Firms forced to make way for Crossrail today began a campaign for fair compensation as they accused the developer of treating them "disgracefully".
More than 60 businesses in Dean Street, Soho, have been thrown out with three months' notice to allow buildings to be demolished.
They claim they had to fund their moves - costing more than £200,000 in some cases - out of their own pockets as Crossrail would only pay compensation once they could show expenses receipts.
The businesses say the money they were offered was as little as a quarter of their costs.
Some companies have closed because they could not find the cash to move or find new premises in such a short space of time, while others that have relocated are struggling with the financial hit.
Fewer than 10 businesses have so far reached a financial settlement with Crossrail and 13 have signed a letter to Mayor Boris Johnson calling on him to "intervene urgently" and support firms fighting for fair compensation.
Mark Gregory, 48, managing director of PR firm PHA Media, who signed the letter, said he spent £180,000 to move to Wardour Street, but that Crossrail offered to pay just £43,200, 24 per cent of the cost.
He said: "It's disgraceful how they're treating us. We just had three months to find a new place, which meant a real scramble.
"We'd been told we would have to move but you can't do anything until you have a date confirmed. With so little time, it's been hard to cope and ensure we didn't take our eye off our customers in the middle of a recession.
"Businesses are being asked to pay huge sums up front to cover their moves. The impact on cash flow is devastating."
PHA Media claims neither Crossrail nor Transport for London, which assesses claims, has given a clear explanation for why their compensation is so low.
Marketing firm Creativebrief, also petitioning the Mayor, spent £120,000 moving to Regent's Place but Crossrail has offered just £49,000, 41 per cent of the cost.
Managing director Paul Duncanson, 52, said: "Our compulsory purchase order agents have been in this industry for decades but they've been absolutely shocked by the draconian stance TfL and Crossrail are taking.
"When I asked Transport for London to explain why they were offering us so little, they told me they were 'too busy to provide detailed responses'. How can that be justified? It wasn't our choice to spend time and all that money finding and refitting a new building in the middle of a recession.
"We're more than £70,000 out of pocket. Crossrail's behaviour is threatening hardworking business that are paying taxes and contributing to the economy. It's madness."
The Federation of Small Businesses, which represents 215,000 companies, has backed the campaign.
Spokesman Stephen Alambritis said: "Crossrail knows full well how difficult it is for businesses to take such a hit to their cashflow during the current climate."
Between 190 and 240 businesses will be forced to move as the £16billion east-west London rail link is built.
The 11 other firms that signed the letter are Donelli shoes, Cornish Bakehouse, GHA Group, Spoke Films Ltd, Greene King, Neon, Jellyfish Pictures, RedVeg, New Media Law, Short Films and Harvest Digital.
A spokesman for Mr Johnson said: "The Mayor is determined that these businesses be treated sensitively, fairly and responsibly."
Crossrail said: "Every case is dealt with under the National Code of Compensation.
"We estimate the cost of relocating a business and pay 90 per cent of our valuation after a valid claim is received." It said it then negotiated the remaining 10 per cent.
Facing closure after 25 years

Estimated cost of move: £300,000 -too high for him to afford up front. He has been forced to close his Dean Street store after 25 years.
Compensation: He has been told the maximum he will receive is his net profit for the last five years.
"I've had to close the shop, which has been emotionally devastating.
"I'd planned to run this shop to support my family for many years to come. A major chunk of my income has gone permanently. It feels completely unjust. This is a £16 billion project but they are providing completely inadequate compensation," he said.

"We were absolutely shocked when we realised how little assistance Crossrail was offering. They gave us no help finding new accommodation. We expected a government relocation fund, money paid in advance, even if it was the bare minimum to cover moving costs.
"This is a huge, partly publicly-funded project. You would think there was sufficient money in there to compensate businesses properly. We're not out to make a profit. All we want is the money we've had to pay out. Everyone I know has been absolutely appalled."

Institutions see a nation through the hard times. The Government, Parliament, the Press, the legal system, the defence services, the police, the health service and the Monarchy provide a national focus that helps individuals to survive national crises.
That is true of financial affairs as well as the crises of politics or defence. It is true now of the banking panic.
The first question everyone would like answered is whether the banking crisis is over. Technically, it probably is; in reality it is not.
In technical terms, most countries other than Britain have resumed some economic growth, though at a much lower rate than they enjoyed in 2007 or earlier. Britain will probably have resumed a slow rate of growth in the last quarter of this year and will continue limping towards growth in 2010.

