Record levels of unemployment for Europe’s youth

According to the latest figures from the German Statistical Office and Eurostat, youth unemployment across Europe has increased by a staggering 25 percent in the course of the past two and a half years. The current levels of youth unemployment are the highest in Europe since the regular collection of statistics began.
In the spring of 2008, prior to the collapse of Lehman Brothers and the financial crash of that year, the official unemployment rate for youth in Europe averaged 15 percent. The latest figures from the German Statistical Office reveal that this figure has now risen to over 20 percent.
In total, 20.5 percent of young people between 15 and 24 are seeking work in the 27 states of the European Union. At the same time, these numbers conceal large differences in unemployment levels for individual European nations.....

Exposing the latest idiocy of Iain Duncan Smith: he evidently has never been to an inner city borough in his entire life. Had he been there, and had IDS been an honest and an honourable man then he would not have uttered the idiocies that he has uttered, coming across as he has purported to do and as he has been allowed by the still-Murdoched SKY News to come across. IDS is ignorant on the facts. IDS is ignorant of THE facts. So how can this ignorant man be allowed to pontificate on the hyped up media stage while the millions whose lives and livelihoods he thus violates are not allowed a say to counter him?
"Liam Byrne" is the dreadful, two-word phrase that in context is a start of the answer to that question. And then it is Ed. Contrary to the hysterical display from Inverclyde after the poll results were formally declared, there is no "fight back" against the CONDEM assaults, not by Ed Miliband, not by Liam Byrne, not by the alleged Opposition's alleged front bench in the House of Commons. And it is a measure of that emptiness that an utter and demonstrated idiot of Iain Duncan Smith's description can be shown as warranting the entire day's "mainstream Political news focus"! Referring to the Daily Mirror’s [online] retailing of the utterance by Ed Miliband during Wednesday’s PMQs [08 June 2011].
The real mess is the fact that the Official Opposition in the House of Commons has NEVER even recognised the need for auditing the system in accordance with what I have diagnostically found to be “the criteria that must be based on and derived from universality of equality of entitlement to fair treatment under the law”. So what “progress” can occur from Miliband’s utterance? Zero, in fact. That was an utterance just as empty of substance as had been the other ones that the “communicators” found to be the basis for their assertion that Miliband lacked substance as “leader”. The dearth of substance is displayed in the House of Commons every single time. It is a cabal. Or a collection of smaller ones. The utterances “in Parliament by Parliament members” and their broadcasting cannot be intended to reinforce e the public’s access to auditing tools. The broadcasting of proceedings in fact is reinforced propaganda. And this is more so whenever the particular ritual is treated by the brodacsting outfits as being more important than the otehrs. Hence the focus, the concentration on the PMQs.
By definition, any Society’s “values” – briefly stated: the ones that are accepted as being essential, commonly shared parts of the way that people recognise one another and the level of rights that is commonly actually expienecd, felt, lived – take a long time to be realisable, referrable, and citable by their contents and by their implications.
It follows therefore that whatever values predominate in the behaviour of the “legal system” cannot be altered just by one term of a Government, whether it is a Collation or not. So nothing that the CONDEM Collusion is doing can change the values. What can happen is that c certain other vales or differences may be brought into the arena for ongoing [and spontaneous] debates and discussions that may lead to later changes.
From this standpoint therefore, Ed Miliband’s utterance was more flippant than most people may have realised. Miliband was indulging in trickery that could be seen from his visible attention to something on a piece of paper. A script. He must have been rehearsing for a long time and yet was unsure of what he would end up at performance time. It was plain point scoring. And thereby it was a debasing of the debate! A real, truthful debate is long overdue. But one is hardly likely to take place at PMQs.
And that debate is not, ought not to be about the length of a sentence but about the very idea of justice itself. Including the question: what is a sentence intended to achieve? And how is a custodial sentence different from the criminalisation that goes on in “open” society before the given crime actually takes place?

What Silvio Berlusconi has done without losing any dignity is to acknowledge a truth that I spoke about twenty years ago. I did so in Britain. I addressed my thoughts primarily to John Major, who was in occupation at No 10 Downing Street. When I spoke I did so in the immediate context of John Major’s then imminent address to the United Nations Organisation. Twenty years ago, the world was significantly less tense. But it didn't feel that way where I was witnessing events. The tension then was not around “terrorism”. But there was a kind of terrorism in the air in the mainstream western media. That tension was being fuelled by daily “media” stories of an invasion. Invasion of the West by the non-Europeans. Mostly people from Africa. Thousands of people were risking their lives trying to get into the West by getting on boats and sometimes boarding ships. The spectre that was being painted by the mainstream media was as it was intended to be. To frighten the people, the indigenous people in the West. So what did I say? I said to John Major - and the leaders of the Western Governments - that they had to face it. Address the issue. Start a programme of dealing with and eradicating hunger and starvation from the countries of origins of the desperate people, seeking new lives in Western Europe. I said that the issue was not as it was being painted by the media in the West. Th media painted the hungry, the starving as something else.

Something like an invading army. Like an army of occupation. Nothing could be further from the truth. The widespread social impact of large numbers of hungry starving people arriving anywhere was something that could not be denied. Ought not to be denied. So I argued that the “leaders” of the Western governments
had to stop being indifferent to the challenge.

I said that the hungry, starving people would increase in number and the Western societies could become very tense if the challenge was not resolved. The way to solve hunger and poverty is to deal with t in the countries of the hungry people. Twenty years on, the leaders of western Governments have stayed silent. Only Berlusconi has now made a most reluctant admission of the problem. How long will it take the others before they face it and start addressing hunger and starvation in Africa? In parts of Asia?

Sir Paul McCartney comes to 100 Club's aid

It is the first time Sir Paul has played the central London venue

Sir Paul McCartney has performed an intimate lunchtime gig at the 100 Club on London's Oxford Street, a historic music venue threatened with closure.

Around 300 fans were treated to a set lasting almost two hours, comprising songs by the Beatles, Wings and from Sir Paul's solo back catalogue.
It was the smallest gig the star has played in the UK for nearly 10 years.
He was met with cheers when he said: "Please Mr 100 Club, try and keep it open because it's a really cool place."
The club, which began life as a restaurant in the 1940s, has played host to the Sex Pistols, the Rolling Stones and Metallica down the years.
But rising rent in the centre of London has pushed the venue into the red. Unless a new buyer or sponsor is found, the club could close before the year is out.
A campaign to keep the 100 Club open has attracted support from Primal Scream's Bobby Gillespie and Sir Mick Jagger.
Fellow Rolling Stones member Ronnie Wood played a benefit gig for the venue earlier this month.
Arriving on stage a few minutes later than expected, Sir Paul joked with fans that he had been stuck in traffic.
He then asked: "So, who wants to save the 100 Club?"

"It was amazing, it felt like a dream seriously," fan Rafik Mediene told the BBC News website after the event.
"Never in my life did I think that I would see Paul McCartney like this. It's going to take me a few years to get over it."
Songs like Ob-La-Di, Ob-La-Da and Hey Jude inevitably had the crowd singing along.
And Sir Paul's solo acoustic versions of Blackbird and Yesterday were almost hidden from view due to phones and cameras being held aloft.
Between songs Sir Paul joked that "it was like being in an end-of-term school play".
The gig was something of a warm-up for the 68-year-old, due to play two Christmas gigs in Liverpool and Newcastle later this month.
Yet if he was nervous playing one of his most intimate gigs for more than a decade he did not let it show.

