Treasury axe to spare Crossrail and Tube projects

Critical transport schemes in London including Crossrail and the Tube upgrade are to survive government spending cuts, NCE has learnt.

Funds “set aside”

NCE understands that the Treasury has set aside funds for Crossrail and vital Tube upgrade projects including the reconstruction of Bond Street and Victoria underground stations.
Details of public spending cuts will be announced in the government’s Comprehensive Spending Review on 20 October.
But funding for Crossrail and Tube projects will only be retained if London mayor Boris Johnson abandons plans to scrap the Western extension of the congestion charging zone or axes concessionary bus and tram fares for 16-17 year olds.
“Boris has to give up one of his sacred cows to show the rest of the country that he is making cuts,” a senior Transport for London (TfL) source told NCE.
It is understood that Johnson is reluctant to do either and talks with TfL were understood to be ongoing as NCE went to press.
Scrapping the Western extension to the capital’s congestion charging zone was one of Johnson’s election pledges, and he had planned to axe it by December.
Scrapping concessionary fares is equally unpalatable for the mayor, who will have to seek re-election against Labour candidate Ken Livingstone – a staunch supporter of lower fares.

Treasury demands

TfL is desperate for Johnson to clear the way for its major projects after acting on Treasury demands to drive out costs.
Earlier this year it forced the end of the Tube PPP and has already announced plans to cut 250 jobs on lines maintained by Tube Lines to cut costs (News last week).
Crossrail has spent most of 2010 carrying out a value engineering exercise.
It confirmed this week that sufficient cost savings had been found to deliver the scheme in full. A new construction delivery cost for the Crossrail scheme, currently set at £15.9bn, will be formally presented to the Department for Transport (DfT) later this year.
Speculation had been rife that the Abbey Wood branch would be axed and that the station at Bond Street would be scrapped.

Crossrail said this week no stations would need to be cut. Construction of Woolwich station, however, remains dependent on developer funding being agreed.
Crossrail instead said savings would come from designing out unnecessary items. Plans to design and build new trains for the scheme have been ditched andWhitechapel station has been completely redesigned to save £30M. Canary Wharf station has also been redesigned.
Crossrail chairman Terry Morgan said it was critical that every pound invested in the scheme achieves maximum value for money.
“Crossrail is bearing down on its whole cost base, while ensuring delivery of a new railway that is fit for purpose and delivers the capacity improvements required,” he said.

Crossrail “more imprtant than before”

The latest Crossrail business case shows that the project is now more important to the UK economy than ever before as it is expected to deliver a boost of up to £42bn.
The London Assembly’s transport and economic development committees this week argued in a letter to chancellor George Osborne that investment in Crossrail and the £30bn Tube upgrade together are worth £78bn to the national economy.
TfL commissioner Peter Hendy is understood to have fought hard to avoid cuts to his capital budget. In June, he told NCE’s London Rail conference that London projects like Crossrail and the Tube had a higher value attached to them than projects in the rest of the UK.
“I don’t think there’s much left in our programme that’s optional,” he said. “It’s not as if there is £500M of discretionary spend in there. Boris [Johnson] has already thrown them off the ship. What’s left is what the city needs. London is the engine of the UK economy. The government needs to make sure infrastructure development continues.”
This week, Johnson’s transport adviser Kulveer Ranger reiterated Hendy’s view at the Labour party conference. “Crossrail is needed now, but it must be delivered efficiently,” he said.

  • You have again left out any citation of any evidence for Crossrail that could be objectively verified. It is also strange that you continue to leave out any mention of the Rod Eddington Study on the Future of Railways in the UK. 
    Eddington advised against Crossrail being prioritised, as reported by Channel 4 News.

Constitutional law commentary about the UK CONDEM and the implications for a democratic constitutional UK


CONTEXTUAL flashback to our commentary of 17 October 2009 with particular focus on the UK Lib Dems Party.


We are doing so in preparation of our diagnostic review of the Lib Dems' role as a part of the CONDEM Collusion in the UK CONDaved phase [there it is! Another coinage of another CON-linked word! Has the Clegged Collusion produced the change from sleaze-ball careerism to transparency, democracy, accountability, honesty and universality?
Has the UK Parliament become a parliament for the telling of the truth about what the people have to say about how ‘they’ are ‘ruled’, what the people want from parliamentarians, or has the Parliament reverted to the state it was in before 6 May 2010: an anti-democratic wasteful pretext for the many [of the ‘elected’] to carry on against accountability, transparency and against honesty?

