.We are asking Boris Johnson to look very carefully at one sentence that has appeared in the report published by the Transport Editor of the London EVEBING Nostandards STANDARD Dick Murray.

That sentence reads as follows

“The Government has already ruled out using funds allocated to the £16 billion Crossrail project, despite transport experts advising that the Tube network upgrade is a higher priority.”
We are also asking Boris Johnson to take a look at what Rod Eddington said about Crossrail.

Eddington was the man appointed by Gordon Brown to do a study of the transport needs of the UK.

His report did NOT recommend CrossRail.

As if there is any doubt about that, Boris Johnson can watch the Channel 4 News report on that as published in October 2007.

Channel 4 news clearly reported that Gordon Brown had given the go ahead to Crossrail against the advice of Rod Eddington.

Then there was the small item earlier this year in PRIVATE EYE , saying that one of Douglas Alexander’s close aides had been working for Bechtel who were the real influence behind Brown’s ‘backing’ for Crossrail

So crazy had the EVENINGF nostandards STANDARD’s peddling of CrossRail been that KHOODEELAAR! Gave the evidentially valid and accurate description ‘no standards’ to the publication as a regular statement of our view that the publication [the EVEBNING nostandards STANDARD] was wrong to promote CRASSrail and that its backing of CRASSRAIL too was wrong. Boris in £3bn battle to rescue Tube upgrade

A major cash crisis threatens the upgrade of the Tube network planned in time for the 2012 Olympics.

Mayor Boris Johnson is demanding the Government provides up to £3 billion of extra funding for the work.

Without it, the project - which includes new tracks, signals and trains - is at risk. The Government has refused to provide the funds, saying that Transport for London should foot the bill.

The Mayor has accused the Government of creating the financial shortfall by imposing the public-private partnership, under which large sections of the Tube were hived off to the private sector on 30-year leases. Mr Johnson says this means the Government is now under a "moral" obligation to pay the extra costs involved resulting from their actions.

He said it was "desperately necessary" for both the London and national economy that the Tube upgrade is completed.

The current cash problems result from last year's collapse of Tube maintenance firm Metronet amid £2billion debt. Metronet has since been taken back under public control through TfL.

Now Tube Lines, the second and remaining private sector consortium, needs at least £1.4 billion in extra funding to complete its scheduled programme of improvements.

Mr Johnson has written to Chancellor Alistair Darling setting out the need for the extra funding. Senior Government sources have ruled out the Chancellor agreeing to any more money.

Hesaid: "The Government is morally responsible for the PPP which it imposed on London and which does nothing to protect fare payers and taxpayers.

"We have done our bit [to raise cash]. We have put up fares by RPI plus one per cent. We have asked Londoners to take the pain and the Government should do its bit."

The Mayor's spokeswoman added: "The prediction that more funding is required by Tube Lines were forecast from the beginning of these contracts, yet roundly ignored by the Government."

Former mayor Ken Livingstone failed in two High Court attempts to prevent the PPP, devised by Gordon Brown as Chancellor, from going ahead.