But the real question is: has the world economy genuinely recovered? And also: has confidence been restored? Last week's crisis in Dubai suggests it has not. Dubai looks unpleasantly like a Middle Eastern Iceland in which, unfortunately, British banks have invested some £30billion.
This is indeed a deferred cost of the great financial and property bubble that preceded the crash of 2008. Then too much money was pumped into speculative ventures, whose values have collapsed. It could be many years, if ever, before the real-estate values of Dubai recover their pre-2008 levels.
Much of the debt, including the debt owed to the British banks, may never be repaid. The concept of development for Dubai, which is not a major oil producer, was to create a property boom on borrowed money.
This was only a bankable idea because there existed a global excess of funds. Dubai was the victim of a flood of money, just as much as Ireland or Iceland, or the sub-prime housing market in America. Unfortunately, Britain's close relations with Dubai meant that it was British banks who carried a large part of this shaky business.
This will prove to be only one of the aftershocks of the banking crisis. The 2008 crash, which brought down Lehman Brothers, was not Britain's fault, though Lehman Brothers did a great deal of business through London.
One can regard the failure of Lehman Brothers as very similar to the failure of the Knickerbocker Trust in 1907. Banking panics destroy the creditworthiness of banks, which has to be restored one way or the other.
In the development of a bubble, standards of creditworthiness are bound to be relaxed. Banks make their money by borrowing and lending, in good and bad times. In bubbles there is little difficulty either in borrowing money when asset values are rising or in lending money to willing borrowers.
When panic strikes asset prices fall, no one is keen to lend and only the desperate want to expand their borrowing. As the old saying goes: cash is king.

ALEX BRUMMER: Dismiss this new Dubai crisis at your peril
A week ago the world believed, or hoped, that the recession had ended, and that normal banking business could resume. In fact, that has not yet occurred. Bankers have remained keen to strengthen their own balance sheets by borrowing from public funds but have been reluctant to lend - even to good clients.
If the situation had indeed returned to normal, it should be easy for a small businessman to walk into the local branch of his High Street bank and arrange a loan facility as a routine matter of business. The panic has somewhat abated, but complaints are still heard that sound, small businesses find it hard to borrow.
Banking is one of Britain's essential economic institutions. Our economy depends on bankers for our finance just as we depend on soldiers for defence. Yet soldiers do not expect to be paid in millions of pounds, regardless of the results they produce. There is something wrong with a banking system that pays bankers in millions when they have lost money in billions.
In February 1989, I was writing a weekly column for The Independent. A speech was made in the City that included what I thought were exceptionally sound observations on the ethical basis of finance.
'The 30,000 who come to work in the City are reaping the benefits of the reputation for honesty, integrity and fair dealing which has been created by generations of their predecessors. That sort of reputation is beyond price... Free and open markets may be the key to financial success, but if they are to operate fairly and honestly someone has to write the rules and see that they are rigidly enforced... Rules and structures may be important, but much more important are the unwritten rules and the will to abide by them. In the end it is the loyalty and good sense of the citizens themselves which make the whole system work.'
In my column I wrote: 'What worries people about the City is the suspicion that it will only obey written rules, that it has lost its sense of unwritten rules and the will to abide by them.'
If that was the case in 1989, it is certainly the case in 2009. The City used to operate on a much less legalistic basis than Wall Street; the City's code was based on one's word being one's bond.
One concept, which the bankers of my youth accepted, was the overriding duty owed to their clients. A banker used to be a professional adviser with all the commitment that implies. That old relationship needs to be restored.
The 1989 speech was made by the Queen. She was applying to the City the standards she has applied to her own role as Monarch. That is a compliment, but it is also excellent advice.
Perhaps she could be persuaded to become a special adviser to the Bank of England; after all, her head is on all the coins.

This weekend, we notice the UK Con Party having a go at their current frontbencher on transport in the House of Commons. They are having a go at Theresa Villiers because she is refusing to utter like a moron the zombie lines that the touts of Big Business in the Palace of Ghostsminster are expected to utter and express their allegiance to the authoritarian cult controlling the Executive and the shallow Parliament in Britain propelling the agenda behind the CRASSRail scam.
Villiers may yet be overwhelmed by career considerations before any scheduled general elections in the UK and she too may come unplugged just like the Lib Dems’ Vince Cable did [at Bethnal Green on 15 October 2009, as we have been exclusively reporting and dissecting] on where she and ‘her Party’ stood on the crass Crossrail.
As we have been showing since 2004, the peddlers of Crossrail are irrational and dishonest. And they are at it again inside the Dave Cameron Con Party as they have been inside the Vince Cable Unplugged Party. Just as they have been inside the Blaired Party!
Do the over-the-top-macho-byting UK Con Party ‘bloggers’ realise that it is still early days to utter as if they have ‘got back’ ‘in power’?
If there is any UK Con Party blogger who still has some semblance of familiarity with reality then they are not showing. Most of the UK Con Party bloggers are die-hard reactionaries and intolerants who will not make society better at all of they are the ones that grab the pillars and hold the posts come an actual election letting them in.
And notwithstanding the latest display of idiocy in asking the Rees-Mogg family to tone down their own brand of brazenness, David ‘Dave’ Cameron is not showing real signs that he will mend ‘the broken society’.
The lunacy that the UK CON party is showing is not going to bring an end to aggressive postures internationally nor is it going to make things rational domestically.
Not if the idiotic frenetic zealous fanatic subservience to the Military Industrial Complex and the dictates of BECHTEL disguised as ‘electorally trendy’ [now that one we shall examine in some detail soon] ploys is anything to go by.
And the pathetic shamelessness in the UK Con Party – which is still gloating of Thatcher and her jingoistic records at home and abroad – posing as the Party of ‘mending society’ via the ‘offices of IDS’ cannot be got across without actually remembering how that Party broke society in the past and how it will smash what remains of society in the future.
How is that going to be proven?
Take a look at ‘Dave’ ‘Eton-Bullingdon Club’ Cameron’s treatment of David Davis in June 2008. Davis was the Party’s Home Affairs front man in the UK House of Commons when he made the startling announcement that he was quitting as an MP and seeking re-election as a tangible protest against the erosion of civil liberties and other attacks on society. What did ‘Dave’ do and say? He DISTANCED himself from Davis and said as much as he could to confirm his distance. His main sentence uttered within minutes of being told that Davis had actually held an impromptu ‘News Conference’ at an entrance to the ‘Palace of Westminster’ outlining his reasons for resigning, was about his [Eaton-Bullingdon Club ‘Dave’] priority of ‘leading the Party’!
NOT one word about the core cause that Davis had cited.
And in the weeks that followed that and throughout the period of the by-election chatter, neither “Bullingdon Club’ Dave nor any of his cohorts found the time or the reason to elaborate on the Davis 'manifesto'.
The UK Con Party ‘led’ by Dave [!!!!] Cameron said as little as they could manage without coming across to the lowest common denominator of the brainwashed members of the electorate that they were in fact condemning Davis for daring to question the authoritarian trend in UK society which G Brown was aggravating and backing.
It is not a surprise then that the same Cameron gang BACKED the CRASSrail scam in BOTH Houses as it was passaged and massaged against the evidence. That the CRASSrail scam is exposed even by the OTHER ‘rational’ utterances on ‘economics’, and ‘finance’ by Cameron’s gangsters is not an irony that either Cameron or any of his gangsters is capable of noticing.
IF the Cameron gang do get in after any scheduled elections, one thing will definitely get worse: any so-called ‘parliamentary scrutiny of the executive’

