A row over a £40billion plan for State-backed mortgages to tackle the housing crisis has fuelled the bitter feud between Gordon Brown and Chancellor Alistair Darling that threatens to wreck the Government’s economic relaunch.
Mr Brown wants to go ahead with the scheme in a last-ditch attempt to boost his poll ratings and head off growing pressure on him to step down.
But he has run into fierce resistance from the Treasury and the Bank of England, who say it could be an expensive flop.

The dispute between the two men comes as the Cabinet was plunged into turmoil after Mr Darling said that voters were ‘p****d off’ with the Government.
A furious Mr Brown phoned Mr Darling and ordered him to eat his words on TV, while allies of the Prime Minister said Mr Darling should be sacked and his job given to Schools Secretary Ed Balls.
Mr Brown has been putting pressure on the Treasury to underwrite mortgages to help homeowners avoid defaulting on home loans.
He believes the scheme could transform the housing crisis, prevent families being thrown out of their homes, get the property market moving again and ease pressure on banks and building societies.
To finance it, the Government would issue 30-year gilts which would need to be refinanced every two or three years.
But the Treasury is opposed to the measure, which it says could end up costing as much as £40billion and be the equivalent of the Government ‘doing another Northern Rock’.

‘Mr Darling and the Treasury loathe it. Plans are changing almost by the hour.
‘You wouldn’t run a bookies the way these people are trying to run the country. Marketing gimmicks are being put ahead of sound economic sense.’
The Government is awaiting a report into the mortgage crisis from Sir James Crosby, former boss of the Halifax bank, before making a final decision on the controversial rescue plan. He is expected to deliver his conclusions in a few weeks.
Interim measures, including moves to revive council housing, are due to be unveiled this week.
Simmering tension between Mr Darling and Mr Brown erupted after the Chancellor gave an extraordinary interview to The Guardian in which he said Britain’s economic conditions ‘are arguably the worst they’ve been in 60 years’.
And he warned that it would get worse. ‘I think it is going to be more profound and long-lasting than people thought. People are p****d off with us.’
In a direct challenge to Mr Brown’s authority, Mr Darling added that reshuffling the Cabinet would be pointless.
An enraged Mr Brown phoned Mr Darling yesterday morning and told him he had wrecked his plans to launch an economic fightback in the next few weeks and ordered him to give a TV interview within hours retracting his claims.
A TV crew was hastily summoned to Mr Darling’s Edinburgh home where he nervously repeated a statement drafted for him by No10 that stated the economic crisis was global and not centred on Britain.
Mr Brown’s anger was echoed by leading Brownite MPs.
Durham MP Kevan Jones said: ‘The Chancellor and the rest of the Cabinet should start talking the Government up, not down. The economic picture is a mixed picture, it is not all black.’
Lindsay Hoyle, MP for Chorley, challenged Mr Darling’s claim that there should not be a reshuffle: ‘Most MPs think there should be a reshuffle. We need one badly to refresh the Government.’
Left-wing MP Ian Gibson said: ‘It feels like panic is setting in. Words like “p****d off” are the language of the pub, not a professional politician. This week is crucial to Gordon Brown’s fightback: it is crunch time.’
Manchester MP Graham Stringer, who has led calls for Mr Brown to quit, said: ‘Alistair Darling is accusing the Prime Minister of talking rubbish about the economy.’
Privately, Labour MPs were even more outspoken. One MP who is close to the Prime Minister said: ‘Alistair has got to go and his job must be given to Ed Balls. Ed is the cleverest person in the Cabinet and has the full confidence of the Prime Minister.
‘If anyone can get us out of this hole, Ed can. Alistair Darling’s comments are self-indulgent rubbish.’
A veteran Labour backbencher said: ‘This is obviously a farewell interview by Alistair. Everybody wants him to go. You may get away with one uncharismatic Scot at the top of the Government, but not two. It’s like a “who smiles first” contest.’