High speed rail link pledge 'under threat' from skills shortage

A chronic shortage of apprenticeships in building trades could make it difficult for a Conservative Government to fulfil a pledge to build a high speed rail link between Birmingham and London, the Shadow Secretary for Skills admitted.
David Willetts said a generation of school leavers had been “betrayed” by Labour because no proper pathway for vocational education existed.
Promising to create 5,000 skills apprenticeship university sandwich courses, Mr Willetts said it was a scandal that eight per cent of young people in Birmingham were not employed, in education or full time training.
Large capital projects promised by the Conservatives, including the Birmingham-London rail link and a new generation of nuclear power stations, would be under threat as result of a skilled labour shortage.
Mr Willetts added: “It would be a scandal if we had these ideas but couldn’t deliver because we haven’t got the skilled workers.”
He said one of the biggest obstacles standing in the way of completing the Cross-Rail project in London was a need to recruit 15,000 workers.
He added: “The only way the Government can find the 60,000 workers it needs to build the next generation of nuclear power stations is to relax immigration rules. We have had a bubble of prosperity sustained by plumbers from Poland, waiters from Ukraine and teachers from Australia.”
Mr Willetts said young people in Britain felt frustrated because they were not being given the opportunity to acquire a skill or become a craftsman.
“There are a million young people who are not in education or training, excluded from the benefits of economic growth, hanging around on the streets.”
He expected the problem to worsen as Polish immigrants prepared to return home in time to help deliver the infrastructure needed when the country hosts the European football championships in 2012.
Mr Willetts said the Conservatives would deliver a five-fold increase in university apprenticeships.
He added: “Many young people find themselves and discover their self-confidence when they master a skill. But they should be able to go on studying afterwards when they might gain even more.
“If you start as an apprentice phone engineer and show a real aptitude for the academic side too, surely you should have the chance to go on and study electrical engineering at university?
“And, if we want vocational skills to gain the respect they deserve, then people need to know they provide a ladder of opportunity and not a glass ceiling. That’s why, for the first time, we are going to introduce proper support for apprentices who wish to study at a higher level.

It is very wrong of anyone to even suggest that Crossrail equals solution to the people of London’s transport needs. The Crossrail hole Bill as it is in the UK House of Commons, lacks relevance and is in essence a hugely hyped up tool for profit-grabbing Big Business to grab hold of public cash for private looting. The transport needs do deserve serious attention. The Crossrail Bill does not contain the answers. It is irresponsible of anyone to claim that making a stand as a poodle for the Big business lobby for Crossrail amounts to evidence that we need for suitability to seek election as mayor of onion. There are far too many examples of huge sums of public money being wasted on grand plans that come unstuck. Boris Johnson will be discredited even before he starts the campaign proper if he cannot show that he is up to the task. I will debate CrossRail and London transport needs with him on any platform. Does Boris possess enough gravitas and thought to care and to respond? And what is Matthew doing allowing banal plugs for Crossrail to be posted on the Spectator web site without rigourous responses?

Had the ‘Cr Bill’ been accountably examined and the full implications, the costs scrutinised and assessed in the context of the UK economy, including the objectively determined spending priorities and the capacities, then there would be ways in which the wasteful and costly scam could have been scrapped. Boris Johnson asks China for 2012 handoutChris Gourlay
THE mayor of London, Boris Johnson, is planning to go cap-in-hand to the Chinese government after the credit crunch and falling house prices left a £250m hole in funding for the 2012 Olympics.

In return, he plans to offer Beijing a share in a university that could one day be based in the athletes’ village and media centre and run jointly by institutions in Beijing and London.

Johnson discussed the idea two weeks ago during the Paralympic games with Zhang Mao, the deputy mayor of Beijing, who oversaw construction of the city’s Olympic park.

Zhang is understood to be enthusiastic, both about the university and about investing in other Olympic venues.

The move is an attempt by Johnson to find badly needed extra funding for the £1 billion village after Tessa Jowell, the Olympics minister, ruled out a bail-out by the taxpayer.

“The idea of creating a university there appeals massively to the mayor,” said a spokesman for Johnson.

“We are still at the early stages of negotiation but the deputy mayor [of Beijing] was very excited about the idea of doing a joint venture between a big business school in Beijing and a distinguished university in London, such as LSE or Imperial College.”

Johnson, who has expressed concern at the lack of a coherent “legacy master plan” for the Olympics site, will meet Zhang again in London next month.

The Chinese government is also understood to be keen to invest in other large-scale infrastructure projects in the capital, such as Crossrail, the London Underground and the proposed Thames estuary airport.

Money for the athletes’ village is desperately needed. Developers are finding it harder to raise cash thanks to the credit crisis and the collapse of the housing market, which has also cast doubt on plans to sell the site for housing after the games.

Architects have been ordered to reduce the number of apartments in the village by 1,000, meaning five athletes will have to squeeze into flats originally designed for four.

Olympics chiefs admit they have been forced to look for alternative sources of finance, either by raiding the £2 billion contingency fund or by making cuts elsewhere in the £9.3 billion budget for the games.