"People used to give us fag packets to sign back in the old days," Sir Paul told the audience. "This bloke's just said, 'Can you sign my iPad?'"
The gig was rounded off by a rendition of Sgt Pepper's Lonely Hearts Club Band before Sir Paul's plea to save the 100 Club.
Matthew Willgress from north London said: "It's a great place, I didn't know it was here.
"Some other pubs and clubs round here have shut because of the new Crossrail station - it would be shame to lose another one."

Numbers claiming jobseekers allowance fall in Tower Hamlets

Tower Hamlets has bucked the trend for rising numbers of jobseekers allowance (JSA) claimants in London according to the latest employment research.

Figures from the Office for National Statistics (ONS) show that the borough’s total number of JSA claimants aged 16-64 fell by 0.1 per cent to 9,995 in November 2010 from 10,147 in the previous month.

That marks the first time the figures have dropped below 10,000 since April 2009.

Across London though, claimant numbers went up to 216,300 in November, a rise of 900 from October but down 11,600 on a year ago.

The number of unemployed people in the borough also dropped up to June according to ONS figures.

From 16,800 unemployed people in March, there was a fall to 14,500, equal to 2.1 per cent.

The unemployment rate of 12.4 per cent up to June remained above the London average though which was 8.9 per cent.

And unemployment has risen nationally in the last quarter, with 2.5 million people unemployed from August to October, up by 35,000 on the May to July period.

In Tower Hamlets, the amount of people in employment at both ends of the jobs spectrum saw slight dips, while numbers in administrative and secretarial positions increased.

Employees in managerial, senior official and professional roles dropped by 0.3 per cent between the March 2010 and June 2010 reporting periods.

A 1.0 per cent fall was also witnessed for workers in machine operative or process plant roles.

But numbers working in administration and skilled trades grew by 0.3 per cent, from 14,500 to 15,400.

The number of unfilled Jobcentre Plus vacancies also went up from 808 in October 2010 to 1,114 in November 2010.

Reacting to the latest jobs figures yesterday, employment minister Chris Grayling said: “It’s essential to create a stable environment where businesses can flourish and create jobs – with those on benefits at the front of the queue to take them up.

“That’s why we are increasing the support available to people through both Jobcentre Plus and our new Work Programme which will revolutionise the way in which we help the long term unemployed into sustained employment.”

You need to be careful about your headlines. A claimed fall of 5 under 10000 to 9995 is ridiculous! Or have the CONDEM pluggers told you that it is an achievement to let 9995 people be jobless while going over the top with the reduction of 147 in the total jobseekers numbers? What is noticeable is the fact that on the same day, Monday 13 December 2010, further confirmation came of more job losses to be inflicted on the East End of London. And of cuts.
So the “East London Advertiser” may be being used to promote the lying agenda of Big Business by the latter’s taking advantage of the widely accepted dwindling trade position of the title which has curtailed its physical presence in Tower Hamlets in the past weeks.

It is clear that we have been hitting the right evidential and diagnostic buttons because the web site carrying the latest plug for Crossrail has been blocking our detailed comment rejecting the Crossrail lies.

Here is what we have been trying to post on the “East London Advertiser” web site this morning [Tuesday 14 December 2010].

You ["East London Advertiser"] say [Quote] “Many of them will go to the jobless in East London following a lobby of Parliament by Tower Hamlets council. As many as 14,000 people could be working on Crossrail within four years as construction on tunnels, tracks and stations reaches its zenith.” [Unquote]. What areas of skills WILL these jobs go to HOW MANY “jobless” in which boroughs of “East London”? When will they go to them? Will they be made available to the “jobless in East London” as a charitable gesture to enhance the claims of the CONDEM regime or will they be made available on the basis of objective tests on skills and abilities. If the latter, then what is the reason so many technically skilled people in “East London” have been jobless? As for the claim in your item that “a lobby of Parliament by Tower Hamlets council” had taken place, this must be another of those PRVADA-like fabrications that are conceived to further mislead the people in the borough. We LOBBIED Parliament for all the years of the rubber-stamping of the then Crossrail Bill. We came across NO evidence to substantiate this latest fakery being peddled for the CrossRail agenda-inviting clique operating inside and via the Tower Hamlets Council. We are going to demand from Phillip Hammond precise proof to substantiate [if Hammond can do that!] the claims that you have included in your item. We shall demand that he provide us with chapter and verse on the claims. If he fails or refuses then on that basis alone, the claims will be exposed as another set of crass lies flaunted by the forces promoting the Big Biz looting Crossrail scam.

What about the ‘benefits’ to the East End people that peddlers of the Crossrail scam had promised?
In the climate of CONDEM cuts which is what your headline to the story is about, what would ordinary East Londoners be doing with Crossrail? Perhaps the line will be put to CONDEM use [if they last ‘in office’ another 8 years!] ferrying the newly impoverished out to outer London locations as they would no longer be able to afford to live in Tower Hamlets properties?
And then the speculators from the City will descend on Whitechapel and adjoining parts to take over the properties just ‘released’ to market by the internally deported poor?! The fact is that the renovation of a dilapidated Whitechapel tube station does not need there to be a CrossRail. Nor does the linking of two or three local areas require such a hugely costly adventure. This basic sound economic view has prevailed for a long time among ordinary people in the East End.
How?
In the fact that there has been no demand for another railway line here. And it is not hard to see why. People have rightly demanded – and are still demanding- IMPROVEMENT to the quality of service on the existing lines. Including the necessary renovation and upgrade of the stations. These factors should have been examined at the existing ‘democratic’ forums – eg the local Councils, the London Assembly and the Houses of Parliament. But they weren’t. Had they been examined then £Billions worth of real savings could have been made without losing any of the true benefits. But then Big Business that actually created the pretext of Crossrail so that its closed club could loot the UK public under that banner, did not let the ‘elected’ forums scrutinise them.
The costs of Crossrail will increase by several £Billions thus lumbering the UK public with £Billions of extra debts that will have to be paid over decades! Not a really bright prospect for the economy.

Crossrail delayed as £1bn is slashed

THE much-awaited Crossrail project has been put back a year to save the taxpayer £1.5 billion.

The delay—described by the company as a “more efficient timetable”—was revealed when Crossrail announced four contracts on Friday for the tunnelling and station platform work.
The new timetable for London’s ‘super tube’ stretching from the Isle of Dogs and Whitechapel through the City and West End is a result of the Government’s spending cuts announced last month, which means Crossrail’s central section won’t be ready for another eight years.
Trains will start running by the end of 2018, instead of 2017, followed by a phased introduction of services along the rest of the route from Whitechapel to Stratford, joining national Rail to Shenley, from Canary Wharf under the Thames to Abbey Wood, and from Paddington joining National Rail to Heathrow Airport and Maidenhead.
“More than £1bn savings have been identified due to a more efficient construction timetable,” said Crossrail’s Chief Rob Holden. “Stiff competition in the construction industry for Crossrail work has meant highly-competitive bids.”
Contractors are being awarded ‘package deals’ to keep costs down—more than one contract each, the Advertiser understands.
The scheme now estimated at £14.9bn is not as ambitious as the original £16bn price tag, with modified designs such as Whitechapel station which has been scaled down to keep within the Government’s tighter budget.