Another Labour MP said: ‘Gordon took all the people who knew where the bodies were buried at the Treasury with him to No10. Now the chickens are coming home to roost.’
But not all Labour MPs supported Mr Balls as Chancellor: ‘It would be like Hitler’s bunker, with Gordon hunkering down, surrounded by his mates,’ said one.
Shadow Chancellor George Osborne said: ‘Mr Darling has let the cat out of the bag about the true state of the economy. We now have a dysfunctional leadership at the top of the Government.’
Liberal Democrat spokesman Vince Cable said: ‘For months the Government has been saying everything is all right, but overnight it is Apocalypse Now.’
Relations between Mr Darling and Mr Brown deteriorated shortly after Tony Blair stepped down.
Mr Darling warned Mr Brown a year ago that the plan to scrap the 10p tax rate was a disaster, but Mr Brown refused to listen.
They clashed again last month when Mr Darling accused No10 of leaking plans to introduce a stamp duty ‘holiday’ to ease pressure on the housing market.
The usually camera-shy Mr Darling even took part in a photoshoot on a beach at his croft in the Outer Hebrides to illustrate his Guardian interview.
His message was as bleak as the stormy seas behind him.
‘This coming 12 months will be the most difficult 12 months the Labour Party has had in a generation,’ he said. ‘We’ve got to rediscover the zeal which won three Elections and that is a huge problem for us.
‘We really have to make our minds up; are we ready to try to persuade this country to support us for another term? We’ve got a hell of a lot to do. We patently have not been able to get across what we are for and what we are about.’
Asked if the Prime Minister could get his message across, Mr Darling faltered. ‘Er, well, well, it’s always difficult, you know. But Gordon, in September, up to party conference, has got the opportunity to do that. And he will.’
In a comment seen as a barb aimed at Mr Brown, he said: ‘Politics is the art of communication. If you can’t communicate, then it doesn’t matter if you’re truly brilliant as a technocrat.’
Astonishingly, he said he had no inkling that the economy was heading for big trouble when he became Chancellor last year.
‘No one had any idea,’ he said. The first he knew of it was when he read a newspaper report about the European Central Bank putting money into the economy while he was on holiday last summer. ‘I phoned the office to ask why they were doing quite so much,’ he said.
Mr Darling’s loyal wife Maggie said her husband had had to cope with ‘a crisis a week’ since becoming Chancellor.
Mr Darling was clearly riled by reports that ambitious Mr Balls was plotting to get his job. ‘There’s lots of people who’d like to do my job,’ he said, adding pointedly: ‘And no doubt actively trying to do it.’
In an audacious move, he sent a clear warning to Mr Brown not to fire him in a Government reshuffle expected in the next two months.
‘Name me a reshuffle that ever made a difference to a Government. You can’t be chopping and changing people that often.’
Mr Darling virtually admitted Labour face defeat in the coming Glenrothes by-election in Scotland, despite its 10,000 majority. Mr Darling said: ‘We’ll give it our best shot, but we’ve got our work cut out.’
For good measure, Mr Darling insulted Wendy Alexander, former Labour leader in Scotland and sister of Mr Brown’s Cabinet ally Douglas Alexander, as ‘not likable’.
Alistair can’t answer his critics
On five occasions, the panicking Chancellor refused to move beyond a prepared statement, robotically parroting the same phrases about ‘credit crunch’, ‘oil and food prices’ and ‘every other country in the world’.
First BBC Scotland’s political editor Brian Taylor asked Mr Darling why he had given such a bleak assessment of the economy.
Mr Darling replied: ‘I think it’s important that I tell people that we, along with every other country in the world, face a unique set of circumstances where we have got the credit crunch coming at the same time as high oil and food prices.
‘That means there is a profound difference in the economy, along with every other country in the world.’
Mr Taylor: ‘But isn’t it the job of the Leader of the Opposition to say – and I use your words – “we are p****d off” about the economy?’
Mr Darling: ‘I think it’s important that Government Ministers and me in particular are level with people and explain that every other country in the world, ours included, have a credit crunch the like of which we have not seen in generations at the same time as oil and food prices going up.’
Mr Taylor: ‘But Chancellor, the strategy here is puzzling. Shouldn’t you be reassuring people rather than talking down the economy and saying it’s the worst for 60 years?’
Mr Darling: ‘I think it’s important that while we, along with every other country in the world, are facing the unique combination of a credit crunch, high oil and food prices, that we do everything possible to help people.’
Mr Taylor (clearly becoming frustrated): ‘Do you regret blurting out the truth in such a frank fashion?’
Mr Darling: ‘I have been saying for many weeks now that we along with every other country in the world are facing a unique set of circumstances: the credit crunch along with very high oil and food prices…’
Mr Taylor: ‘Chancellor, forgive me, but you have made that point a number of times. What I am after is what was the thinking behind this?
‘Usually Chancellor of the Exchequers should provide calm reassurance. You are talking about people being “p****d off” with the economy and the worst crisis for 60 years. Won’t this make things worse?’
Mr Darling: ‘I think it’s important that when people ask why are these problems facing countries across the world, that finance ministers explain that we have got a credit crunch the like of which we have not seen in generations and rising oil and food prices causing inflationary pressures.

Why are we in the KHOODEELAAR! campaign giving this unique, timely and highly economically efficient and prudent and competent advice worth £Billions for free? because unlike Alistair darling, we care about and for the truth.. And we shall continue to care.... Unlike Gordon Brown and his hocus pocus vahloos! WE do have values. We do attach great value to the veracity of what we say before we say it.... Even though what we say may not be greeted with the display of oozing appreciation which Gordon Brown pits on. KHOODEELAAR! Constitutional law action programme is this week adding to the list of evidence the behaviour of the Press complaints commission.
The Press Complaints Commission [=PCC], London, is not a real regulator of newspapers. It is in effect owned by some of the big print media conglomerates in the UK. The PCC therefore never really has any influence on the 'press' in the UK. Except when it needs to promote its own existence. And this is done whenever a 'royal' or a similarly 'celebrity complaint' is lodged with it.
For ordinary people and communities, the PCC is an insult to the intelligence.
And the PCC is just as bad if not worse than OFCOM, the so-called broadcasting regulatory outfit.
How is this conclusion arrived at?
For the purpose of understanding what has been going on in the 'East End of London, we refer and shall refer in this context to the behaviour of the 'local' 'East London Idiotiser'.
Twisting of the truth 'via' Tower Hamlets Council……
The ‘local ‘ ‘newspaper’ circulating in decreasing numbers in the area corresponding to the London Borough of Tower Hamlets is again boasting about its power and influence on the local Tower Hamlets Council.
It has posted a piece on its web site [which is very recent as compared to some real local newspapers in London areas] making the point that Tower Hamlets Council began to backtrack on the ‘extension of Ramadan rule to non Muslims [including to non Muslim councillors] soon after the ‘East London Idiotiser’ got contracted about the original item.
This is not the first such assertion.
The ARCHANT-owned ‘newspaper’ has been carrying frequently claims that its power and influence are unparalleled.
Looking at the number of lies that it has been initiating as the Rightwing elements in the UK media follow its ‘tip offs’ by publishing plainly racist pieces aimed at the ‘Muslim composition’ of the council, it is a fact that the ‘East London Idiotiser’ has become the main taunter of the ‘Muslim’ component of the Council.
The ‘East London Idiotiser’ is also in close collaboration with the pro-racists elements that want to promote the Metropolitan Police as being particularly attentive on finding ‘Muslims’ engaged in crime.
Similarly, the ‘East London Idiotiser' is also in close contact with the likes of the racist ‘Queen Mary College’ which is as actively engaged as an institution in propaganda against ‘Muslims’ as it could ever do without the country changing into a fully fledged officially racist one.