A word of update on why Khoodeelaar! has been calling the Big Business London CrossRail scheme a CRASSrail scam.


This update is caused by the behaviour of the UK Lib Dems’ Party’s Vince Cable in Bethnal Green on Wednesday 15 October 2009.


And secondly by the behaviour of Boris Johnson who coincidentally on that day confirmed his own crass role in muttering in all directions as ‘justification’ of his announcement of the week of drastically raising bus fares and tube fares in London.


We [the KHOODEELAAR! Campaign against the “CRASSrail Big Business scam agenda….”] have been using the word “Crass” in the same sense as is still contained in all the major English language dictionaries in circulation and use in the world right now.


We have added our own evidential components to upgrade the definition of the word CRASS in context.


We have said for over five years now that Crossrail is crass because, amongst other things, it was crassly conceived, it is crassly peddled and it has been crassly promoted.


In different orders, we have used the same qualifiers.


We have done so as we have reported the various manifestations of crassness, illogicality, ignorance, stupidity and sheer callousness on the parts of those who have been doing the peddling and the promoting. These activities and exhibitions are to be found across the so-called divides between the three main Parties as recognised by the numbers of Mps they have in the UK House of Commons.




The Lib Dems’ Vince Cable first:


When someone from the Lib Dems Party ‘public’ meeting [Oxford House, 15 October 2009] included a slight reference to Crossrail in a question in the overly-bureaucratically treated [in the sense of=suppressed, stifled.. and so on] ‘Question time’ following Cable’s set-piece presentation lasting well under an hour, Cable was caught out on the facts.


He admitted to the ignorance that Khoodeelaar! Campaign noted.


Cable looked at the two persons sitting alongside him on the notional podium and facing the audience in the Oxford House in a side street off the Bethnal Green Road in Tower Hamlets and asked in their direction if Crossrail ran through Tower Hamlets.


Having seen their body language saying yes it did, Cable then hurled a most banal pack of rubbish in the even more banal and thoughtless direction of the captive audience.



That was rubbish because he contradicted his previous comment on CRASSrail as published MOST PROIMINEWNTLY on 21 September 2009 and said [on 15 October 2009] that he and his Party supported Crossrail.


And then he said that IF the costs were managed acceptably then they would still support it.


Gone were the flourish that had been attached to his REJECTION of CrossRail in the news that was carried during 21 September 2009. In that REJECTION, the headlines included the one published by the London EVENING STANBDARD. It said that to Vince Cable, CrossRail was NOT A PRIORITY!


KHOODEELAAR! Campaign had noted that at the time last month [September 2009] and we published the full EVENING STANDARD piece along with an image of Cable on that occasion. It is still accessible on this very blog site.


Had the audience at the Oxford House, Derbyshire Street off Bethnal Green Road London E2 on Wednesday 15 October 2009 been made up of people who had come there to actually hear an independent, original, political speech from a genuinely influential political personality in Britain today, that piece of ignorance as uttered by Cable there would have caused a swift and disapproving reaction. Derision even. But the audience was tame and timid. It was an in-house event. Although staged at the officially non-Party political Oxford House, the meeting was intended to be and went down as a ‘reassurance exercise’ for the small number of listed members of the Party in Tower Hamlets.


Most of those present and apparently listening to him did not even notice that Vince Cable had made such a major error.



Not one member of the audience stood up or raised their hand to quiz Cable on his crass question about when CrossRail went through the borough that he was allegedly there to offer his expertise about.



Tower Hamlets, for those who are not in the UK, is also the ‘main’ area associated with the East End of London. And Bethnal Green, where Vince Cable was sitting when he exhibited his ignorance and nervousness, is in Tower Hamlets.


And Crossrail has been THE most cited word in relation to a campaign that has been going on in Tower Hamlets for the past now almost six years.


All of these are facts beyond dispute.


How?


Some of the Lib Dems party’s undeniable ‘leaders’ in Tower Hamlets who were present in that same audience, had themselves been present and speaking at demonstrations held by Khoodeelaar! AGAIUNST the fundamental impact that Crossrail would have on TOWER HAMNLETS.


More than one of those sat at the very back in the audience.


One was Janet Ludlow.


Sitting next to her was Stephanie Eaton.


Janet Ludlow actually spoke at two Khoodeelaar! Demonstrations, in February 2006 and March 2006. Both held outside the main entrance to the Mulberry Place town hall, the official address of Tower Hamlets Borough Council.