Instead, the 18ft diameter tunnelling begins at the surface in Silvertown with the spoils taken out through completed tunnel sections to waiting barges on the Thames to be shipped out to sites in Kent—rather than by lorry from Spitalfields.
But there is still some street-level disruption likely when contractors sink shafts at the Whitechapel and Liverpool Street station sites, probably in 2012.
This contract includes ‘access’ shafts and sprayed concrete tunnel lining for station construction, which has been awarded to a consortium of four companies, Alpine Tunnelling, Balfour Beatty Civil Engineering, Morgan Sindall and Vinci Construction.
A second ‘package’ deal has been won by Dragados and John Sisk contractors for the biggest section of Crossrail twin tunnelling, from Victoria Dock in Silvertown, drilling westward under Canary Wharf and the Isle of Dogs to Whitechapel, Liverpool Street and the City as far as Farringdon, with a branch tunnel from Stratford merging under Stepney Green.
Other contracts announced are for tunnelling from Paddington to Farringdon and work at Tottenham Court Road and Bond Street stations.
Seven 350ft-long tunnel boring machines will start churning the dirt from the surface at Pudding Mill Lane in Stratford, digging their way under East London, The City and West End. Up to 14,000 people will be employed on Crossrail at the peak of construction between 2013 and 2015.

Nor does the linking of two or three local areas require such a hugely costly adventure. This basic sound economic view has prevailed for a long time among ordinary people in the East End. How? In the fact that there has been no demand for another railway line here. And it is not hard to see why. People have rightly demanded – and are still demanding- IMPROVEMENT to the quality of service on the existing lines. Including the necessary renovation and upgrade of the stations. These factors should have been examined at the existing ‘democratic’ forums – eg the local Councils, the London Assembly and the Houses of Parliament. But they weren’t. Had they been examined then £Billions worth of real savings could have been made without losing any of the true benefits. But then Big Business that actually created the pretext of Crossrail so that its closed club could loot the UK public under that banner, did not let the ‘elected’ forums scrutinise them.
The costs of Crossrail will increase by several £Billions thus lumbering the UK public with £Billions of extra debts that will have to be paid over decades! Not a really bright prospect for the economy.

There's an unwritten rule that host countries of the Olympics don't criticise each other.
So it's significant that Canadian Olympic chiefs (who staged this year's Vancouver Winter Games) have taken a swipe at Britain over the Government's planned cuts to school sports funding.
Britain has to accept this, of course, because London made all sorts of ambitious promises to the International Olympic Committee about inspiring children to take up sport during the 2012 bid.
There is a growing belief that the cuts to the School Sports Partnerships (SSPs) will not help that goal at all. Twitter and Facebook are full of a campaign against the changes and I know secondary schools near to where I live have already started petitions against the cuts.
But to have a foreign national Olympic committee stepping into the row is an unusual development.
The letter from Canadian Olympic Committee chief executive Jean Dupre to Education Secretary Michael Gove came about because Canada plans to use the specialist Langdon Park sports school in Tower Hamlets in east London for training during the 2012 Games.
I've been to see the school's headmaster Chris Dunne and he was part of the report we did for the Politics Show which you can see on my blog last week.
He told me about the Canadian opposition to Gove's plans which resulted in the letter. He said the Canadians had been impressed with the system.

"When they last visited in the October half term I told them of the decision to abandon the SSPs," he said. "They (including their Chef de Mission Mark Tewksbury, an Olympic Gold Medallist) were visibly stunned, and asked me whether there was anything they could do to help. "It's a pretty hefty indictment of the Government's actions by a very well-respected international body. "

As I said last week, I can't see this problem going away. That's because the Government is making changes, not only to save money but also because it believes there isn't enough competitive sport in schools. The people who run the SSPs vehemently disagree with this. Somebody must be wrong.
That's why I see a u-turn ahead. The problem the Government has is that every time it and London 2012 start talking about the sporting legacy of the Games, criticis will simply point to the SSP cuts and dismiss any initiative as meaningless.
Without an effective sport's system in schools, 2012's talk means nothing, they will say.
And it's interesting that schools and former sports stars have been so quick to get the petitions going - and also that the subject has landed at Prime Minister's Questions so fast.
This story isn't going away in a hurry.

"Two weeks ago we put on a mini O l y m p i c s f o primary children.

"Events like that are under threat.

There are 10 or 11 partnership people putting these events on. I couldn't fund that out of my own budget."

Hackney

Grasmere Primary

Ian McGovern, deputy head of Grasmere primary in Hackney - one of London's five Olympic boroughs - said all 200 of his pupils compete through SSP every year.

He said: "I have just come from a cross-country race on Hackney Downs which will be the last one if the cuts go ahead. The outlook for children is pessimistic because there just won't be opportunities.

"We will lose five full-time positions in Hackney whose job it is to organise sport for children.

"Instead of the year-long sporting calendar we have now, the government are proposing a one-off Olympic-style event every year."

Brighton

School Sports Partnership

Andy Merchant, 60, who organises children's sports across Brighton's 70 schools, described the plan to axe all 450 School Sports Partnerships as "catastrophic".

Andy, who will lose his job in July because of the cuts, said: "All the competitions we organise are at risk. It's a disgrace, especially so close to the Olympics. We do the sort of things PE teachers just don’t have time for."

Leeds

Swinnow Primary

Head Allison Chin reckons many of the youngsters at her inner-city primary don't have the opportunity to participate in sports that other children might.

She said: "The funding allows for 120 of our pupils to participate in a range of sports every year and quite frankly it's awful that this opportunity is being taken from them." Ms Chin explained that the SSP gives her pupils access to training facilities they could previously only dream of, including Headingley cricket ground and Elland Road, home of Leeds United FC.

She added: "We'll also lose the qualified coaches. I just can't understand why they are taking away this funding when it contributes so much to our children's health and well-being."

Tower Hamlets

South Dartmoor S Dartmoor Community College HEADTEACHER Hugh Bellamy, 48, is outraged by the cuts.

Mr Bellamy's school is the hub for the region's School Sports Partnership used by 20,000 children in the area.

"We offer a rich diet of sports festivals - from events for gifted children to promote excellence to events for disabled children," he said.

"They can be anything from badminton, kayaking and biking to rock climbing and street skating. We just won't be able to do these things if the partnerships are scrapped.

"No programme has ever come close to the success of sports partnerships - and at the stroke of a pen they're being scrapped.

"And for what? £160million is a drop in the ocean.

"Michael Gove says it's about letting headteachers decide what to spend money on, but I don't know one who is unhappy with the partnerships.

"I bet Seb Coe is sick to the stomach with the Olympics coming up."

East London Langdon Park

Close to the Olympic Park, the school's pupils went to Singapore with Lord Coe to demonstrate the lasting legacy of London's Games bid.

Head Chris Dunne says he is bemused by the cuts: "Children are competing in sports they had no chance of doing before."

The partnership has helped 55 children to join a cricket team. "The number playing before was zero."

The BBC's Adrian Warner has now confessed to having peddled the liars' lines for the past two years or so. At least on-screen, especially as his peddling has been carried almost on a daily basis on the BBC London slot, Adrian Warner has come across as being as servile to Big Biz as any other 'mainstream British media' place man could be expected to do. And yet here is a blog which for evidential purposes we reproduce below, which con train de facto admission by Warner that he has been retailing lies for the 2012 Hosting bureaucrats.

In contrast to Adrian Warner and to the rest of the BBC's output on the 2012 Hosting scam, we - the Khoodeelaar! Campaign in defence of the East End of London against Big Biz agenda scam and assorted attacks on our environment and on our land - have accurately and consistently maintained that the scam would not benefit ordinary people in and of the East End of London.

It has taken Warner YEARS to see that. And even then he cannot admit so on-screen. He has to hide it in a staged 'BBC blog'!

How long will it take the controlling clique on Tower Hamlets Council to see the truth of what we have been pointing out for years about the 2012 Hosting stunt And about Big Biz agenda scam Crossrail?