Earlier this month, the Olympic Delivery Authority, the body responsible for building the venues and infrastructure, said it was advising the government on funding options as the economy slows down.

“What is happening in the markets means the availability of funding is more difficult,” said John Armitt, chairman of the authority. “If it is available, it is available on harsh terms.”

Those are also decreasing in number! NEWSNIGHT also stated that Ruth Kelly had already indicated that she would resign.

Crackdown on short-selling leaves the city's 'robbers in pinstripes' facing huge losses

Ruthless City traders who made millions by sending share prices into freefall were finally the big losers.

The crackdown on 'short-selling' triggered a record-breaking rise in the FTSE index of Britain's 100 biggest public companies.

Because the short-selling traders make their money when stocks fall in price, yesterday's announcement left them with a multi-million-pound bill.

They rushed to close down all their deals in a bid to cut their losses before the market rose any further.

Short-selling involves a trader borrowing somebody else's shares in a company he thinks is going to fall in value.


The trader then sells the shares.

Eventually he must buy the same number and return them to the lender. If the price has dropped by that time, he makes a profit on the difference.

In order to drive down the price, many short-sellers spread malicious and false rumours to trigger a fall in the share price - and make themselves a fortune.

It is a concept which many people find difficult to understand, as they assume investment only involves buying shares and hoping the price goes up.

Defiant short-seller Simon Cawkwell said the big funds would have lost billions overnight but claimed they would live to fight another day.

The trader - known as Evel Knievel is thought to have made more than £750,000 betting this way during the turmoil in recent weeks.

The crackdown, which came into force at midnight on Thursday, stops any trader from 'short-selling' 29 financial stocks, including those of all the high street banks.

After a week of stock market mayhem, other countries, such as Ireland and Australia, also joined in the crackdown the practice.

In the U.S, the Securities and Exchange Commission issued an emergency order to stop short-selling temporarily.

It is banned in nearly 800 financial stocks in a bid to protect investors from the disastrous share price plunges which short-sellers can trigger.

The market turmoil in the U.S. has sent three of its five major investment banks - Bear Stearns, Lehman Brothers and Merrill Lynch - into bankruptcy or forced them into an emergency merger with a rival.

For the next four months, the Financial Service Authority's ruling means it is illegal to take out or increase a 'short' position in any one of these companies.

While it is not illegal to continue to 'short', such deals must be disclosed by 3.30pm on Tuesday if they represent more than 0.25 per cent of a company's portfolio.

The threat of exposure prompted many short-sellers, which include notoriously secretive hedge funds, to close, rather than disclose, their positions.

One market expert said it was rather like asking Coca-Cola to give away its secret formula.

'The FSA's ban on the short selling of bank shares is a death sentence hanging over many hedge funds.'

He predicted the widespread closure of hedge funds, particularly if the City watchdog carries out its threat to include other industries in the temporary ban.

'It is sentiment which has been negative towards these sectors. To blame it on short-sellers is totally naive.'

David Rule, chief executive of the International Securities Lending Association, which represents companies which lend shares to other investors, including short-sellers, said the level of short selling was 'pretty modest' in banks.

'The idea that short-selling was driving down HBOS was frankly far-fetched,' he insisted.

'There is not real evidence that there was a huge short position in the bank.'

This year’s Hays/Building Salary Guide shows that more and more candidates are chasing ever fewer vacancies, and we all know what the law of supply and demand says about that … Debika Ray reports

What a difference a year makes. At the beginning of September 2007, the UK construction industry was booming, contractors were hungry for recruits and skilled workers were hard to come by – and the resulting tussle over staff sent salaries soaring.

Only 12 months have passed but extreme financial conditions have flipped the situation into reverse. Whereas last year salaries jumped 7.7%, this year they rose by a meagre 2.1%. In some cases, they have even dropped – for example senior buyers were paid 2.4% less this year than last.

Cause and effect
So, what exactly has caused the stagnation? Richard Buchanan of recruitment consultant Abatec believes there are simply too many candidates for the jobs available. Last year, contractors were so busy that demand for staff far outstripped supply. Since the credit crunch, however, contractors have experienced a sharp drop in workload.