Stephanie Eaton, the 'leader' of the 4-member group of Lib Dems councillors in Tower Hamlets Council, has not spoken at a demonstration but has attended campaign events that we organised. Especially in Bethnal Green South, an area she was not familiar with until we offered her the objective and non-party-political introduction to it in the context of our campaign against the Crossrail hole agenda attacks.


And sitting somewhere in the middle of the audience at the Oxford House was Louise Alexander.


Although Ms Alexander is currently not a Lib Dems Party [or any sort of] councillor in Tower Hamlets Borough Council, she actually was the councillor who put her name to a motion tabled for debate at the Tower Hamlets Council ‘full council’ meeting held on Wednesday 1 March 2006.


That motion came closest, for a motion as put forward by any councillor in their name, to the contents of the Khoodeelaar! Campaign demands on Crossrail.


And having been a member of the so-called all-party MPs’ committee on CRASSrail dating back at least 18 months before the then UK Transport minister Alistair Darling [now in post as Gordon Brown’s successor as UK Finance minister] formally tabled the “CrossRail Bill” in the UK House of Commons [the lower camber in the two-chamber Parliament] in February 2005, Vince Cable would have been expected to know what the scam was about.


And the basic facts that he would have been reasonably expected to know about the Crossrail scam would include the one about the parts of London that the scam would affect directly and go through directly as a proposed ‘London ‘rail line’.


Yet Cable staggered non-party observers present as he paused in the middle of his ‘answer’ and asked: does Crossrail go through Tower Hamlets?


The Lib Dems’ Party’s own published records show that Cable has been involved in what the Party has advertised as the highest level ‘activities’ in the name of their Party about Crossrail.


Those activities go back to 2003 when the then MP for the same party for the Richmond area in south west London, Jenny Tonge, took part in a Lib Dems Party promotional exchange staged within the official boundaries and limits of the House of Commons.

 Khoodeelaar! Questions the headline below. We are running the contents of the item as published on the “Yorkshire Post” online today [Thursday 23 September 2010] for evidence only. Not to be confused with any approval of the 'Yorkshire Post' writer's line on the Lib Dems party, least of all her adulation of NICK CLEGG.         Why then are we running the piece in full? Firstly to show that there still remains a very long way to go in the ‘understanding’ on the part of EVEN those commentators who are belatedly admitting that the Crossrail scam is and has been a wrong thing for the UK economy. In this context, the wrongness is the cost that Crossrail causes to the ‘rest of the UK’ OUTSIDE of London and different from the London of the pernicious mythology that Big Business, Military Industrial Complex axis operating its propaganda via the cabal that is the ‘City of London” pushing the agenda of twisted and false economic and financial ‘professionalism’ that it has nakedly claimed ordinary people lack and especially those who oppose the CrossRail agenda lack. Big Business has operated via the stooged UK Parliament and has done so with the collusion of specifically located stooges across the UK Executive [that is the 'UK Government'].   The personnel in the UK Government may ‘change’ over time. But the power equation between the hidden forces that actually dictate the policy & the resulting propaganda lines and the 'democratically accountable representatives of the people' hardly changes. And this can be seen in the almost identical language and the 'reasoning' linked with the 'justification' of incurring £Billions of debt ‘for Crossrail’ at the expense of the UK public has remained undistinguishable when seen in the context of the apparent change of personnel in the Gordon Brown administration to their counterparts in the David Cameron [CONDEM] one. . This is why it is remarkable, as we have pointed out more than once already that the ‘satirical’ magazine ‘Private Eye’ should have followed up its own accurate account about the actual ‘players’ who had played the key roles in the promotion and the passage of the ‘Crossrail Bill’. The magazine accurately said that a ‘former’ aide to Douglas Alexander [who was one of the THREE ‘Ministers’ in succession at the UK Department for Transport during the three years of the formal passage through the two Houses of Parliament of that Crossrail Bill]. ‘Private Eye’ also expressly said that the USA conglomerate BECHTEL had been in control all along. What it did not say – and what the PRIVATE EYE magazine’s Editor Ian Hislop knows along with his particular colleagues at the magazine is the extent to which that kind of undemocratic and unaccountable behaviour has taken place and is still taking place in the further and later promotion of the uneconomic ‘case’ for Crossrail. There is a question mark over WHY Private Eye has ceased publishing any more items about the whole Crossrail financial hole since that last report!??????