OUR Movement has already told the controlling clique on Tower Hamlets Council that it would be another folly for it to run to the ‘High Court’ under the pretext of a judicial review over Sebastian Coe’s refusal to ‘bring the marathon route top the East End’.

Why have we said it would be folly?

For a start, we can see no long term benefit for the whole community in our area from paying loads of cash to a bunch of lawyers.

We have told the clique to abandon the stunt of going to the High Court or to lawyers and instead to get involved in democratic campaign with the people.

Reports that London's new east-west rail line Crossrail will consume nearly a tenth of the entire Department for Transport budget in each of the three years from 2012/13 to 2014/15 and news on London's new Routemaster bus features in today's newspaper round-up.

In 2011/12, Crossrail will receive £517 million – four per cent of the Department for Transport’s budget, according to Graham Stringer, the Labour MP for Blackley and Broughton and the new rail line's "sceptic in chief", according to the Manchester Evening News. But the figure will rise to £1.2 billion in 2012/13, £1.1 billion in 2013/14, and £1.1 billion in 2014/15, according to the paper. "In each of the last three years, the sum represents nine per cent of the entire DfT budget, blogs David Ottewell of the paper. "Any way you look at it, that is a huge proportion to be spending on a single project in a city that already has first-rate transport links."

Tottenham Hotspur FC should never leave its home in north London, writes David Lammy, MP for Tottenham, in the Evening Standard. The club confirmed recently that it has registered an interest, in partnership with entertainment management company AEG (Europe), in becoming a tenant at the Olympic Stadium following the 2012 Games. Writes Lammy: "The club has planning permission to redevelop White Hart Lane. … This scheme is the only way of lifting the decay which hangs over the area."

A network of "Rapid Transport Vehicles" connecting Birmingham with the rest of the region will form the centrepiece of a new transport strategy set to be unveiled by passenger transport authority Centro, the Birmingham Post reports.
"There is something not quite right" about London’s new Routemaster-like bus, writes Jonathan Glancey in the Guardian. Two items in the ‘news’ in the past 12 hours highlight once again just how economical the KHOODEELAAR! Campaign has been in the defence of the community against the agenda of Big Business and the hold Big business has over the public purse. The ‘rights’ of Baby P scandal Haringey Council social services [ex] manager Sharon Shoesmith will continue to be open to debate no matter how many times she goes to court to assert those. Compared to her still undecided rights and her equally controversial claims to those in context, the rights of the people in the East End of London as against the very serious Big Business agenda evident in the Crossrail scam of economic, environmental and social dislocation and damage are very clear and are not in need of determination by a court via a multi Million Pound series of actions. Why? Because there is the constitutional option available to the community to act in a way that does not cost the public anything yet produces results that would exceed a thousand times the costs of any legal action. That option is in the domain of democratic campaigning. And we have been doing this for the past seven years. The other of course is the news item that Tower Hamlets Council is to seek judicial review of the 2012 Games hosting bureaucracy LOCOG that has dropped Tower Hamlets from the ‘marathon route’ during the Games. We can point out here as well that Tower Hamlets Council should show that they have used the available constitutional option of democracy and or the democratic option to get LOCOG to change their routing decision before seeking a judicial review. There are two things wrong with seeking a judicial review. Firstly that in the UK a Judicial review is not an automatic route to getting ‘just result’. In fact the overwhelming majority of judicial review applications are denied by the court system, which is seriously defensive of the status quo. The second is the question of costs. Has the Council considered the democratic and the considerably less costly option? If it has, what democratic action has it taken over the LOCOG decision before deciding to go to court? How much is the application for judicial review going to cost? Is this affecting the Council’s delivery of vital services? If not how not? [Earlier texts] Counting the cost of court challenges mounted so far by Sharon Shoesmith! The costs, as released in a Parliamentary statement by a CONDEM minister, confirm once again the importance of alternative action to get ‘results’. Actions that the KHOODEELAAR! Campaign has taken during the past seven years in defending the East End of London against the Big Biz agenda Crossrail attacks would have cost several £Million if we had mounted our campaign via courts. Or rather if we had opted to use the ‘services ‘ of commercial lawyers. We did the same work and got across to the UK Govt. the same arguments that any commercial lawyers in theory might have done but we did so by using our own democratic, constitutional resources. Our work did not cost a single penny of the public in any court fees or fees paid to any lawyers.

Can we trust big business?

On the eve of taking on the top job at BP, Bob Dudley, the new chief executive, emphasised his priority as being the introduction of extensive measures to ramp up safety in exploration projects and refineries. Mr Dudley stressed: ‘These are the first and most urgent steps in a programme I am putting in place to rebuild trust in BP’.

Trust in BP was seriously damaged by the explosion at the Deepwater Horizon oilrig off the coast of Louisiana, which led to the departure of Dudley’s predecessor Tony Hayward. With the death of eleven oil workers and another seventeen seriously wounded, the ensuing oil spill is said to be one of the biggest US environmental catastrophes ever and tarnished BP’s reputation in the eyes of many.

But did the accident alone justify the enormous damage to BP’s standing and the ousting of Hayward? David Jones, chief executive of ad agency Havas, who hosted the Who Cares Wins CSR conference in June, explained that BP’s previous attempts to prove itself as socially responsible were at least partly to blame: ‘what has exacerbated the feeling against BP is they so overtly positioned themselves as a nice company. When you change your logo to a flower giving the impression you are one of the greenest companies on the planet and this happens, people will come up and bite you. It’s a comeuppance’.

In claiming that the new safety measures are about “building trust”, Dudley could be setting up BP for another fall. After all, the issue of safety in the oil industry is hardly new. The Texas City refinery fire in 2005 and the 2006 Prudhoe Bay pipeline leaks were partly responsible for the departure of John Browne, BP’s previous chief executive bar one. After each of these incidents BP similarly pledged to focus on better safety measures, but accidents continued to happen.

Can a high-risk business such as oil seriously promise never to do any harm to either its employees or the environment? Exploring and producing oil is always going to be a risky business. Surely making claims to the contrary could serve to mislead the public and may only reinforce cynicism next time something goes wrong. Wouldn’t big business “telling it as it is” be a far better way of maintaining trust than fostering the illusion that accidents can always be prevented?

Trust has also been undermined by the way businesses operate on a daily basis. Business leaders have for years emphasized the extreme uncertainty of the market environment and the constraints this imposes on strategic planning. Whether the market really is changing more rapidly than in previous eras is a moot point: the very perception that this is the case manifests itself in companies having less confidence in longer term goals and strategies.

In awe of this more uncertain world we are believed to inhabit, short term solutions appear the best answer. Furthermore, modern chief executives appear to lack the confidence to make their own decisions, meaning that over the past 15 to 20 years businesses have been more likely to call in management consultants to help them shape how their businesses are run rather than having trust in the professional judgment of individuals working within the organisations.

This points to the crux of the problem in the breakdown of trust: we don’t seem to trustourselves to make decisions, to take control of problems and solve them. No amount of regulation, transparency and codes of conduct, courses and articles on “how to build trust” is going to create a society of individuals that trust each other, and therefore can trust business. We need to address the wider social trends which keep us living in such an individuated, distrustful society. Relationships of trust need to be rebuilt from the bottom up.

When that happens, Crossrail will be exposed for what it always has been. A CON. A scam. And no amount of idiotic intonations by Phillip Hammond will make any difference where it matters.

Crossrail could be slashed by £5 billion under drastic plans being considered by the Government.

In the worst-case scenario, Bond Street or Tottenham Court Road stations for the planned east-west rail link may be axed as part of a package of reforms, sources close to the scheme suggested.