They appear to have picked up the ‘story’ and decided to ‘search’ via Google for a picture of the man they describe on their web site as ‘John Williams’.
To such an extent that they have even created a wholly ‘bearded’ photo of a man they are calling ‘John Williams’ whose ‘request’ about ‘eating during meetings’ was used by the ‘leader’ of a group of 4 councillors to cause the latest propaganda onslaught against the image of ‘Muslims’ in the East End borough.
The man shown in the photograph is NOT the John Williams who is the ‘head of democratic services’ at Tower Hamlets Council.
John Williams does not have a beard.
The man shown in the photograph does.
But that is not the only distortion of the truth.
The other is that John Williams did not, could not, order councillors to do anything.
And he did not order any councillor to do anything in his particular memo either.
What his memo, even in the incomplete texts that have been publicised by the Rightwing media, says is makes a request that has nothing wrong in it at all.
It REQUESTS councillors to show respect to those councillors who may be fasting.
The showing of the respect would have been ASSUMED in a Council if it was known to have members who needed no education about the community.
But more important than this is the fact that the ‘memo’ got taken up by the ‘local’ ‘East London Idiotiser’ at all.
What is the point of giving the requ4est the anti-Muslim publicity that the ‘East London Idiotiser’ did give it?
The answer is quite clear: the ‘East London Idiotiser’ is desperate for attention.
And the attention - the only attention that it can get about the ‘local Council’ is by having a go at ‘the Muslim’ councillors!
How is that so?
By the records of the ‘East London Idiotiser’.

The pattern being followed by the circulation-losing ‘East London Idiotiser’ is that it is forever looking out for weird, politically irrelevant and insignificant elements to be featured in the ‘newspaper’.

The news is relayed by the trade paper the 'PRESS GAZETTE', which owns up to having participated in the 'award', recently given to the 'East London Idiotiser'..... That again proves the truth that getting trade 'awards' is not proof that a title is in fact doing a good job... If the people in the community do not want to pay for its 'journalism' by buying a weekly copy! A council today denied asking non-Muslim staff to observe Ramadan by not eating or drinking during meetings.
Bosses at the London Borough of Tower Hamlets have urged staff to show "courtesy" to Muslim colleagues during the festival next month.
But some councillors have argued that the wishes of Muslim staff are being imposed on their non-Muslim colleagues.
A memo was sent to councillors asking them not to eat until special Iftar refreshment packs, designed for Muslims breaking their fast at sunset, were served.
Some councillors said the memo was urging them not to eat during sunset hours, but the council today denied this and explained that the memo had been worded badly.
Ramadan is the ninth month of the Islamic calendar, when Muslims worldwide fast from sunrise to sunset.
A memo was sent to all staff which read: "It is requested that members do not partake of any refreshment until after the Iftar refreshments are served."
The authority today strongly denied the claims that all staff had been told to follow rules governing Ramadan, including suggestions that councillors would be stopped from consuming drinks and biscuits during meetings.
A spokeswoman said the memo had been intended to stop non-Muslims eating the Iftar packs.
She said: "At no stage have we imposed Ramadan arrangements on all staff and to say we have stopped staff having tea and biscuits is wrong.
"A memo was sent and we acknowledge it may have been worded slightly better.
"Whatever is normally provided during meetings before Ramadan will still be there during it."
Stephanie Eaton, leader of the council's Liberal Democrats, said the wording of the memo had caused problems.
She explained: "It seems that the council are backpedalling, they should be a bit more careful about what they say.
"I am more than happy for the requirements to be put in place for Muslim staff observing Ramadan, but I was unhappy about these provisions being extended to all staff.
"I took the memo to mean that no food or water could be consumed during daylight hours while at the council."
The council spokeswoman added: "There is absolutely no suggestion that during Ramadan non-Muslim councillors have been asked to refrain from eating or drinking when Muslims are observing the fast.
"As normal, water will be provided at council meetings taking place during Ramadan.
"Tea, coffee, Iftar packs and non-Iftar snacks will be available in a separate room.
"All that's being asked for is courtesy to be shown to the sensitivities around some councillors eating during the council meetings while others in the room are fasting."
She said: "Non-Muslim councillors have simply been asked to ensure that there is Iftar food available for Muslim councillors, because in previous years, Muslim councillors wanting to break their fast following prayers had found that Iftar packs had been eaten."

Civil engineering contractors are reporting a slide in workloads compared to earlier this year.
The sector had largely escaped the woes that have beset the housing market and the commercial and office sectors.
But the latest quarterly report by the Civil Engineering Contractors Association reveals that there are now more firms carrying out less work than in the previous quarter.
Ceca's quarterly workload trends survey – which measures the difference between the number of contractors reporting higher workloads compared to the number reporting reduced workloads – shows the overall balance for the country is now down to – 17 per cent, compared to a rise of 39 per cent in April.
Contractors surveyed said all roads, water and sewage works had decreased over May, June and July, as had work in the utilities and communications sectors.
Ceca director Rosemary Beales said big-ticket civils jobs needed to come on stream quickly.
She added: "Major projects such as Crossrail and nuclear need to move forward at a steady pace if the Government is to combat this loss of confidence."
Rail and airports showed positive balances, while harbours and water ways remained neutral.
In terms of regions, England has experienced the biggest decrease in work – going from 45 per cent in January to –22 per cent last month. Wales also reported a downturn, while Scotland is the only positive region – where confidence remains at 16 per cent.
But Ceca Scotland chief executive Alan Watt admitted contractors could still come under pressure due to decreasing workloads.
He added: "Although we are still pretty confident that the Scottish Government's major public sector infrastructure programme is secure we're becoming increasingly concerned that the housing market slump could get worse."
Mr Watt also called on the Scottish Government to confirm the details of the Scottish Futures Trust so that work can continue on schools, hospitals and infrastructure projects.