The so-called ‘London economic entity’ which has been cited by the CrossRail peddlers as the ‘more important part of the UK economy’! We have consistently questioned and exposed this contrivance, this falsehood. . We have shown over the past [almost] seven years of the campaign against the Crossrail scam that the claim that “London” funded or kept alive the rest of the UK economy was a lie that was in urgent need of being exposed and stopped. The ‘regions’ that WE HAVE stood up for have themselves been silent or very slow in catching up. And here we refer to the ‘mainstream’ ‘politicians’ = the MPs – and the ‘mainstream media’, like the ‘Yorkshire Post’. [To be continued]

WHATEVER difficulties may face the coalition Government, the Liberal Democrats still remain the only home for progressive and social
Democrats.
This is one conclusion that can be drawn form this week's party
Conference in Liverpool. It should have been a celebration following an astounding performance by Nick Clegg in the election debates that, at times, promised a Liberal Democrat landslide and which, despite the final results perhaps not living up to expectations, was far from the wipe-out predicted by some prophets of doom.

Then, of course, came the real test as the Liberal Democrats entered the coalition Government. Depending on your point of view, it was
either the icing on the cake or a poisoned chalice.

For me, seeing a Liberal Democrat Deputy Prime Minister taking PMQs was something really so special that I still have to pinch myself, just as I have to watch myself when speaking publicly now we are "the Government".

However, it has been beneficial that the party headed northwards for this year's conference. The Labour-leaning press imagines that there has been or will be a total collapse of our support in those Labour cities where we have carefully garnered support and, subsequently, power over the last years.

Yet, while there may be some who are disappointed, my sense is that the jury is still out and there remains a huge sense of goodwill towards the coalition. Generally, people seem relieved by the calmer political climate and the spectacle of politicians trying to work together for the benefit of the country.

Of course, we don't yet know where the heralded cuts will actually fall and much will depend on the successful linkage to real reform. What is sure is that any Labour government would have had to cut, too, and my sense is that most people would rather see two parties involved in making those choices than one alone.

There has been more than the normal lip-service attempt to consult so that if cuts have to be made and if they are shown to have been made in an inclusive, fair and transparent way that may help with acceptance.

Of course, it will not stop the pain that may fall on many individuals in terms of lost jobs or services, but the test will be to see in a few years' time if our economy and lifestyles are healthier and greener, and the burden of debt has been lifted from future generations.

What I find irritating about those commentators who talk about a Lib Dem stampede to Labour is their collective amnesia. Perhaps I am more aware of it than most as a Liberal Democrat who came to the party via a family of Labour supporters (indeed, my mother was a Labour councillor) and then subsequently from the SDP.

I find, on analysis, that the reasons I made the journey I did and my consequent comfort with my party is no different today than when I
first excitedly joined the SDP in the late 1980s. Labour out of power, and even more so during 13 long years in power, has not made the grade and, in fact, was a huge disappointment on many core issues.

Just let's recall, under Labour after all, the gap between rich and poor has widened, the tax loopholes and bonus culture was shameful, education is still dogged by elitism, our health service is top heavy with administration, the opportunity to become more European was missed and, internationally, we are marked out as the perpetrators of an
illegal war. Add to this we are up to ears in debt!

Labour also oversaw an incredible over-centralisation of both
government and resources in the south-east of England. London's Crossrail project is just one example of where Labour's focus on an economic agenda for the South- East was to the detriment of the rest of the country.

The coalition agreement contained nothing that I found unacceptable, even on Europe, which remains a key issue for me. It is pragmatic on Europe which frankly fits the current mood and the out and
out "Eurosceptics" have been sidelined. On justice, if this Government rights the wrong done to Equitable Life policyholders across Europe after a decade of miscegenation, then it will have displayed its commitment to fairness. This will be a good test for the coalition, where the Treasury will need to be held off in the interests of justice.

For those that came to the Liberal Democrats from a progressive social democrat route there is much to be proud of and the future of British politics remains hugely exciting.

Whichever Miliband brother eventually leads the Labour Party, he will have a huge job, over the next five years, in wresting away the progressive agenda from a Liberal Democrat party becoming increasingly at ease with the responsibility of government.

They are saying that society can be made less bearable, less tolerable so long as the agenda that Big Business dictates is implemented.
They are saying that Big Business craves the cuts and as the regime stooged to Big Business, the UK CONDEM Collusion [oops! ‘CONDEM Coalition’!]  will confect any excuse to make those cuts look ‘necessary’.
No matter how irrational, the CONDEM Collusion will make the cuts look ‘essential’ ‘urgent’ or even ‘in the national interest’. So they are retailing the slogan, “CUT everything but keep CrossRail!”