“The knock-on effect of less work is lower demand for staff and pressure to cut costs,” says Buchanan. The result is employers are offering to pay much less than before. “Last week, one of my clients offered a lower rate for a site manager’s job than he would have a year ago,” says Buchanan. “Whereas last year he would have offered £38,000-40,000, this time he offered £35,000. He said, ‘the simple fact is, I can’t be 100% sure of having a full workload next year’.”

And Buchanan says a candidate was happy to take the job. This demonstrates a wider trend, where employees are willing to settle for lower salaries. Buchanan says that people are becoming so desperate for jobs they will accept tougher conditions as well as lower pay. “Last week one of my candidates from Bournemouth who used to be in the housing sector applied for a site manager’s job in Swindon, to which he would have to commute for two hours.” Also, more people are staying put in their jobs, and this too pushes down salaries.“There is some nervousness among employees so they are not moving jobs as much,” says Mark Bevan, business development manager of contractor Shaylor Group.

“As candidates are wary about moving jobs, employers know they can pay at a lower level without pushing people away,” explains Greg Lettington, director at recruitment company Hays.

Another factor affecting the recruitment market is contractors’ reluctance to commit to long-term staff, because they are uncertain about how much work they will have in future. In the early nineties worry about high costs and low workload meant companies shied away from taking on permanent workers. Colin Woodward, director of recruitment firm Contract Scotland, recalls: “When the market started to recover after the last recession, there was a trend towards hiring more freelance staff, because of the lack of confidence about the recovery being sustainable.”

This is happening again, says Buchanan. “While we’ve experienced a slight drop in demand for permanent staff, the contract market is picking up. People are more comfortable recruiting temporary staff, as they can guarantee work for the duration of a new project.”

While many of the jobs available are being filled by contract staff, the pool of permanent staff is getting wider. The glut of candidates is coming in particular from housebuilders, which have made thousands of redundancies in the past few months. “A mass of people who used to be employed in the residential sector has flooded the market,” says Buchanan.

Bevan has noticed this, too. “We are receiving CVs from people with a housebuilding background on a daily basis,” he says.

It has got to the point, adds Buchanan, where clients are asking him not to send them candidates who used to be in the housing sector, as they have too many applicants with those skills.

Vaughan Burnand, chief executive of Shepherd Construction, explains why this might be. “There has been a surge of people from the housing sector,” he says, “but the real quality people probably haven’t been released yet.”

Bevan adds that housebuilders do not necessarily have the skills for working for a general contractor. “We are open minded about hiring them, but there are different ways of working in the two sectors, for example, procurement of subcontractors and suppliers is done quite differently in housing.”

“Also,” he adds, “people from a housing background are used to very generous bonuses, which means their salary expectations may be higher than is normal in a contractor.”

What next?
With demand for staff trailing behind supply, what will happen to salaries in the coming months? Woodward says: “The drop in salaries is actually a correction, in that the rates being paid before were based on an inflated market. The figures on offer now are more realistic and sustainable.” He does not anticipate that salaries will start to rise again until next spring.

Greg Lettington is more optimistic. He refers to the public sector and projects such as Crossrail and the Olympics as evidence that the workload, and hence the recruitment market, will pick up soon. “Demand for staff in these areas is not going to fall, and to get the right people you have to pay.”

This will leave candidates with a background in schools, hospitals, infrastructure, power and government work in a position to command high salaries.

Buchanan says the economy is much stronger this time than it was during the last recession. “Then, salaries dropped quickly. For example, an engineer earning the equivalent of £30,000 today was being offered £15,000,” he says. Because this is not happening this time, he believes that salaries will recover much more quickly.

He adds that by now contractors may have made the necessary cutbacks. “They may be recruiting again by the end of the year.”

Site agents/foremen
Last year the salaries of site managers went up 5.5%, whereas this year they rose by just 2.7%, on average. This is mainly because the pool of available site managers has become larger owing to redundancies at housebuilders, so employers have more choice about whom to hire. Contractors are also being cautious about recruiting site managers. However, the fall has not been as dramatic as in some other job areas. A source in one recruitment firm says this may be because many big projects are still continuing, and contractors still have a lot of work in hand. In six months, when there are fewer construction sites around, site agents’ salaries may fall more dramatically.

