That was NOT in the Crossrail Bill. But they said it to make sure that KHOODEELAAR! defence of Brick Lane would not be gaining new support against Crossrail.

              If they had thought Khoodeelaar! campaign bizarre the would never bother to go to those lengths top appear to be ‘helping’; Brick Lane.

              That they did go to those lengths serves to show a fraction of the impact that Khoodeelaar! campaigning has been having on the specific programme of legislation and Government programme on this matter.

Replace Mps and peers with people brought together by honest, accountable, democratic, selfless and credible commitment to serve the people. From across the board. This is the minimum requirement. Holding another election will be to re-hire the totally discredited corrupt and as is now appearing, criminally engaged bunch… A really active and hectic and ethical constitutional movement is what is needed. Active constitutional movement by engaging in the actions for people and society and the world.. Constitutionally. Ethically., Transparently. Democratically. Justly. Universally….

                  Why is KHOODEELAAR! discussing Lambeth Council’s stance against Crossrail levy?


                  Answer: Quite simple. Because it is the only local London Borough Council to have made any sort of opposition to Crossrail known. We say ‘any sort of’ opposition to Crossrail’  advisedly. Because like the corrupt clique on the Crossrail hole scam-inviting Tower Hamlets Council, it may still appear [at a date not precisely predictable but quite likely in the near future] that an inner sanctum in Lambeth is still touting for Crossrail scam Big Business agenda… So we say ‘any sort’ to include the possibility that NOT ALL OF LAMBETH Borough COUNCIL may be against Crassrail.


                  Not yet any way.


                  So the limited and in our analysis the so far  qualified opposition to Crossrail is still significant.


                  Because to our knowledge, no other London Borough Council has made a stand that is comparable to Lambeth’s.


                  In fact the behaviour of the corrupt clique on Greenwich Borough Council is not only the exact opposite of Lambeth’s current stance, Greenwich has behaved in a way that would make any odd petty dictatorship very proud of the disgraceful way they have treated the lone opponent on the Council who spoke out against the corrupt Council’s peddling of Crossrail.


                  So hostile has the Greenwich corrupt Council clique been that it forced out the one councillor who dared to speak out.