KHOODEELAAR! Putting on the record the fact that the Guardian Grin has peddled BBC's 'London Debate’, which was a farce. The Guardian Grin then failed to follow up with an examination of the empty 'Debate' that was broadcast with the VERY VAIN Jeremy Vine as the over-hyped fronter of the overly empty slot.

Going on the actual contents of the Vine Vanity slot called a London debate, the question arises: is it EVER possible to examine and tell the truth about the evidence in a ‘debate’ conducted on the BBC?

And when was the last time that the BBC took any initiative of universally understood objective journalism to tell the people the truth about wasteful publicly funded agencies, scams, and decisions?

And why is the BBC satisfied with the collusion it gets from the likes of the Guardian Grin which has just peddled the Big Business lie retailed by the over-paid Crossrail-promoter as ‘transport commissioner' Peter Hendy?

Why didn’t the BBC ADD that the so-called private part of the Crossrail funding is the part that REMAINS undelivered? And that the TAXES that Boris Johnson has invented at the expense of ordinary London businesses [as opposed to BIG Business] will cost many times the base rate and will encumber those businesses for decades? Why hasn’t the BBC told the truth that it is a lie to cite £Billions and claim the sums as “economic benefit” when the Crossrail scam is still a fantasy and there is no factual basis for linking ANY sum as any benefit arising from it?

You state an apparent need for “public investment for Crossrail” in your very contradictory package about ‘transport’.

Do you do so because you believe in irrationality and financial irresponsibility?

What is Crossrail?

It is a fantasy. It is not a going entity.

So why refer to it as if it is a going entity doing highly needed job in the economy?

You can’t on the one hand blame the CONDEM for lacking vision and on the other put forward as vision that turns out to be fantasy.

Ever since the secret cabal began to pressurise Tony Blair in June 2003 over Crossrail, ALL they have produced by way of evidence  ‘supporting their call for public funding of Crossrail’ has been hype, hype and more hype. No evidence.

When the UK Department for Transport [= DfT] and the then Finance Minister G Brown asked Rod Eddington to investigate the future of Railway transport in the UK, they had not expected Eddington to reject the hype for Crossrail.

The USA Business publisher Forbes admitted as much. They were later followed by Britain’s own Channel 4 News which confirmed in express terms on 5 October 2007 that G Brown was giving the Government’s financial backing to Crossrail AGAINST THE ADVICE of Eddington.

On the eve of Eddington’s publishing his findings almost two years previously on 01 December 2006] the Guardian newspaper had decided to condemn Eddington for his clear refusal to endorse the over hyped Crossrail [as the Guardian had found out courtesy of the DfT that had released a nominally embargoed copy of the report to the Guardian and other state-accredited media].

In the FOUR years that
have elapsed since the Guardian’s touting job for Big Business interests pushing for Crossrail, the media group has failed to publish one single data, one single objective calculation let alone detailed cost benefit analysis let alone – NOT TO SPEAK of - objectively assessed demand in the ordinary economy  showing even an ordinary demand in the UK ECONOMY for Crossrail.

So what is so progressive about your retailing a fakery?

How can that kind of propaganda take you any nearer to connection with the ordinary public?

The crassness of the lies that Big Bizness fabricates and retails knows no bounds. Just look at this gigantic lie that the ‘City AM’ outlet, peddling the big myths to aid the Big Bizness looting the UK GDP and the UK ordinary public, is retailing this morning [Wednesday 15 September 2010].

Is this the  ‘reply’ from the ‘City of London’ vested interests to our denunciation only 24 hours earlier of their lying and fakery?

The crassness of the words, phrases that are used in the utterances of the touts of the Big Biz agenda scam Crossrail is unmistakable every single time.

The logic too is crass.

Such as the claim that “£36 Billion” worth of economic benefits would be produced by Crossrail. Notice the figure.

It is £36 Billion. Not £30 Billion. Or £35 Billion. £36 Billion. As if the touts have meticulously measured the amount.


Which gives the suggestion that the facts are already there and measurable.


This is a lie. The operative word is “envisaged”. How can an exact amount of economic benefit be envisaged? On what basis? On what evidence? None whatsoever. Yet the touting of Crossrail has been done mostly by irrational utterance. The touts have avoided the actual facts of the transport needs and the transport demands in the capital and in the surrounds.


 If Cameron lets the touts of Crossrail get their way then he will confirm beyond doubt that he does not deserve to stay in office.

Why?

Because that will show that his entire economic strategy was false and it would founder on the ground of fakery. Grand fakery.