Other options for lowering the £16.9 billion bill include cutting the number of train carriages and scrapping extensions to Maidenhead in the west and Abbey Wood in the east.

Mayor Boris Johnson, Transport for London boss Peter Hendy and City Hall chief of staff Sir Simon Milton were meeting Transport Secretary Philip Hammond for crunch talks this afternoon.

A senior TfL source said: “The Mayor is in there now making the case for continued investment in London's transport network, including Crossrail.

“TfL and London's business community are absolutely clear that Crossrail is vital. We understand that these are straitened economic times but London is not the same as the rest of the country. We've had a Conservative administration here saving money over the last two years.”

The project, scheduled for completion in 2016, aims to ease congestion and slash journey times in the capital, with a high-speed tunnel connecting Heathrow, central London, the City and Canary Wharf.

Building magazine today claimed that an internal Crossrail team, under instruction from ministers to save money on the scheme, is understood to be considering dropping either the planned Tottenham Court Road or Bond Street station.

The Department for Transport said the report was “pure speculation” and Mr Hammond told the Standard: “Our challenge is to deliver Crossrail as it was designed at the lowest possible cost.”

A source close to the process said: “The team is being asked to look at the whole scheme. If you took out both spurs and reduced the platforms and stations then they're looking at £4 billion-£5 billion of cuts.”

Mr Johnson last week said Crossrail had to mount a “Stalingrad defence” to guarantee funding.

Steven Norris, former Tory MP and Transport for London board member, said he believed axing a central station and the spurs were being looked at.

“The Government needs to understand the difference between the kind of spending that fills ad pages in the Society Guardian and genuine investment in the country.

“If you're going to cut Abbey Wood or Maidenhead you might as well shelve the whole lot. It only makes sense to dig the tunnel if you do the whole scheme. It's like planning to buy a new car without an engine.”

Shadow transport secretary Sadiq Khan said: “This is bad news for London's ability to bounce back from the recession.”

This would be a huge mistake. I agree with all those who have called for full completion of Crossrail after the years (decades even) of work that have gone into determining its scope and detail. If we want to have any hope of getting out of the economic doldrums, London must be competitive, and at the moment, transport-wise, it's not.

I understand your argument, in particular the stations in tunnels are more expensive than the running tunnels.

I hope they don't choose to leave busy stations with entrances at one end only and blighted surface sites for 12 years to come.

A project this big has to be done properly, and savings sought from improved materials and construction techniques, if there are any.

The most logical cuts, which could be finished at a later date, would be the second entrances at Bond Street, TCR, Farringdon and Liverpool Street. As planned, each one has an extra station, in effect; complete with surface buildings, escalators, lifts and stairs. These are far more costly than the surface lines to the suburbs. The line could be opened without them, and provide 90% of it's benefit and save billions.

I can understand maybe cutting the spur to Reading because it is outside of London, but not Woolwich and Abbey Wood. If you look at the London Underground map, South East London has hardly any links. Why? Why was it not considered? South East London is part of the capital and the nearest underground station to residents in the Greenwich and Bexley boroughs is in the relatively isolated North Greenwich. Getting to North Greenwich station is painful with over-crowded buses. I have to get a packed South Eastern train to work into Central London everyday and it is very slow, stops at LOTS of stations and then spends ages waiting outside London Bridge station because there are too many trains and not enough platforms. Don't even mention the problems caused when most routes are closed because of exploding gas cylinders at Deptford and New Cross! Please do not cull the South East London link. It does not make sense in the long run and it is not fair. South East Londoners always get a raw deal. If it does not go ahead I'll have to buy a car to improve getting around, which is not the ideal solution.

Cutting the SE spur to Abbey Wood would be crazy. Thousands upon thousands of homes have been built in SE London, Kent, and the general Thames Gateway area due to promises of transport improvements since the 70s and almost every big scheme has been cancelled. Originally the Jubilee line in the 70s was supposed to terminate at Thamesmead not Stratford. There's even an extra plaform built at N. Greenwich when it was finally extended in the late 90s for future extension. That plan is long dead. The road bridges east of Tower Bridge for SE London have all been cancelled, and now this. All while house building has been shooting up based upon improvment promises. The area is already very deprived with high unemployment due to poor transport. BUILD THE SODDING THING.

As a symbolic gesture, I suggest the Mayor voluntarily reduces his salary to £1.

This would be a powerful signal to central government and the TFL bureaucracy that he is serious about maximising value for money and will give him the moral high ground in fighting for Crossrail. He describes his £250k from writing for the Telegraph is "chicken feed", so he hardly needs a £143k mayoral salary.

Sacking all his taxpayer funded political advisors and spin doctors would also be smart politics.

To raise serious cash for Crossrail, how about:

* Keeping the western extension to the congestion charge

* Abandoning the Borismaster

* Leave the bendy buses in place

These are all frivolous spending pledges which are unaffordable in the current climate.

The Astoria Cinema has been demolished,

and Soho Square is littered with Cross-Rail works.

Boris killed Cross-River Tram, losing £19 million.

The C-Zone Western Extension exists, yet the £55 millions Income will be lost from next December.

Millions LOST in the Costs of Abandoning the BENDY-BUSES.

The UN-NECESSARY, very expensive New 'Routemaster' is WASTEFULLY, costing MILLIONS MORE.

To NOW threaten to SHORTEN THE CROSS-RAIL ROUTE is TOTAL LUNACY!!!

The underground part has to be done properly from the start - you can't add a station later! Omitting one station in the West End and causing perpetual overcrowding at the other one (where people will be forced to change to the overloaded Central Line) would be really stupid.

If money has to be saved, losing the "extension" to Maidenhead won't hurt so much. People can change trains at Hayes or Paddington, and the line can be extended later. Similarly to the East.

Why not look at something like a convertible bond Boris, or something similar along private funding lines, but definately not PFI. As long as the yeild is reasonable I don't see why it wouldn't attract large support.

I think there's a lot of scaremongering going on here, if they are going to axe some stations, I doubt that it would be TCR or Bond St.

If they need to cut it back then fine but they should build it so that it doesn't then become prohibitively expensive to extend/improve it later on.

The platforms should be built for future growth, you can't extend an underground platform easily once the service is running but you can add more carriages at a later date.

Unfortunately though a lot of the politicians involved lack common sense when it comes to public transport because they're totally out of touch with it.

Oh gawd not again! History has shown us that cutting back public transport schemes always leads to problems in the long run!

It's almost like a repeat of the Victoria Line in the 60's, cheap tunnels, basic stations with small platforms and a shortened route... which have been it's downfall with today's huge passenger numbers.

Oh dear not again,

They agree a price to build the Crossrail, plus a little bit extra in case it goes over budget. And now we have to cut back on some of the stations to keep within the budget. Why do start to think that this will end up as a Crossrail link of single track, with stations at each end like Paddington and Liverpool Street, and a shuttle service that makes the Waterloo & City line look like an express service.

What a load on speculative nonsense. Has anyone spotted the bloody great holes at Tottenham Court Road or Canary Wharf? Cut TCR and the south eastern spur? You're having a laugh!

Crossrail will be built. It will be built in full beacause the funding is in place. Any fule can see that! What Philip Hammond, Boris etc have to make sure is that this fanatsic railway - which will revolutionise travel in London - is delivered on time and within budget.

Stop knowcking it and get on and build it. 20,000 jobs depend on it and London's economy will be nearly £50 billion better off when it finished.

Agree; how about 6+ million Londoners all chip in £25 each and we get this built properly, then get small businesses to pay £150 each, SME's £500, and the banks and hedge funds a few million each. In fact, let's set up a JustGiving Page. The countless meetings to discuss 'cost efficiencies' will probably cost £25 million alone! People power; just build it ourselves.