A SENIOR councillor has condemned as “divisive” a move by Town Hall leaders to extend Muslim fasting rules on non-Muslim politicians during the holy month of Ramadan.
Tower Hamlets council’s Lib Dem group leader Stephanie Eaton said she would be ignoring arrangements which favoured one religious group over others.
“The Liberal Democrats have enormous respect for the contribution of all faith groups and cultures to the life of the community,” she said.
“But we fervently believe that the rules of any one religion should not be imposed upon others.”
The row was sparked by an email sent to all councillors this week outlining arrangements for Town Hall committee meetings next month, which marks the Muslim fasting period of Ramadan.
It said that new council leader Lutfur Rahman and his deputy, Siraj Islam, had requested that meetings be kept to a minimum to accommodate fasting councillors.
They have also asked all other councillors to resist eating until the breaking of the fast at sunset.
It is the first time such a request has been made and it comes as Ramadan falls earlier this year during the longer daylight hours.
Council bosses have also ordered that the Town Hall’s business agenda should also be reduced, with only seven scheduled committee meetings for the entire month, to deal with the Ramadan restrictions.
Officers have also been barred from arranging any more and asked to find ways of dropping some of the scheduled seven.
Those going ahead generally start at about 6.30pm, so with sunset due to fall just after 7.30pm at the beginning of September and around 6.30pm by the end of Ramadan, the breaking of the fast, known as Iftar, will take place during meetings.
At those points, there will be 45 minute adjournments to allow members to eat and pray, council leaders have ordered.
But it is the arrangements for the food and other refreshments that has angered Cllr Eaton and the rest of her party, which includes two Muslim councillors.
Normally, tea, coffee and sandwiches are set aside for councillors to nibble at during evening meetings.
But during Ramadan, these will be reduced and complemented by Iftar food packs containing chicken, lamb and vegetarian snacks.
However, in his email the council’s head of democratic services John Williams said: “It is requested that members do not partake of any refreshments until after the Iftar refreshments are served.”
Cllr Eaton said that was going too far.
She added: “We object to the request that non-Muslim councillors observe the fasting rules for Ramadan.
“This sends out the wrong message to our community. Our community consists of a huge number of different religions, all of which should be valued, and no one religion should be accorded more status or influence than others.
“Freedom of belief is an important human right, and we Liberal Democrat councillors, Muslim and non-Muslim, agree that this request is inappropriate.”
She has also written to Town Hall bosses about her concerns that their move “will not enhance community cohesion and asking for their reassurance that no faith is given any particular status or priority in the operation or decisions of the council.”
Within hours of her contacting the East London Advertiser and making a complaint to new council leader Lutfur Rahman, the Town Hall launched a damage-limitation exercise.
In a climb-down statement, the council said the email had been sent after complaints from some councillors last year that non-Muslims had been eating their Iftar packs.
Despite the clear request in the email, the council statement said: “There is absolutely no suggestion that during Ramadan non-Muslim councillors have been asked to refrain from eating or drinking when Muslims are observing the fast.
“As normal, water will be provided at council meetings taking place during Ramadan.
“Tea, coffee, Iftar packs and non Iftar snacks will be available in a separate room for all councillors.

A SENIOR councillor has condemned as “divisive” a move by Town Hall leaders to extend Muslim fasting rules on non-Muslim politicians during the holy month of Ramadan.
Tower Hamlets council’s Lib Dem group leader Stephanie Eaton said she would be ignoring arrangements which favoured one religious group over others.
“The Liberal Democrats have enormous respect for the contribution of all faith groups and cultures to the life of the community,” she said.
“But we fervently believe that the rules of any one religion should not be imposed upon others.”
The row was sparked by an email sent to all councillors this week outlining arrangements for Town Hall committee meetings next month, which marks the Muslim fasting period of Ramadan.
It said that new council leader Lutfur Rahman and his deputy, Siraj Islam, had requested that meetings be kept to a minimum to accommodate fasting councillors.
They have also asked all other councillors to resist eating until the breaking of the fast at sunset.
It is the first time such a request has been made and it comes as Ramadan falls earlier this year during the longer daylight hours.
Council bosses have also ordered that the Town Hall’s business agenda should also be reduced, with only seven scheduled committee meetings for the entire month, to deal with the Ramadan restrictions.
Officers have also been barred from arranging any more and asked to find ways of dropping some of the scheduled seven.
Those going ahead generally start at about 6.30pm, so with sunset due to fall just after 7.30pm at the beginning of September and around 6.30pm by the end of Ramadan, the breaking of the fast, known as Iftar, will take place during meetings.
At those points, there will be 45 minute adjournments to allow members to eat and pray, council leaders have ordered.
But it is the arrangements for the food and other refreshments that has angered Cllr Eaton and the rest of her party, which includes two Muslim councillors.
Normally, tea, coffee and sandwiches are set aside for councillors to nibble at during evening meetings.
But during Ramadan, these will be reduced and complemented by Iftar food packs containing chicken, lamb and vegetarian snacks.
However, in his email the council’s head of democratic services John Williams said: “It is requested that members do not partake of any refreshments until after the Iftar refreshments are served.”
Cllr Eaton said that was going too far.
She added: “We object to the request that non-Muslim councillors observe the fasting rules for Ramadan.
“This sends out the wrong message to our community. Our community consists of a huge number of different religions, all of which should be valued, and no one religion should be accorded more status or influence than others.
“Freedom of belief is an important human right, and we Liberal Democrat councillors, Muslim and non-Muslim, agree that this request is inappropriate.”
She has also written to Town Hall bosses about her concerns that their move “will not enhance community cohesion and asking for their reassurance that no faith is given any particular status or priority in the operation or decisions of the council.”
Within hours of her contacting the East London Advertiser and making a complaint to new council leader Lutfur Rahman, the Town Hall launched a damage-limitation exercise.
In a climb-down statement, the council said the email had been sent after complaints from some councillors last year that non-Muslims had been eating their Iftar packs.
Despite the clear request in the email, the council statement said: “There is absolutely no suggestion that during Ramadan non-Muslim councillors have been asked to refrain from eating or drinking when Muslims are observing the fast.
“As normal, water will be provided at council meetings taking place during Ramadan.
“Tea, coffee, Iftar packs and non Iftar snacks will be available in a separate room for all councillors.
“All that’s being asked for is courtesy to be shown to the sensitivities around some councillors eating during council meetings whilst others in the room are fasting.
“Non-Muslim councillors have simply been asked to ensure that there is Iftar food available for Muslim councillors, because in previous years Muslim councillors wanting to break their fast followings prayers had found that the Iftar packs had been eaten.”