The very diagnostic term that we had used fro years to warn G Brown against the debts that he was recklessly indulging in creating. And we have not even begun to update on the bankruptcy of the UK GDP as caused by the Banks and their touting station the OTT-hyped ‘world class financial centre’ the ‘City of London’. The fakers must know that they cannot stooge the Government and the public all at the same time or every time they want to do so.

Not especially within 24 hours.

On Tuesday, their line was that Crossrail would bring ‘benefits’ ‘envisaged’ [their word, retailed via one of the outfits touting for ‘the railway’ ‘industry’] at  “£36 Billion”.

This morning the touts and peddlers have upped that sum to £78 Billion. City hall

This latest staggering sum by any measure, has been fabricated by the touts doing the ‘kind and generous’ thing to ordinary people in that they have feigned a recognition of the existence of the London underground transport network [the Tube], something that they had persistently failed to do for the THREE YEARS during which their colluders installed in the stooged Houses of Parliament were pushing through the big fakery called “the Crossrail Bill’ [February 2005 to July 2008].

They only began to recognise the need for the inclusion of the Tube as part of an elaborate con job, so that they would come across as being nearly truthful about the transport needs in London.

Why that link to wanting to come across as reasonable?

Because they had run out of peddling pegs for just CrossRail.

They had failed to justify the £Billions of PUBLIC DEBT that Crossrail entailed, does entail and will continue to entail.

So they decided that they would do something – obviously untruthfully – that we had been pointing out for years.
They began to ‘add’ the word ‘Tube’ in their touting for Crossrail AT PUBLIC DEBT to the tunes of £Billions and now ‘Tube upgrade’ to look as if they were not BLINDLY fanatically irrationally wantonly programmed to rob the UK 'economy' of £Billions….


But the insanity has now reached such a level that even their previous tout at the XXXXXy Hall in London SE1, ken Livingstone, would be unable to go along with it. Why is Livingstone being ‘dragged into this analysis’?

The answer is that Livingstone does not need to be dragged into it all. He never left the arena of touting for Big Business agenda scam Crossrail in the first place. He is the one who claimed the record in fakery for Big business some years previously when he had lobbed the sum of £Billions that he claimed would be yielded to the UK Economy by Crossrail!

INVESTMENT in Crossrail and Tube upgrades are worth £78bn to the UK economy, the London Assembly’s transport and economic development committees have argued in a letter to chancellor George Osborne.

The committees urged Osborne to protect Crossrail and Tube upgrade work from the austerity cuts, warning to do so would be a “false economy” for London and the rest of the UK.

“These are major strategic transport projects which are crucial to delivering much needed improvements to London’s transport system and ensuring its long-term economic prosperity,” they wrote. “In turn, they have the potential to generate wider benefits for the whole UK economy.”

Crossrail is expected to contribute at least £36bn to national GDP over the next 60 years, while the Assembly committees said one estimate put the potential government earnings from the project at £22bn over 10 years through extra tax take, increased property levies and fare profits.

Passengers use the Tube for over a billion journeys per year, they said, meaning it is crucial to invest in the network to ensure London remains an attractive place to live and work.

Mayor of London Boris Johnson has been vocal in his efforts to persuade Prime Minister David Cameron of the importance of maintaining investment in London’s transport.”

Crossrail hole plot-inviting Tower Hamlets Council bureaucracy fronter Christine Gilbert [up to 2006 when she was  'rescued' by the Bliar regime and placed at OFSTED] has made a habit of issuing evidentially contradictory poses.

Not long after being installed at OFSTED, Christine Gilbert [also featuring in the contextual news due to her being married to Tony McNulty] appeared in the ‘news’ by making the first of a number of about turns.

She has done another now.

All these impact on the standard and quality or lack of them in the schools and similar institutions in Tower Hamlets over which she asserted the bureaucratic rule for years.

The consequences of the lies and the prejudice and the obstructions that Tower Hamlets clique has been putting in the way of the campaigners in the community have been dire for the affected pupils, youngsters and their families.

The failures and the failings of Tower Hamlets as the ‘Local Education Authority’ are indistinguishable from those that the same clique has shown in its role as the INVITER of the Crossrail hole attacks scam on the East End.

We shall examine in some detail in the next 48 hours Christine Gilbert’s about turn, as reported this morning by the London Daily Telegraph.

In the meantime, we reproduce below the texts of the brief comment rebutting Gilbert’s OFSTED hypes that AADHIKARonline has just published on the Daily Telegraph website in the past 25 minutes.