Please do it properly. A halfhearted job will cost more in the long run. For example, the DLR stations have been extended twice over to accommodate 2, then 4, and now to 6 carriages.

The Chief Executive for Crossrail, Rob Holden was featured in a story in the NCE this week as expressing some concern about the lack of a finished specification for the Crossrail scheme. He passed comment that this lack is proving to be an enormous frustration to him and the other Crossrail Senior Executives. One example cited of an area where the project scope had yet to be settled to Crossrail satisfaction was the planned station at Woolwich. The station has still not received the official seal of approval and Mr Holden describes this as “not a recipe for success”.

Mr Holden made a speech at the NCE Rail Summit last week and he was quoted as saying that Crossrail was still waiting for Transport for London and the Department of Transport to confirm the funding arrangements for the station at Woolwich. The Department of Transport and Transport for London are both sponsors of the Crossrail Project. However, the Comprehensive Spending Review is planned for the 20th October and Mr Holden is hoping that official conformation of the Woolwich station will follow on from this.

Although a budget of £15.9 billion has been allocated for the Crossrail project, Crossrail senior executives were hoping that more detailed funding decisions would have taken place during the Parliamentary process prior to when the Monarch signed the Crossrail Act back in July 2008.

It has now been two years since the Crossrail project received Royal Assent, but there have still been no firm decisions as to how many stations there are going to be, plus where exactly these stations will be located. Mr Holden is worried that the politicians involved in the Crossrail project are not taking the issues of specific funding seriously enough and because of this the Crossrail scheme may suffer on the long run.

In 2007, Khoodeelaar! “The campaign in defence of the community in the inner city East London Borough of Tower Hamlets and against the agenda of Big Business as typified in the Crossrail scam”, made two formal representations to the local ‘Tower Hamlets Council’.

On both those occasions, the KHOODEELAAR! Campaign Organiser Muhammad Haque said that the collusion with the Crossrail scam by the Council was being maintained at the expense of the ordinary economic, social and other relevant interests of the community in the borough.

The representations took place in September 2007 and in December 2007.

During the second of the representations, in December 2007, Khoodeelaar! Organiser Muhammad Haque told Tower Hamlets Council that the proof of the serious wrong in the Council’s collusion with Big Business scams could be seen in the behaviour of the 2012 Hosting operations.
Muhammad Haque pointed out that the propaganda was that ‘local people’ would benefit from the siting of the 2012 Games Hosting activities in the neighbouring area to Tower Hamlets. But the fact, as could be ascertained from the contents of EVEN the ‘East London Advertiser’, was the opposite. That title, said Muhammad Haque was carrying items showing that local East London people were not getting the jobs that the Hosting companies were filling at the time.

Three years on, what do the latest data show?

Surprise! ” Surprise! And even more surprise!

East London people are NOT at the top of the recruitment queue at the 2012 Games hosting operations. Ooops! Enterprises!

Ooops! Ooops!

Not the ‘regeneration’ that they had promised!

More like DEGENERATION that Muhammad Haque had been warning the corrupt controlling clique on Tower Hamlets Council about.

Britain's economy is at risk of a "double-dip" recession and may not recover fully for another five years, Kenneth Clarke warns tomorrow.

In an exclusive interview with the Observer, the former chancellor delivers a bleak message on the eve of the Tory conference – at which David Cameron is keen to strike a more optimistic note – saying he remains distinctly downbeat about the outlook for the British and global economies: "I'm at the more pessimistic end. I'm not sunnily optimistic about where the western economy is going."

Clarke, chancellor from 1993 to 1997, believes the chance of the UK being sucked into another recession is "below 50%", but insists that the risks remain substantial. "I do not rule out the risk of a double-dip recession caused by some fresh wave of global fear and crisis," he says.

Even though he warned before the election that over-aggressive cuts could harm the recovery, Clarke insists he is fully signed up to the coalition government's programme. But he says it does guarantee a return to sustained growth because of global forces beyond its control.

Tonight, as Cameron arrived in Birmingham for the Tories' first conference as a governing party since 1996, the prime minister was determined that his ministers would produce a "good news" theme to run alongside the austerity message. "We have to tell people there is light at the end of the tunnel," said a senior Tory source. "We need to get things back in perspective."

Vince Cable, the business secretary, and current chancellor George Osborne – aware that the coalition could become defined as a government of cuts and austerity – are looking at ways to promote economic growth and boost private sector investment. A growth white paper will be produced later in the autumn.

While supporting the need for a regional investment strategy, Clarke says there is "no point in being unrealistic" about the economic outlook. He adds that Labour's approach of cutting less severely would mean the markets losing faith in the UK economy.

"This would lump us back with the Spanish, the Portuguese and the Greeks as people possibly at risk if people thought we weren't going to deliver what George delivered."

Under the slogan "Together in the National Interest", Tory ministers will attempt to promote the benefits of their coalition with the Liberal Democrats, making the point that only by working together can tough decisions be taken. Announcements are expected on privatisation of Royal Mail and schools reform.

Work and pensions secretary Iain Duncan Smith will tomorrow unveil the biggest shake-up of the benefits system in decades, with plans to introduce a Universal Credit in place of the current multitude of benefits. The aim is to save billions in the medium term by increasing the incentive of people on benefits to take up work.

Duncan Smith, who appears to have won a major battle with Osborne, said tonight it was the "dawn of a 21st-century welfare system. To those that have been marginalised and abandoned to a life on benefits by Labour I say: we will get you back into work and in control of your life.

"For the most vulnerable I say: we will protect you. And to the taxpayer I say: here is true value for money, a system that invests in you and supports you in your time of need, but expects everyone in society to contribute and will no longer allow anyone to choose a life on benefits.

Clarke said he was "mildly" relieved that David Miliband had not won the Labour leadership election, but added. "I don't underestimate Ed."

He would favour the Tories reaching out to David Miliband in the same way they had to other Blairites: "If he should want to give me some advice, he's the sort of chap I would listen to because I have a high respect for him."

This updater diagnostic is overdue.

For a start, it is more than a year since Jenkins published the piece in April 2009.

Two significant factors have changed or come into being since April 2009:

One, the Gordon Brown frontage has been replaced by the CLEGGERON one.

And secondly the overly belligerent assertions that were so closely associated with Brown where it came to ‘spending our way out of a recession’ [if not ‘the’ recession] have been replaced by [equally ideologically] belligerent assertions in the opposite direction. At least on the surface.

But there has been one exemption. It is about Crossrail.

And the fact that there has been an exception about Crossrail can be seen in the words, the phrases and the capitulatory ‘reasoning’ applied by all the decision-making parties involved.

We shall examine those in the next part of this diagnostic.

Kill Crossrail. Kill it now. Offer it up as London's gift to public sector sanity, while there is still time to avoid millions of pounds climbing into billions on a project that London does not need. What London needs is a fully working, modernised Tube. So kill Crossrail to save the Tube.

Crossrail, with a completely new rail tunnel from Paddington to Liverpool Street, has few friends. It has been stopped and restarted too many times to count over the past quarter-century. When Gordon Brown said in 2007 that "it will definitely proceed", sceptics sensed the cold hand of death grip its throat.

When Whitehall set out a tripartite funding package for the line in 2008, the caveats and qualifications grew in number. In an interview in February the transport minister, Lord Adonis, warned the world that, if Londoners do not raise their two-thirds share, "the Mayor understands that Crossrail will collapse ... ".