JUST HOW CRASS the role of Tower Hamlets ‘the elected local Council’ has been in acting as an institutionalized tout for Big Business Crossrail hole-inviting agenda is evident in any of the activities that a reasonable observer cares to look at. Like KHOODEELAAR! did on Tuesday 26 August 2008 at a venue, in the 'London Muslim Centre' [a part of the building complex associated with the 'East London Mosque'] on the Whitechapel Road London E1.
If the evidence of what happened there is anything to go by, Tower Hamlets Council is NOT fit for purpose! A phrase that was first uttered by John Reid on the record as he was then about to take over as the titular head of the Blaired UK Interior Ministry. The subject of the event at the ‘London Muslim Centre’ on Tuesday 26 August 2008 was not far from the UK’s Interior Ministry. Given that they have openly admitted to conducting mass spying on the East End as part of the Home Office’s ‘purpose’, the activities that are staged at the London Muslim Centre are assumed to be spied on by the UK Govt quite extensively.
The question is:
Are THEY in any way ENCOURAGING the wholesale stooging - that is, the turning into vegetables of the entirety of the population that visits the complex either for prayers or for 'seminars' the like of which we are examining here - of the local community by abusing their ‘high alert’ access to the ‘London Muslim Centre’?
Has the Home Office decided that if anything called ‘Muslim’ then it does not have to behave democratically towards the Muslim community?

Researchers were waiting for the event to start… It did not do so until well after an hour after that…
Why is that important? Because the ‘event’ was supposed be an ‘open meeting’ for ALL who genuinely [at least we hope!] wanted to take part in a ‘seminar’! About the local young people getting into habits that are not good for them.. We put it very mildy here… What in fact happened was astonishing… Even by the records of brazenness as seen in the behaviour of Tower Hamlets Council!... There was no seminar…. There were spiels from individuals who were not really known IN THE COMMUNITY. Except for a member of the East London Mosque congregation who spoke at the start He was introduced as a leading member of the congregation...…
And about four or five young persons who were allowed to make brief contributions in the end…. The ‘main spots’ were given to ‘COUNCILLORS!’
When KHOODEELAAR! Asked the current ‘leader’ of Tower Hamlets Council why they had been dominating the proceedings, Lutfur Rahman replied that he was not responsible for the event.
He was just a guest as invited by the organizers.
Lutfur Rahman also said that there were ‘only three councillors’ on the stage.
Given that there were a total of six persons on the stage including the ‘three councillors’, that was too many councillors ..
How?
Because the other three were a police officer, and two persons who looked like they belonged to the group of persons that had formally organized the event. The formulation ‘the group of persons’ is being used here to make a distinction between individuals and a list of ‘supporting organisations’. Those exceeded 10 on the leaflet for the event.
That left NOT ONE MEMER of the ordinary community on the stage……
So the community in essence was STOOGED for the benefit of the Tower Hamlets Council and its business image.
And its business – as opposed to ANY democratic - agenda!

KHOODEELAAR! had warned against one of the 'local papers' in effect circulating in the East London borough of Tower Hamlets.
The 'in effect circulation in Tower Hamlets' was in itself a sham affair. As AADHIKAROnline pointed out on dozens of occasions in analyses published on our own web sites and on externally controlled web sites, the Newham Recorder was conducting the sham business via a duplicitous sub-title called 'Tower Hamlets Recorder'. It had also been called 'Docklands Recorder'. And a variety of other interim things in between.
On 6 August 2008, the London 'newspaper' the Guardian and the trade sources [Hold the Front Page 11 August 2008] reported [see below and on our side column, for texts and links to external web sites] that the 'Tower Hamlets Recorder' had been shut down. Because of poor circulation. The circulation cited in the releases was a huge figure!!!!!!
It was a total of 350 copies!
Here is the substantive paragraph from 'Hold the Front Page' dated 11 August 2008:
'East London weekly the Tower Hamlets Recorder, an edition of the Newham Recorder which sold 350 copies in its own right, has been merged with the main paper.