Perhaps Christine Gilbert should now publish some of the original evidence collecetd by CERTH, the Campaign for Educational Rights in Tower Hamlets in the 1990s. CERTH told one of Christine Gilbert’s predecessors at OFSTED, Chris Woodhead that he should stop the abuse of Poverty to justify poor work by those employed to teach in inner city schools. Ms Gilbert should also tell the public before she leaves her post at OFSTED why a few hundred pupils doing apparently well at GCSE or A level exams justifies the local Councils, like Tower Hamlets gloating beyond belief at THEIR [the Councils’ – as Local education Authorities’] ‘achievements’. We can here add the fact that historically in inner London covering in particular the years of the now defunct ILEA [Inner London Education Authority], Poverty was IMPOSED as a de facto item in the CURRICULUM of the relevant ‘LEA’ bureaucracy in each location to promote the CASE for central Government funding and similar ‘support’ while maintaining a fierce opposition to those who attempted to argue that that was wrong. Look at the archives of the ILEA [unless they have been strategically and mysteriously deleted] and you will find the evidence. OFSTED’s own bureaucracy has been doing strategic deleting as well. They have obstructed the evidence of CERTH’s original materials that had been made available to Chris Woodhead for his education. The battle is still on and if Christine Gilbert has found respect for the truth she should take swift steps for the return of the vital educational materials to their authors. And then she can begin to tell the UK public why she had behaved as a backer of the stooging of those 1800 community organisations in Tower Hamlets with whom she claimed [in July 2003] the Council had been working in positive cooperation. The evidence of high percentage of young people and adults in Tower Hamlets being unable to find jobs or tangible routes to higher education is the real damning reality. Not the belated stunts being staged and issued to salvage the ‘reputation’ of the current OFSTED bureaucracy. If Michael Gove gains any credibility for HIS stunts, that will not be solely due to HIS ideological bent. The bureaucracy in inner city and similar Councils doubling as the Local Education Authority will have contributed a scandalously large amount of negligence failure and institutionalised ignorance to make the likes of Gove look appealing to some in the communities concerned.

  In the last nine hours, the KHOODEELAAR! Campaign against Big Biz agenda scam Crossrail [London] has updated its evidential, rationality challenge to the London magazine New Statesman’s blogger for the latter’s promotion of Crossrail again. This follows the campaign’s previous questions and evidential post back in April 2010.




You say that Boris Johnson is "fighting Cameron and George Osborne on cuts and Crossrail".

    So what is the 'fight' over Crossrail about if it isn't about cuts as well? Unless of course you are repeating the fakery that Crossrail is above everything else especially everything ordinary, mundane! That CrossRail is some sort of extra terrestrial phenomenon that is untouched by earthly requirements of rationality reason let alone of evidence. This is probably so because it is crass. It never had what is ordinarily understood as the economic demand behind it. It was a pretext confected by Big Business as a ploy to be used to loot UK public of £Billions under a miasma of contracts. What an ocean of difference there exists between the dwindling transport infrastructure of London – BUSES and tubes – and this fantasy. For SEVEN years now we have asked its peddlers for an empirical, logical, evidential correlation between the transports needs of London and this crassly confected Big Biz scam. And for seven years, its peddlers have failed to provide any. 

Why have they failed? 

Not for want of trying. But for lack of any correlation. There is none. And you do your calling a grave disservice by acting as a repeater of the fantasy. We had asked you back in April a series of questions that have remained unanswered about your then promotion of Crossrail. We doubt you will be able to change your record now. Not especially in a week which has witnessed the revelations about another near miss disastrous on the London underground and confirmation of loss of hundreds of jobs on the existing transport networks during Boris Johnson’s occupation of the Onion. 

On Thursday night [09 September 2010], the BBC carried a so-called debate about Cuts and London. In doing his peddling for Big Business the LSE's [London School of Economics, as opposed to the 'London Stock Exchange']] marketing token Tony Travers exposed his ultimate ignorance when he said IN EFFECT [not in the exact words used here in this interpretation] that as a few £Millions had already been spent on Crossrail, it would be a folly NOT TO INCUR the £Billions of debts on it by still going ahead with it! 

With touts posing as ‘scholars’ like that peddling the Crossrail scam, no wonder that it comes across as crass every time one its touts utters for it! Scrap it. And quit peddling it. And this applies as much to the ‘New Statesman’ blogger as well as it does to the ITV London and to BBC London outlets. As it does indeed to Boris Johnson. And to Ken Livingstone. Every single one of those touts has failed to show the evidence justifying the £Billions of EXTRA debt that CRASSrail entails.