Quantity surveyors
QS salaries have gone from a rise of 7.9% last year to a rise of just 0.8% this year. Again, this is the result of an influx of QSs from housebuilders and the fact that contractors may not be hiring as many new QSs as before, now that work is drying up. “Also, many QSs in their mid-twenties were commanding extortionate salaries in the housebuilding industry,” the source says. “Now they are looking for work from contractors, but they don’t have enough experience to be worth the very high salaries.”

Buyers
Buyers’ salaries have suffered the most – last year they rose 9.9%, but this year they actually fell 0.4%. The source says this may be because contractors can do with fewer buyers, as this role can be taken on by others, such as QSs and site managers.

Estimators
Estimators’ salaries went from a 6.6% rise last year to 3.3% this year. The source says this may be because there are already many estimators working in contractors and they can do with not hiring any more. Also, much of their work is done at the beginning of projects, and now that many schemes are coming to an end and with not much work in the pipeline, contractors may not be hiring new estimators.

Planners
Planners’ salaries rose 7.7% last year and 1.4% this year. The source says this is again owing to the fact that work is drying up.

Contract and project managers
There was a small change in this category – from a 7.6% rise last year to a 6.3% increase this year. The source says: “This may be because they are mainly employed by big companies on larger, longer projects, and these are still running, or haven’t suffered as much yet.”

Engineers
The rate at which engineers’ salaries have been rising has fallen from 8.2% last year to 1.9% this year, once again because of the fall in workload. Another reason may be that last year many engineers were going freelance because they could command higher salaries that way. Simultaneously, contractors may be hiring more contract engineers because they are uncertain of their future workload.

Health and safety professionals
Salaries slumped from a rise of 8.5% last year to a rise of 0.5% this year. The source says this may because the number of jobs in this area can be cut back, as the role can be taken on by other professionals or outsourced.

A week ago in this space, I mocked those who forecast that we would all be consumed by a black hole shortly after breakfast one day last week. How pitifully wrong they were. It is, of course, this week that may mark the end of the world, or at least the world as we know it.

When something as strong as Halifax Bank of Scotland, with deposits of £250 billion, can be swept away as an independent institution in a morning by the panic gripping the markets, the pain will spread far wider than Hackett account-holders with large houses in Wandsworth.

When the US government's effective nationalisation of the world's biggest insurance company, AIG, fails to stem the tide, simply leaving everyone looking around for the next victim, the ground is starting to shift beneath our feet. And it's only Thursday.

The immediate effects on the economy are obvious enough. The credit crunch, which was easing, has returned, worse than ever. Property prices will fall further. Thousands more people are going to lose their jobs. Millions will be spending less.

But what I want to consider is something that hasn't been talked about much: the effect on London government. What hasn't yet been widely understood — not least by the politicians themselves — is that in this new world, many of the cornerstone assumptions that have governed London politics for years are going to be destroyed. Huge numbers of things London's rulers have been talking about as recently as the May election are either at serious risk, or are effectively already dead.

At that election, one live issue was the best way to get developers to build affordable housing. Ken famously promised all new developments would be 50 per cent affordable. Boris rejected quotas but still promised to deliver 50,000 new affordable homes in his first term.

That argument, and both those policies, are now as quaint and irrelevant as the debate about Irish home rule in 1912. Some new homes, started during the boom, are still in the pipeline — but nobody will be building any more, affordable or otherwise, for quite a while. Several developers are on the verge of bankruptcy.

Tall buildings is another one of those live issues which might be about to die. There is already a glut of office space. Whatever your views for or against, whatever the mayor decides, it seems highly unlikely that many tall towers will ever get off the ground.

Even the election's top issue, violent crime, may become less of a concern. Recessions usually reduce crimes against people and increase crimes against property. Because property crime is common and violent crime is comparatively rare, however, that could also halt or reverse the recent reductions in crime.