Mention Crossrail to Boris Johnson and his normally open, cheerful visage changes to that of a parent just told his kids are on drugs. He starts to shake. When reminded that he once said Crossrail was "one of those times you have to say, get in that hole and keep digging" the look becomes a rictus.

At a farewell dinner at City Hall earlier this month, the outgoing head of Transport for London, Tim O'Toole, hinted at his known private view that Crossrail is capital madness. He pleaded with his colleagues to fight instead for the existing Tube, now teetering on the brink of insolvency. TfL executives know that continuing with Crossrail will eat money and distract management for a decade.

It would yield nothing but bad news stories, while severely disrupting traffic in central London just when it will be recovering from the water mains chaos. Test drilling is already upheaving St Giles.

Crossrail is no longer a railway that makes sense. Back in the Eighties it was way behind the Jubilee line and the then (and now) top priority, a new northeast/southwest line from Hackney to Chelsea and beyond. Lines were needed to fill the Tube-less no-man's-lands of Greenwich and Chelsea/Fulham.

It took Margaret Thatcher to force through the Jubilee line to help the Reichman brothers build Canary Wharf. Chelsea/Hackney has no such power backers.

This project's only real friends have been in the City, eager to fend off the "threat" from Docklands and garner the bulk of the 900,000 extra office jobs predicted for London a decade ago. Nobody expects that need now. The Central line's parallel capacity can easily be increased by station improvements and better management.

Crossrail's backers have duly fallen back on that catch-all for any extravagant project, "urban regeneration". But that involves taking the line far out to the east, at further cost. For all the efforts of consultants to prove otherwise, this line is neither profitable nor a priority for economic renewal.

Boris Johnson now has a golden chance. He knows the capital must tighten its belt somehow - especially after he failed to curb the gargantuan appetite of the Olympics (costing more than half the £16billion total for Crossrail).

Johnson has already had to end his predecessor's costly fantasies, the Thames Gateway bridge, the Cross-river tram and the Dagenham light railway extension.

The Government has offered £5.6billion to the Crossrail budget. The rest must come from a raised London business rate (£3.5billion), borrowing against so-called train access charges (£2.3billion) and £2.7billion from TfL, this time borrowing against future fares.

Given the recent history of Tube finances, these figures are wholly unreal. TfL is close to technical bankruptcy. Borrowing against future revenue is mad, especially when it has already been assigned to meet Crossrail's running costs. Has London learned nothing about dodgy accounting from the past five years of such projects?

Meanwhile the City Corporation is offering a meagre £200million, on top of which is budgeted £150million from City businesses and, once upon a time, £230million from the airports authority, BAA. Lord Adonis claims this amounts to a further £750million, which is inconceivable. The truth is that Crossrail is another financial pig in a poke.

The Government has already poured £2billion in extra guilt money into the Tube to finance its public-private partnership (PPP), the sunk cost of this now largely aborted scheme. No minister or official has ever taken responsibility for it - indeed the official, Shriti Vadera, has been rewarded with both a peerage and a ministry.

In addition, the Government has pledged a huge £39billion to TfL over the next decade, a sum higher than anything conceived during nationalisation. This, it says, will have to embrace the completion of the PPP scheme and Crossrail. But the latter is not formally ring-fenced.

This is the Mayor's great opportunity. He has a £1.4billion hole in his transport budget already and must somehow fund £3billion of debt left over from the Treasury's collapsed Metronet infrastructure company.

Adonis said last November that there was no way he would plug this hole, despite it being one of the Government's own creation. He could hardly have given a more direct indication of his willingness to see Crossrail crash.

Johnson could now argue that the £5.6billion for Crossrail be switched to other Tube projects, such as resignalling the Bakerloo and Piccadilly lines and replacing Metropolitan line stock, projects that may anyway have to be postponed to meet the cost of Crossrail. Cancelling the latter would relieve the Tube budget of a tidal wave of uncertain costs now advancing down the track.

This would enable Johnson to declare himself the saviour of London's Underground railway, after a decade of mismanagement and financial chaos.

By liberating himself from Crossrail and demanding that London be allowed to keep its transport grant, he could begin to reconstruct TfL's finances and meet its voracious appetite for new signals, stations and rolling stock. He could declare a clean slate.

Johnson need not fear the Government on this: if ministers wanted Crossrail they would have paid for it. He need not fear the City.

He can use the recession as an excuse to put this white elephant to sleep while garnering the popularity of restoring London's transport system to sanity. But first he must kill Crossrail.

Treasury axe to spare Crossrail and Tube projects

Critical transport schemes in London including Crossrail and the Tube upgrade are to survive government spending cuts, NCE has learnt.

Funds “set aside”

NCE understands that the Treasury has set aside funds for Crossrail and vital Tube upgrade projects including the reconstruction of Bond Street and Victoria underground stations.
Details of public spending cuts will be announced in the government’s Comprehensive Spending Review on 20 October.
But funding for Crossrail and Tube projects will only be retained if London mayor Boris Johnson abandons plans to scrap the Western extension of the congestion charging zone or axes concessionary bus and tram fares for 16-17 year olds.
“Boris has to give up one of his sacred cows to show the rest of the country that he is making cuts,” a senior Transport for London (TfL) source told NCE.
It is understood that Johnson is reluctant to do either and talks with TfL were understood to be ongoing as NCE went to press.
Scrapping the Western extension to the capital’s congestion charging zone was one of Johnson’s election pledges, and he had planned to axe it by December.
Scrapping concessionary fares is equally unpalatable for the mayor, who will have to seek re-election against Labour candidate Ken Livingstone – a staunch supporter of lower fares.

Treasury demands

TfL is desperate for Johnson to clear the way for its major projects after acting on Treasury demands to drive out costs.
Earlier this year it forced the end of the Tube PPP and has already announced plans to cut 250 jobs on lines maintained by Tube Lines to cut costs (News last week).
Crossrail has spent most of 2010 carrying out a value engineering exercise.
It confirmed this week that sufficient cost savings had been found to deliver the scheme in full. A new construction delivery cost for the Crossrail scheme, currently set at £15.9bn, will be formally presented to the Department for Transport (DfT) later this year.
Speculation had been rife that the Abbey Wood branch would be axed and that the station at Bond Street would be scrapped.

Crossrail said this week no stations would need to be cut. Construction of Woolwich station, however, remains dependent on developer funding being agreed.
Crossrail instead said savings would come from designing out unnecessary items. Plans to design and build new trains for the scheme have been ditched andWhitechapel station has been completely redesigned to save £30M. Canary Wharf station has also been redesigned.
Crossrail chairman Terry Morgan said it was critical that every pound invested in the scheme achieves maximum value for money.
“Crossrail is bearing down on its whole cost base, while ensuring delivery of a new railway that is fit for purpose and delivers the capacity improvements required,” he said.

Crossrail “more imprtant than before”

The latest Crossrail business case shows that the project is now more important to the UK economy than ever before as it is expected to deliver a boost of up to £42bn.
The London Assembly’s transport and economic development committees this week argued in a letter to chancellor George Osborne that investment in Crossrail and the £30bn Tube upgrade together are worth £78bn to the national economy.
TfL commissioner Peter Hendy is understood to have fought hard to avoid cuts to his capital budget. In June, he told NCE’s London Rail conference that London projects like Crossrail and the Tube had a higher value attached to them than projects in the rest of the UK.
“I don’t think there’s much left in our programme that’s optional,” he said. “It’s not as if there is £500M of discretionary spend in there. Boris [Johnson] has already thrown them off the ship. What’s left is what the city needs. London is the engine of the UK economy. The government needs to make sure infrastructure development continues.”
This week, Johnson’s transport adviser Kulveer Ranger reiterated Hendy’s view at the Labour party conference. “Crossrail is needed now, but it must be delivered efficiently,” he said.