The way that the 'Tower Hamlets Recorder' carried on lying for CRASSrail hole plot, would not have allowed for the assumption of such a pathetic number of copies! It would suggest at least a few thousand. Like the CURRENT circulation of the [de facto stable-mate of the now-folded 'Tower Hamlets Recorder'] the 'East London Advertiser'.
The East London IDIOTISER is placed by the trade sources as being definitely in the category of titles with circulation [how the ABC - 'the Audit Bureau of Circulation' of newspaper titles] does its business is another interesting subject to which we shall return in due course] under 20,000 copies. But informed observers assert that the actual number of copies is far lower than that.
BOTH the 'Newham Recorder' and the 'East London Idiotiser' are owned by Archant, the outfit that has admitted to losing print titles circulation.. It has been concentrating on other forms and media business. [More on that in due course]
Back to the lies that the NEWHAM RECORDER confected and perpetrated via the 'Docklands Recorder' and the 'Tower Hamlets Recorder' titles in the years of the operation.
The agenda set by the NEWHAM RECORDER is identifiable in the typically ignorant, irrelevant, pastiche and the idiotic output and orientation of Tom Duncan.
Duncan is notoriously ignorant and ill informed and has no record of writing with understanding about East London.
Duncan's 'editorial' stamp on the Newham Recorder 'series' as it was called before the change of ownership, was visible in the contents of the titles that failed to report for the communities as they were.....
The TOWER HAMLETS RECORDER was typical. It carried the NEWHAM RECORDER on the inside 'news pages' while on the front it pretended to be about 'Tower Hamlets'.
That was a weekly insult to all self-respecting people in Tower Hamlets.
We have not noticed anyone publicly pointing out that fabrication.
KHOODEELAAR! Campaign has pointed out and examined the periodic evidence of that.
The insult was aggravated when the same lying title perpetrated and then perpetuated the CrossRail hole plot-peddling lies in a so-called 'specialist' feature carried somewhere on an inside page [around page 13 or 14 or 29, well beyond any 'news' if there was any of any pretence] with the by-line of an alleged specialist transport writer.
They kept on publishing utter rubbish...
The ‘TOWER HAMLETS RECORDER” rubbish was visible even before the actual detailed perpetration was approached......
They published almost all the slogans for CRASSrail that Ken Lyingstill Livingstone ever mouthed. and like Livingstone’s hollow, sham assertions, the 'TOWER HAMLETS RECORDER' too was hollow, a sham affair.
It let the people down. It denied the people the truth. The basic facts. And it did so despite being told by KHOODEELAAR! the relevant facts.
Including the fact that the costs of the CRASSrail hole scam were being dishonestly manipulated by the peddlers... That the costs were being misleadingly cited and quoted at various stages of the promotion of the CRASS CROSSRAIL [=CRASS] scam...
Had the lying 'editorial decision-makers [!!!!!!] the sense, not to speak of respect for the published codes of conduct of journalism [what they!!!?????] 'readers' [all 350 of them] of the 'Tower Hamlets RECORDER" would have come across the basic facts years ago...
And then there was the February 2006 stunt staged by the Crossrail hole plot-inviting corrupt clique on Tower Hopeless Council.

Surveyors warn of rising costs

LARGE-SCALE projects linked to the 2012 Olympic Games in Stratford could be delayed or even cancelled because of rising costs, according to the Royal Institution of Chartered Surveyors.
A report by the body says raw materials and labour costs have risen by 12.2 per cent over the past 12 months, and are forecast to rise by the same degree over the next two years.
Projects which, at the very least, may dip further into the public purse than originally anticipated are Crossrail, the East London Line extension and the Thameslink rail upgrade.
The institution warned rises in the costs of cement, steel piling and fuel are having a dramatic impact on civil engineering construction costs, writes KAY ATWAL.
Executive director Joe Martin said: "With large projects in rail, roads, electricity, water and sewerage all scheduled over the next two years, the civil engineering sector seems well placed to ride out the current economic downturn.
"However, the industry is facing the possibility of a serious threat caused by a combination of rising costs and the economic downturn that could result in delays and, at worst, cancellation of some of these schemes."
The credit crunch has reportedly delayed the £1.5 billion Silvertown Quays development, involving 5,000 new homes and other facilities in the Royal Docks, by 12 months until 2009.

KHOODEELAAR! had warned against one of the 'local papers' in effect circulating in the East London borough of Tower Hamlets.
The 'in effect circulation in Tower Hamlets' was in itself a sham affair. As AADHIKAROnline pointed out on dozens of occasions in analyses published on our own web sites and on externally controlled web sites, the Newham Recorder was conducting the sham business via a duplicitous sub-title called 'Tower Hamlets Recorder'. It had also been called 'Docklands Recorder'. And a variety of other interim things in between.
On 6 August 2008, the London 'newspaper' the Guardian and the trade sources [Hold the Front Page 11 August 2008] reported [see below and on our side column, for texts and links to external web sites] that the 'Tower Hamlets Recorder' had been shut down. Because of poor circulation. The circulation cited in the releases was a huge figure!!!!!!
It was a total of 350 copies!
Here is the substantive paragraph from 'Hold the Front Page' dated 11 August 2008:
'East London weekly the Tower Hamlets Recorder, an edition of the Newham Recorder which sold 350 copies in its own right, has been merged with the main paper.