Above all, the finances will get much tougher. Nearly all the GLA's income comes not from its own tax-raising powers but from Whitehall. For eight years, City Hall has enjoyed a kind of fantasy existence, awash with other people's money. A beneficient national government has shovelled wildly disproportionate amounts of cash into London.

It's little wonder, for instance, that the buses are better here than anywhere else. London has about 15 per cent of England's population but gets about two-thirds of England's bus subsidy. Its buses get about twice as much from central government as the other six-sevenths of the country put together.

This may help explain why TfL has become such an extravagant organisation (I noticed yet another absurd example in Islington yesterday — it has started putting expensive, burnished bronze-like plates on manhole covers, proclaiming its “London Streets” corporate identity to anyone who doesn't mind getting run over). Billions have also been given us for that other gross government-imposed waste, the Tube PPP. As a recession squeezes government spending, Whitehall's favouritism towards London simply cannot last, even under a Tory chancellor. Big, necessary projects are at risk.

Unfortunately, many London politicians still clearly assume that the next eight years are going to be like the last: that spending is an end in itself, and the only problem is what new item on the bulging wish-list to get next.

Even this week, amid the meltdown, the London Assembly was still, incredibly, whingeing about the likely cancellation of the Cross-River Tram, an obscure project to send trams from Peckham to Camden Town many years in the future. People: the world just changed. Don't give the Cross-River Tram another thought. You need to concentrate all your energies on saving Crossrail.

So what should the new times mean for Boris? Obviously, it adds urgency to his so far unconvincing effort to slim down TfL and the rest of the “GLA family”. I've sometimes been accused of favouring cuts for their own sake: actually, I favour cuts in unnecessary vanity projects to ensure that we do not have to cut the things that matter, such as bus and Tube services.

It means entirely new policies in some areas. City Hall has to use its substantial resources more directly to stimulate the London economy, or protect parts of it. The LDA needs to return from being an agency of social engineering to its original purpose, of economic and business support.

London's housing problem has not gone away because there is likely to be a recession. Boris might like to consider using his (quite sizeable) housing budget to build houses directly, rather than bribing private developers to do it.

There is a case for cutting some of the GLA's few taxes, above all the western extension of the congestion charge, which is already doing serious damage to west London retailers and coupled with a recession will almost certainly drive many to the wall. The revenue impacts would be small.

But the other thing Boris should do is just as important as adjusting policy. It is adjusting expectations. He needs to tell people, while he is still on honeymoon, that he will probably not be able to keep his promise of building 50,000 affordable homes; that times will soon become tougher; and that difficult decisions will soon have to be made. All these things will be a great deal easier to say now than later.

Gordon Brown's grip on his Cabinet weakened today amid startling leaks of dissent at yesterday's meeting.

A senior Cabinet member told the Standard that the special pre-conference session was "excruciating" and that several ministers were clearly unhappy with the Prime Minister's presentation.

One minister even demanded to know why the No 10 meeting was not discussing Labour's unpopularity rather than focusing on the Tories.

"This can't go on for much longer," the source told the Standard. "It's not just the country that's not listening to Gordon any longer, his ministers aren't listening to him. The meeting was just excruciating - an embarrassment."

In a strongly worded attack on the PM's waning authority, the source added: "Something is going to give. Either it will end up as a Cabinet entirely made up of Brownites, or a Cabinet without Brown. There were people staring at their hands, some scribbling on their papers, someone else on a Black-Berry. The mood was awful."

As Mr Brown told his Cabinet that issues about the direction of the party should not be raised until after the economic turmoil dies down, the minister said: "Gordon is now measuring his survival in two-week horizons. He just wants to get through conference. It's humiliating for everyone. All he does is re-state the problem, he doesn't address it."

Children's Secretary Ed Balls and deputy leader Harriet Harman called for loyalty to Mr Brown in the meeting. But it emerged that another senior figure challenged the Premier for focusing entirely on the problems facing the Conservatives, who are currently ahead by 19 points in the polls, and not on Labour's shortcomings.

A source said: "Someone asked, 'Why can't we have a presentation on what people think of us?' The only answer offered from Mr Balls was that Mr Brown knew perfectly well what people thought of him."