You have again left out any citation of any evidence for Crossrail that could be objectively verified. It is also strange that you continue to leave out any mention of the Rod Eddington Study on the Future of Railways in the UK.
Eddington advised against Crossrail being prioritised, as reported by Channel 4 News.

Constitutional law commentary about the UK CONDEM and the implications for a democratic constitutional UK

CONTEXTUAL flashback to our commentary of 17 October 2009 with particular focus on the UK Lib Dems Party.

We are doing so in preparation of our diagnostic review of the Lib Dems' role as a part of the CONDEM Collusion in the UK CONDaved phase [there it is! Another coinage of another CON-linked word! There is no avoiding of a double meaning even here, such is the unreliability of the CONDEMNABLE entente!!]

What we are looking at is this:

Has the Clegged Collusion produced the change from sleaze-ball careerism to transparency, democracy, accountability, honesty and universality?

Has the UK Parliament become a parliament for the telling of the truth about what the people have to say about how ‘they’ are ‘ruled’, what the people want from parliamentarians, or has the Parliament reverted to the state it was in before 6 May 2010: an anti-democratic wasteful pretext for the many [of the ‘elected’] to carry on against accountability, transparency and against honesty?

A word of update on why Khoodeelaar! has been calling the Big Business London CrossRail scheme a CRASSrail scam.

This update is caused by the behaviour of the UK Lib Dems’ Party’s Vince Cable in Bethnal Green on Wednesday 15 October 2009.

And secondly by the behaviour of Boris Johnson who coincidentally on that day confirmed his own crass role in muttering in all directions as ‘justification’ of his announcement of the week of drastically raising bus fares and tube fares in London.

We [the KHOODEELAAR! Campaign against the “CRASSrail Big Business scam agenda….”] have been using the word “Crass” in the same sense as is still contained in all the major English language dictionaries in circulation and use in the world right now.

We have added our own evidential components to upgrade the definition of the word CRASS in context.

We have said for over five years now that Crossrail is crass because, amongst other things, it was crassly conceived, it is crassly peddled and it has been crassly promoted.

In different orders, we have used the same qualifiers.

We have done so as we have reported the various manifestations of crassness, illogicality, ignorance, stupidity and sheer callousness on the parts of those who have been doing the peddling and the promoting. These activities and exhibitions are to be found across the so-called divides between the three main Parties as recognised by the numbers of Mps they have in the UK House of Commons.

The Lib Dems’ Vince Cable first:

When someone from the Lib Dems Party ‘public’ meeting [Oxford House, 15 October 2009] included a slight reference to Crossrail in a question in the overly-bureaucratically treated [in the sense of=suppressed, stifled.. and so on] ‘Question time’ following Cable’s set-piece presentation lasting well under an hour, Cable was caught out on the facts.

He admitted to the ignorance that Khoodeelaar! Campaign noted.

Cable looked at the two persons sitting alongside him on the notional podium and facing the audience in the Oxford House in a side street off the Bethnal Green Road in Tower Hamlets and asked in their direction if Crossrail ran through Tower Hamlets.

Having seen their body language saying yes it did, Cable then hurled a most banal pack of rubbish in the even more banal and thoughtless direction of the captive audience.

That was rubbish because he contradicted his previous comment on CRASSrail as published MOST PROIMINEWNTLY on 21 September 2009 and said [on 15 October 2009] that he and his Party supported Crossrail.

And then he said that IF the costs were managed acceptably then they would still support it.

Gone were the flourish that had been attached to his REJECTION of CrossRail in the news that was carried during 21 September 2009. In that REJECTION, the headlines included the one published by the London EVENING STANBDARD. It said that to Vince Cable, CrossRail was NOT A PRIORITY!

KHOODEELAAR! Campaign had noted that at the time last month [September 2009] and we published the full EVENING STANDARD piece along with an image of Cable on that occasion. It is still accessible on this very blog site.

Had the audience at the Oxford House, Derbyshire Street off Bethnal Green Road London E2 on Wednesday 15 October 2009 been made up of people who had come there to actually hear an independent, original, political speech from a genuinely influential political personality in Britain today, that piece of ignorance as uttered by Cable there would have caused a swift and disapproving reaction. Derision even. But the audience was tame and timid. It was an in-house event. Although staged at the officially non-Party political Oxford House, the meeting was intended to be and went down as a ‘reassurance exercise’ for the small number of listed members of the Party in Tower Hamlets.

Most of those present and apparently listening to him did not even notice that Vince Cable had made such a major error.

Not one member of the audience stood up or raised their hand to quiz Cable on his crass question about when CrossRail went through the borough that he was allegedly there to offer his expertise about.

Tower Hamlets, for those who are not in the UK, is also the ‘main’ area associated with the East End of London. And Bethnal Green, where Vince Cable was sitting when he exhibited his ignorance and nervousness, is in Tower Hamlets.

And Crossrail has been THE most cited word in relation to a campaign that has been going on in Tower Hamlets for the past now almost six years.

All of these are facts beyond dispute.

How?

Some of the Lib Dems party’s undeniable ‘leaders’ in Tower Hamlets who were present in that same audience, had themselves been present and speaking at demonstrations held by Khoodeelaar! AGAIUNST the fundamental impact that Crossrail would have on TOWER HAMNLETS.

More than one of those sat at the very back in the audience.

One was Janet Ludlow.

Sitting next to her was Stephanie Eaton.

Janet Ludlow actually spoke at two Khoodeelaar! Demonstrations, in February 2006 and March 2006. Both held outside the main entrance to the Mulberry Place town hall, the official address of Tower Hamlets Borough Council.

Stephanie Eaton, the 'leader' of the 4-member group of Lib Dems councillors in Tower Hamlets Council, has not spoken at a demonstration but has attended campaign events that we organised. Especially in Bethnal Green South, an area she was not familiar with until we offered her the objective and non-party-political introduction to it in the context of our campaign against the Crossrail hole agenda attacks.

And sitting somewhere in the middle of the audience at the Oxford House was Louise Alexander.

Although Ms Alexander is currently not a Lib Dems Party [or any sort of] councillor in Tower Hamlets Borough Council, she actually was the councillor who put her name to a motion tabled for debate at the Tower Hamlets Council ‘full council’ meeting held on Wednesday 1 March 2006.

That motion came closest, for a motion as put forward by any councillor in their name, to the contents of the Khoodeelaar! Campaign demands on Crossrail.

And having been a member of the so-called all-party MPs’ committee on CRASSrail dating back at least 18 months before the then UK Transport minister Alistair Darling [now in post as Gordon Brown’s successor as UK Finance minister] formally tabled the “CrossRail Bill” in the UK House of Commons [the lower camber in the two-chamber Parliament] in February 2005, Vince Cable would have been expected to know what the scam was about.

And the basic facts that he would have been reasonably expected to know about the Crossrail scam would include the one about the parts of London that the scam would affect directly and go through directly as a proposed ‘London ‘rail line’.

Yet Cable staggered non-party observers present as he paused in the middle of his ‘answer’ and asked: does Crossrail go through Tower Hamlets?

The Lib Dems’ Party’s own published records show that Cable has been involved in what the Party has advertised as the highest level ‘activities’ in the name of their Party about Crossrail.

Those activities go back to 2003 when the then MP for the same party for the Richmond area in south west London, Jenny Tonge, took part in a Lib Dems Party promotional exchange staged within the official boundaries and limits of the House of Commons.