The Department for Transport has ruled out providing a £7 million contribution towards the costs of building a new London Overground station in south London considered key to a proposed 2,000 home development around Millwall's New Den football ground.
In a letter to Labour London Assembly transport spokeswoman Val Shawcross, seen by Regeneration & Renewal, transport minister Theresa Villiers said that the DfT would not provide funding for the proposed Surrey Canal Road station in Lewisham.
Villiers wrote: "Given the current financial restrictions under which the department is operating, the remaining uncertainty regarding the redevelopment of the area and the relatively weak business case for the scheme even with the development in place, I have concluded that we cannot provide the £7 million support required to build this new station."
The station would have been built on the second phase of the East London Line, which is intended run from south of Surrey Quays to Clapham Junction from 2012.
The station is considered crucial to a 12.1ha development proposed by developer Renewal, which in July unveiled plans for up to 2,000 new homes, as well as new shops and public spaces. But Renewal’s director Mark Taylor has previously said that the scheme can be delivered without the station.

Alan Smith, Labour deputy mayor of Lewisham and cabinet member for regeneration, said: "We are hugely disappointed that central government has decided that the Surrey Canal area is not worthy of a contribution of funding. This shows how short-sighted and poorly thought-out savings can be, as building the station after the line is operational will lead to much higher costs.

"A station at Surrey Canal Road will make a vital contribution to regenerating the north of the borough. For these reasons we will endeavour to find a way around this major letdown, as we believe this station would provide a vital boost to investment in the New Cross area."

We are doing this to show again that the BBC’s ‘journalism’ is seriously flawed, especially when it comes to touting for vested interests, Big Business and that the agenda that the BBC follows is an unsustainable, untruthful agenda.

The resources that the BBC has put into promoting wrongful objects have been considerable. The damage to society that the BBC’s failures and bias against the truth have caused is enormous.

This applies across the board and covers all aspects of the BBC’s coverage.

In peddling the Big Business agenda scam Crossrail the BBC has shown its crass disregard for the truth many times over the apst seven years.

It has never published the truth about the many lies that the peddlers of the agenda operating via the ‘City of London’ have told. Equally the BBC has never published the truth about the depth of problems that have existed in the London transport network especially in the Tube system. Nor has the BBC reported on the hundreds of submissions made against Crossrail to the Mps committee [which itself was a stooged committee as their conduct has shown] by people from the areas affected by the CrossRail scam.

Whenever the BBC has deigned to ‘acknowledge’ the opposition to the Big Biz agenda scam Crossrail, it has done so tokenistically and to suppress the ordinary people and to reinforce the oppressive undemocratic unaccountable status quo of the ‘established’ political line.

In the texts of the BBC online report we reproduce below, the BBC has ‘promoted’ Theresa Villiers to the post that is actually held by Phillip Hammond.

The BBC may later say it was an error. How could this be?

If the BBC cared for accuracy then there would have been a practice in place whereby they would have detected by now – nearly five hours after the online item was published at
“8 September 2010 Last updated at 12:07” – that there was this error. But they have not corrected that error.

How many others such ‘small’ inaccuracies are they allowing remaining on and as the record?

The Thames at Woolwich The Thames Gateway area stretches from east London into Kent and Essex
Councils and business leaders have urged the government not to cut funding from major transport infrastructure projects in the Thames Gateway.
The Thames Gateway London Partnership said that projects planned for the area should not be hit by government spending cuts.
Its Staying on Track report said that cuts to projects such as Crossrail would be "a damaging false economy".
The Thames Gateway area stretches from east London into Kent and Essex.
The report called for Crossrail to be completed in its entirety and on time.
Crossrail 'doubts' It is proposed that the 72-mile (116km) route, due to begin service by 2017, will connect Maidenhead, Berkshire, with Shenfield in Essex via the West End and Canary Wharf, with a link to Heathrow Airport.
In the report, Shadow Transport Secretary Sadiq Khan raised concerns that "doubts are emerging about whether Crossrail will survive in its entirety".
In May, London Mayor Boris Johnson said the branch of the line stretching from Canary Wharf to Abbey Wood, in south-east London, could be threatened under the new government.
But Transport Secretary Theresa Villiers said the government was "absolutely clear that investment in our transport infrastructure is essential for economic growth".
The report also called on the government to invest in a High Speed Two (HS2) railway link to Stratford station, in east London, and to invest in major river crossings in the region.

Why carry on with the mess caused by successive decision-makers on London transport? Scrap Crossrail. Start afresh and prioritise the Tube and also the standard of service on existing infrastructure in London.