The way that the 'Tower Hamlets Recorder' carried on lying for CRASSrail hole plot, would not have allowed for the assumption of such a pathetic number of copies! It would suggest at least a few thousand. Like the CURRENT circulation of the [de facto stable-mate of the now-folded 'Tower Hamlets Recorder'] the 'East London Advertiser'.
The East London IDIOTISER is placed by the trade sources as being definitely in the category of titles with circulation [how the ABC - 'the Audit Bureau of Circulation' of newspaper titles] does its business is another interesting subject to which we shall return in due course] under 20,000 copies. But informed observers assert that the actual number of copies is far lower than that.
BOTH the 'Newham Recorder' and the 'East London Idiotiser' are owned by Archant, the outfit that has admitted to losing print titles circulation.. It has been concentrating on other forms and media business. [More on that in due course]
Back to the lies that the NEWHAM RECORDER confected and perpetrated via the 'Docklands Recorder' and the 'Tower Hamlets Recorder' titles in the years of the operation.
The agenda set by the NEWHAM RECORDER is identifiable in the typically ignorant, irrelevant, pastiche and the idiotic output and orientation of Tom Duncan.
Duncan is notoriously ignorant and ill informed and has no record of writing with understanding about East London.
Duncan's 'editorial' stamp on the Newham Recorder 'series' as it was called before the change of ownership, was visible in the contents of the titles that failed to report for the communities as they were.....
The TOWER HAMLETS RECORDER was typical. It carried the NEWHAM RECORDER on the inside 'news pages' while on the front it pretended to be about 'Tower Hamlets'.
That was a weekly insult to all self-respecting people in Tower Hamlets.
We have not noticed anyone publicly pointing out that fabrication.
KHOODEELAAR! Campaign has pointed out and examined the periodic evidence of that.
The insult was aggravated when the same lying title perpetrated and then perpetuated the CrossRail hole plot-peddling lies in a so-called 'specialist' feature carried somewhere on an inside page [around page 13 or 14 or 29, well beyond any 'news' if there was any of any pretence] with the by-line of an alleged specialist transport writer.
They kept on publishing utter rubbish...
The ‘TOWER HAMLETS RECORDER” rubbish was visible even before the actual detailed perpetration was approached......
They published almost all the slogans for CRASSrail that Ken Lyingstill Livingstone ever mouthed. and like Livingstone’s hollow, sham assertions, the 'TOWER HAMLETS RECORDER' too was hollow, a sham affair.
It let the people down. It denied the people the truth. The basic facts. And it did so despite being told by KHOODEELAAR! the relevant facts.

Over the next days, I shall be updating my analysis of the concept of inner city degeneration in the UK.
Degeneration is the concept that I have created to replace the misleading word regeneration.
I am doing this as based on the latest utterances, publicised by the compliant and the corrupted BBC on ‘Bank Holiday’ Monday featuring Tony McNulty.
McNulty’s latest BBC platform was arranged to allegedly rebut the comments made by a ‘Dr Campbell’, a black man who was shown as being critical of the Brown fronted Blaired Govt for removing funds from voluntary groups affecting black youths. Dr Campbell made the comments by linking the funds to several incidents of black youths being murdered and as he put it of black youths ‘dying’.
Tony McNulty dismissed the remarks.
I shall examine the DEGENERATION of the inner cities in light [= darkness] of Tony McNulty’s latest publicised utterances.
As a contextual reference, I cite again the two paragraphs about the East End of London published by the FT ‘media’ organization dated 24 August 2008

The bigger prize is to revive east London's fortunes. A three-week festival of sport, even of Olympian proportions, will do nothing to help. East London needs better transport links, for which the Olympics are a convenient excuse - although it is depressing to think that the Olympic bid was necessary to rejuvenate plans for Crossrail, and more so to reflect that the east-west rail link is still years away.
Yet east London also needs better schools; the current crop scare off some of the young, ambitious families that the area needs, while those who choose to stay deserve better. In January 2006 KHOODEELAAR! had published a number of comments about the Blaired Party propaganda over George Galloway's reported presence in the Channel 4 -End'emall'Big Brother House'. We had done so without making any contacts with George Galloway or his associates.
As stated in the past items, 'George Galloway' was being attacked in the media on Blair's behalf and on the falsely stated ground that he had been neglecting his constituents by being away from the House of Commons where the 'Crossrail Bill' was being debated.
KHOODEELAAR! being the campaign that made 'CrossRail' AT ALL topical in the UK media, we took the initiative and defended Galloway most extensively.
The ONLY UK-wide awareness of ANY campaign going on in George Galloway’s constituency of Bethnal Green and Bow is KHOODEELAAR! The same was the case in January 2006.
We then put a number of Questions to George Galloway’s office. Most of those questions were not answered. Nearly 3 years on, they remain unanswered. We shall go through the key questions and comments in the series of updates we begin today.

Following a telephone inquiry last week with a representative from your group with reference to this matter, I write to confirm what was stated during our telephone conversation:
Last Thursday a private select committee sat to discuss Crossrail. As it is a quasi judicial committee, no MP with an interest in Crossrail-such as Mr Galloway-is eligible to sit on this committee. Furthermore, the hearing last Thursday was private; public sittings to hear evidence will commence later this month, and Mr Galloway will be attending to represent the views of his constituents.
Two technical motions relating to Crossrail were put before the House last Thursday; the first with reference to the remit of the select committee; and the second, to consider whether those MPs who failed to deposit their petitions against the Crossrail bill should be allowed to do so out of time. Mr Galloway submitted a petition against the bill in September 2005 having consulted local residents and anti cross rail groups in Tower Hamlets to ensure the voices of the local residents are represented during consideration of the bill. This petition will be considered during the forthcoming public select committee hearings. There was no important debate or vote on Crossrail last week; the two technical motions as previously mentioned have not made any changes to Crossrail. As it stands, the bill is in committee stage; when the bill returns to the House for it's third reading, I can assure you Mr Galloway will be there to oppose it as he did during the second reading debate on 19th July 2005.

