KHOODEELAAR! TOLD YOU SO! That all across inner city London as well as 'Greater London' and 'outer London', people, communities and local businesses are raising their voice against CRASS role tax being imposed by Boris Johnson for Big Business agenda CROSSRAIL . Included here [below] is a report of a finding by 'inspectors' that the Boris Johnson CRASSrail levy on the Elephant and Castle area was CRASS!


Boris’s Crossrail levy on Elephant & Castle and Waterloo rejected by independent panel

Boris Johnson's proposal to seek payments towards Crossrail from developers of new office blocks in Waterloo and Elephant & Castle has been rejected by a panel of independent inspectors.

In 2008 the Mayor of London announced his intention to vary the London Plan to enable him to insist that developers building office blocks in the central activities zone (CAZ) pay a contribution towards the cost of the east-west railway line via section 106 (planning gain) agreements.
The Mayor's proposed changes to the London Plan were considered by planning inspectors Peter Robottom and David Lavender at an examination-in-public held at City Hall last year.
Southwark CouncilLambeth Council, South Bank Employers' Group and Waterloo Community Development Group all gave evidence to the panel arguing that Waterloo and the Elephant & Castle should be excluded from the charging area as Crossrail does not serve SE1 and both areas have their own requirements for transport investment.
Southwark had warned that a Crossrail charge could render the Elephant & Castle regeneration project "unviable" and "stifle" office development in area.
Their view has been upheld by the inspectors, who say in their report: "It is the panel's view that [Elephant & Castle] area is unlikely to attract travel to work trips on sufficient scale and on sufficiently sensitive parts of the Central London rail network to warrant Crossrail mitigation. We therefore recommend its exclusion from the proposed Central London Contributions Area."
On the question of Waterloo the panel warns that regeneration should not be put at risk by the deterrent effect of an extra charge on developers.

"On the balance of arguments before us, the panel concludes thatit would be neither prudent nor justified to include the Waterloo Opportunity Area within a Crossrail contribution area," says the panel.
However the panel does support the inclusion of the London Bridge, Borough and Bankside opportunity area in the Crossrail charging zone, given "the closer proximity of the London Bridge area both to the City and Isle of Dogs, as well as to Crossrail, and the greater physical evidence of a dynamic office development market".
The panel's recommendations, which must now be considered by the Mayor, have been welcomed by local groups.
"We're heartened that after a full week's inquiry the planning inspector has agreed with WCDG and the local authorities that development in Waterloo and the Elephant shouldn't have to pay a surcharge to fund Crossrail," says Michael Ball, director of Waterloo Community Development Group.
"Even the Mayor admitted Crossrail is not going to significantly reduce tube congestion for south Londoners, especially on the Northern line.
"The inspector concludes a surcharge on Waterloo may well not be legal and would be a deterrent to regeneration.
"We hope Boris will have the sense to accept the inspector's recommendations – if he doesn't, and can't give good reason why, then he is likely to face a legal challenge, and could plunge the area into numerous lengthy legal battles with individual developers."
The levy on new large-scale office developments is separate to the Crossrail levy on business rates that will affect businesses of all types.
Cllr Paul Noblet, Southwark's executive member for regeneration, said: "With local businesses already feeling the pinch, an additional business levy for a project which would have a negligible benefit to them is the last thing they need.
"The panel's comments will be welcome news for some but it's still concerning that some businesses closer to the Thames will still have to help foot the bill for Crossrail."

ITV London carried footage in their 1800 GMT Bulletin saying that Boris had had a letter delivered at Bertha Joseph’s address giving her two weeks to reply… They also reported that Bertha Joseph had told them in an interview that she ‘dearly’ loved Boris…..The BJ+BJ = CRASS episode, however it ends and in whatever further embarrassment, has once again focussed attention on the ‘judgement’ thing. In doing so, the ‘trade’ ‘press’ is also exposing its own ignorance and failure to conduct its ‘journalism’ responsibly. Why is it that the ‘construction’ and ‘building’ trade titles & outlets have suddenly woken up to how costly and in effect what a brazenly ill conceived luxury Crossrail is? We have been saying this for SIX years non-stop. Why should we give any credence to this blatantly belated realisation? We do so for the record. To show that we have again been vindicated. And there is only one course of action that this vindication warrants: SCRAP CrossRail.

    CROSSRAIL CONTRACTORS URGED TO COMBINE TUNNELING AND STATION JOBS

    Bidders for tunneling jobs encouraged to vie for bundled station deals to drive down costs
    Crossrail will encourage bidders for the main tunnelling works to include two stations in their bids, in order to drive down costs.
    According to documents posted on the Official Journal, the rail operator has bundled the Liverpool Street and Whitechapel station jobs, as well as Bond Street and Tottenham Court Road, and wants shortlisted teams for the running tunnels on the two contracts to include the stations when tenders are returned in the summer.
    A source close to the project said: “No company can win both running tunnel jobs. But they can include either the western or eastern stations in their bids to make them more competitive. The savings will be taken into account when evaluating bids.”
    Works on the station tunnels, scheduled to take 47 months, will include the construction of platform, concourse, cross passages and escalator tunnels, as well as the provision of temporary invert fill to the platform tunnels to enable the running tunnel boring machines to be pulled through.
    At Liverpool Street a contract to build structures for the eastern and western ticket halls will be let separately, while Whitechapel will also see the construction of a ticket hall under another contract.
    Bidders for the tunnelling works included a joint venture comprising Balfour Beatty, Morgan Est, and Vinci; a joint venture comprising Bam Nuttall, Ferrovial Agroman and Kier, a joint venture comprising Costain, Skanska Bilfinger Berger Civil; a joint venture comprising Dragados and John Sisk & Son (Holdings); and a joint venture comprising Laing O'Rourke and Bouygues.
    The western tunnel will be bored from Royal Oak Portal through to the new Farringdon station. The eastern starts from a launch chamber at Stepney Green, through to the Pudding Mill Lane Portal, and a portal at Limmo Peninsula through to Victoria Dock Portal to the east.
    Work on the remainder of the stations under Crossrail's remit comprises:
    • Work is underway to redevelop ticket halls and entrances at Tottenham Court Road station by a Bam Nuttall/Taylor Woodrow joint venture. And three teams - Balfour Beatty, Laing O’Rourke/Bachy Soletanche/Costain and a joint venture between Taylor Woodrow and Bam Nuttall – are bidding for similar work at Bond Street.
    • A planning application for further development at Paddington station, through the Paddington Integrated Project, was submitted this week. Early works construction is underway by Carillion.
    • Costain is on site at Farringdon undertaking works for Network Rail’s £5.5bn Thameslink programme, with a contract for Crossrail works here still pending.
    • Woolwich Station is being privately funded by Berkeley Homes, while Laing O’Rourke is on site at the new station for Canary Wharf.
    Network Rail will upgrade the stations outside the central London section under a £2.3bn works programme.

      ALL the published, accessible and known ‘tributes’ paid to Michael Foot in the past 20 Hours or so since the ‘news’ of his demise was publicised, have referred to Foot’s personally amiable nature, his place as a great parliamentarian and so on.

      But these ‘tributes’ have not at all referred to the role [or ‘what role’] he played in keeping the Palace of Ghostsminster a palace of ghosts.

      The man who made the news with the mace – Michael Heseltine- was wheeled in [and or wheeled out] to display his own idiocy. He referred to Foot’s wearing of that coat and what an embarrassment that was.

      The BBC and the ITV and their print and radio counterparts have shown, so far [as at 0610 GMT Thursday 04 March 2010] that they are engaged ion then unending zombification of their viewers, listeners and ‘readers’!