Senior minister Tessa Jowell today admitted there was "infighting" in Labour. Speaking in Beijing, she said: "The infighting in the party is not affecting my job at all. I am here focused on the Paralympics."

The PM is planning to slap down critics in his conference speech with a strongly worded counter-attack on figures preoccupied by the "internal debate".

Another minister said that Mr Brown was in no situation to hold a major reshuffle, adding: "He is just not in a strong enough position to make big changes."

Foreign Secretary David Miliband and Work and Pensions Secretary James Purnell were in a state of "almost visible frustration" during the meeting, today's Daily Mail reported.

And Channel 4 News quoted a Cabinet Minister saying: "It is really all about buying another couple of weeks or months - weeks, I think."

The country needs firm leadership and while I can understand the reservations of those who say this is not the time for a leadership election, that is a view that looks solely to the interests of the Labour Party. NEWCASTLE Council leader John Shipley has launched an outspoken attack on the Government, accusing it of failing the North.
The Labour Government has held back the region by failing to upgrade its transport network while ploughing billions of pounds into projects – such as the Crossrail scheme – in London and the South East, said Mr Shipley.
And the Liberal Democrat blasted Gordon Brown for cutting £34m from the region’s development agency budget, claiming the cash was being used to fund the Prime Minister’s recently-announced housing rescue package in the South East. But Labour was now paying the price with Lib Dems winning a swathe of Northern councils, said Mr Shipley during a fringe event at his party’s conference in Bournemouth.
His comments come as the Lib Dem conference will today debate proposals to improve the country’s transport system.
Referring to the unfair funding of transport projects, he said: “It actually causes me a great deal of worry and the electorate has noticed.
“There are five Northern cities, Leeds, Liverpool, Sheffield, Hull and Newcastle that all now have Liberal Democrat leaders. And I think that says a very great deal about what the electorates think of a Labour Government for which the last 11 years has been in power and in a position to do a lot in support of the North of England.”
Mr Shipley acknowledged the risk of a “whinge factor” but warned that did not mean avoiding the truth, with Treasury rules proving a “real hindrance” to overcoming the South East’s economic dominance.
“Treasury rules require payback in terms of economic development, things like number of jobs generated in a short period of time. So Crossrail will always give you a faster return on Government investment than high speed rail to the North of England and let’s just add Scotland to that for this is a United Kingdom. It will always give you a faster, quicker, higher return.”
He also suggested South East regional development agencies should be axed because their purpose was unclear after ministers took £34m from the North East’s development budget to pay for housing rescue measures in the South East.
Ministers insist the North receives huge sums of transport funding, but that London is a special case.

Staff at Lehman Brother's Canary Wharf office have been sent home "en masse" with only a skeleton staff retained to pack up boxes and "tie up loose ends".

A source at the investment house told FTAdviser staff had turned up to work this morning (15 September) and been told to go home as there was "nothing left to do".
He said: "Managers are just sending staff home and we have been made redundant en masse. Some people are being retained to clear up things and tie up the odd loose financial end, but there is no point hanging around and just waiting for the inevitable.
"To say it's gloomy here would be an understatement. The departments left behind are just sitting there waiting their turn".
However, a spokesman for the beleaguered investment house said: "No one has been sent home officially and there is no obligation on staff to go home.
"Obviously some people have decided to leave as they have to sort their stuff out. Things are proceeding in a very departmental way and things are being packed up."

The move comes after Lehman filed a petition for Chapter 11 in the US.
In a statement to the stock exchange, the board of directors of Lehman Brothers stated they authorised the filing of the petition in order to protect its assets and maximize value.
In response, the Financial Services Authority (FSA) said it was "working closely with the US authorities to ensure an orderly wind down of its principal UK trading subsidiary, Lehman Brothers International (Europe), which was placed into administration earlier this morning".
The regulator added: "The FSA is working with market practitioners, including the London Clearing House (LCH), to ensure the process connected with the winding down of this wholesale business is completed in an orderly manner to minimise any market disruption."