The last gold medal has been won, the last world record broken, and the Olympic flag is now in the care of London's mayor, Boris Johnson. What now?
As far as the games themselves are concerned, China delivered the good, the bad, and the odd. The opening and closing ceremonies and the sporting venues were astonishing; if London's experience with Picketts Lock, the Millennium Bridge, the Dome, Wembley Stadium and Terminal Five is representative, then the UK will be hard-pressed to match them.
In other respects it will be easy to surpass China's benchmark: filling empty seats and allowing journalists access to the internet should do the trick, as will not jailing citizens who respond to an invitation to apply for a protest permit.
It was reassuring to discover that China's sensational opening ceremony relied on some computer wizardry. The British opening ceremony should probably be more modest - bonfires, union-flag bowler hats, and lots and lots of bunting should do the trick - even if there is a precedent for using performance-enhancing techniques. The 2012 organising committee may even decide to take up an idea first aired in these columns: to organise a dance-off between thousands of computer-generated Morris dancers and Scottish pipers.
The real lesson of this Olympics is not to take the myth of the Olympian aura too seriously. Among all the rituals of the modern Olympic movement, the most baffling is the declaration that the Olympics bring some benefit to the hosts that is broad, profound and enduring. The Beijing games were supposed to assist China's economic, environmental or political development. There is little sign of that. The economy needed no help, the environment will not be improved by the emergency shut-down of factories for the duration of the games, and there is no sign of progress on transparency or human rights.
The International Olympic Committee overpromised and failed to hold the Chinese authorities to account. Under self-imposed pressure to make the games run smoothly, Beijing left nothing to chance. The spotlights of the world's cameras often threw its authoritarianism into sharp relief.
The London Olympics come packaged with their own myth: that they will regenerate east London and, if not set the nation jogging, inspire it to more active lifestyles. Both aims are worthy, and both are not beyond reach - but the Olympics themselves will not suffice.

The singular virtue of the games as a catalyst for regeneration is that they concentrate resources and bureaucratic attention on east London. Those resources, and that attention, are overdue. But they do not guarantee success.
Lord Coe, chairman of the London 2012 organising committee, is on firmer ground in promising that the Olympics will inspire the nation. Naturally, it would help if the Olympics did not cannibalise too much of the lottery funding for grass-roots sport. But on the basic point, Lord Coe is quite right.
And as the past three weeks have reminded us, the greatest inspiration comes from letting the acts of sporting heroics speak for themselves.

Home Office has lost 43 laptops and 94 mobiles in three years
The Home Office has admitted losing 43 laptop computers and 94 mobile phones over the past three years, The Daily Telegraph can disclose.

The news comes days after the department lost a memory stick containing the details of all 84,000 prisoners in England and Wales.
It has emerged that officials lost more than 300,000 people's details a month in the year to April.
That came on top of the loss of two CDs containing the entire child benefit database – containing the details of 25 million families – last November. The discs have still not been found.
Home Office data released in response to a question by the Tory peer Lord Hanningfield show that 43 laptops and 94 mobile phones have been lost or stolen at the department over the past three years – 15 laptops and 47 mobiles in 2007; 14 laptops and 10 mobiles in 2006; and 14 laptops and 37 mobiles in 2005.
Earlier this year, the Ministry of Defence said that almost 600 laptop computers had been stolen in the past decade.
That admission came after Des Browne, the Defence Secretary, had to make a statement to the Commons about the theft of a laptop containing the personal details of 600,000 people from a car in Birmingham.
A Home Office spokesman refused to say what was on the 43 laptops, but added: "We do not believe that any of the lost laptops contained sensitive or classified information."
Lord Hanningfield, the leader of Essex council, demanded an inquiry into what he described as a worrying data lapse. "This is another example of this Government's woeful failure when it comes to data security," he said.
"Given the sensitivity of the Home Office's work, including its lead role in the fight against terrorism, this is all the more worrying.
"This is, of course, also the government department with responsibility for ID cards. There now needs to be an urgent review of what data was lost on these laptops, its sensitivity and possible impact on any work, as well as a wider review of the Home Office's security policy."
Dominic Grieve, the shadow home secretary, added: "If the Home Office cannot safeguard such basic equipment, how can they be trusted to deliver ID cards containing the personal data of millions?"
The Home Office said in a statement yesterday: "The Home Office is determined to learn from earlier security breaches in government and is committed to ensuring that our systems and processes to protect personal data are as good as they can be."
Since the loss of details for 25 million child benefit claimants in November, Whitehall departments have begun including information on personal data losses in their annual financial statements.
Among the losses that emerged earlier this week were the National Insurance numbers of 17,000 people and the theft of a laptop containing encrypted details of 17,000 Sats exam markers.
It was also disclosed that the Foreign Office lost information affecting about 190 people, and that there were six occasions when the Department for Transport misplaced personal data, including the records of three million driving test candidates.

The grounds for KHOODEELAAR! rejecting that lie include the fact that the ‘Crossrail Bill’, that was given the routine ‘Royal Assent’ rubber stamp on 22 July 2008 [thus making it the ‘Crossrail Act’ in foremnal terms only] was passaged through BOTH ‘Houses’ of the UK legislature [!!!!] without the contents, the purpose = the true purpose - and the implications on the ordinary people and the communituies acriss London and beyond in the UK being contstitutionally examined to see if they were compatible with the European Conventon for the Protection of Human Rights and Fundamental Freedoms [ECHR]. The UK is constitutionally obliged to make sure that Bills [that is draft legslative measures] are comptaible with the ECHR. The ‘Crossrail Bill’ was not compatible with the ECHR. How? Because 100s of instances have been cited by KHOODEELAAR! alone showing that the ‘Crossrail Bill’ was not compatible with the ECHR. It follows that the ‘Crossrail Act’ is not compatible with the ECHR. The people who have obkiectedto the incomptabilities, the uncoisntality of the ‘Crossrail Bill’ have, in proinvcile, been represented in the KHOODEELAAR! Analytical, campaigning action that continues to this day.