KHOODEELAAR! campaign organiser Muhammad Haque said on the London SPECTATOR magazine web site on 16 January 2009 how Tower Hamlets Council and the agenda of Gordon Brown were letting down the people in the East End of London.
This is the full texts of the piece that appeared as a Comment:
"Muhammad Haque January 16th, 2009 3:55pm Yesterday's [Thursday 15 January 2009] GCSE results have shown again that Tower Hamlets Schools are continuing to fail the pupils and the community.…. The East End Borough of Tower Hamlets is thus guaranteed to remain ‘qualified’ as ‘the most deprived borough’ in the country - a description published by the Times newspaper [and web site] last year attributing that to the then ‘leader’ of the same Council.
I spoke to the ‘full Council’ when it sat in that mode, formally, on 17 December 2008.
I did that to argue against Crossrail which I have been calling as a creator of poverty. Tower Hamlets is next door to Newham.
And so far as I can see, there has been NO statistically or socially or economically significant or citable JOBS created for the ‘ordinary people’ of and in Tower Hamlets by the 2012 Olympic Games Hosting programme. When I spoke to Tower Hamlets Council as it sat as ‘full Council’ [17.12.2008], I cited the fact that Gordon Brown’s regime had been advertising in Polish publications for specifically skilled recruits for Crossrail work to be carried out in Tower Hamlets.
I pointed out that local people of all backgrounds in the ordinary population in Tower Hamlets were not going to get the jobs because they did not have the requisite skills.
I contrasted the advertisements in the Polish media to the absence of corresponding adverts in the ‘local’ ‘East London Idiotiser’ [‘Advertiser’] that circulates mainly in and around the Borough of Tower Hamlets.
That omission I linked with the failures of the local schools and related institutions and agencies in Tower Hamlets.
I addressed a particular member of Tower Hamlets Council who had asked me to explain how Crossrail would CAUSE or create poverty in the Borough. As time was limited to only a couple of minuets for me to give that answer, I later asked that Councillor through his office in the Council, to get in touch with me so I could give him more evidential information on poverty and jobs and how Gordon Brown’s propaganda about creating jobs in the East End of London through Crossrail and the 2012 games Hosting was totally false and misleading.
It is a full month since then.
And I have not heard from the councillor. I also spoke to the current holder of the post of ‘leader’ of Tower Hamlets Council the same evening [17 December 2008] and asked him to answer the charges that I had been making about the Council's failures on jobs in the Borough in the context of my address to the ‘full Council’. He promised to get back to me soon. I have not heard from him.
It is absolutely important to put on the record the fact that regardless of their ethnic backgrounds and affiliations, the local Councils in and around the Stratford site of the 2012 Games and in the affected parts of London Crossrail are not behaving in response to the facts on the ground.
They are, as the ‘local authorities’ living in a world of spin where they move or not solely on the basis of whether their actions will keep them in post or not.. The future of jobs and social cohesion is not being made at all secure by the over the top reliance on spin that Brown has become hooked on.
Nothing that Gordon Brown has said today about Stratford makes any sense at all as far as the economic and the social lives of the majority of the ordinary people in the East End go.
And the less Tessa Jowell says the better. She evidently [by her promotional slots allowed here by the BBC this morning] does not recall Ken Livingstone actually boastfully admitting on the BBC Question Time ‘Mayoral election’ special’ shown in April 2008 that he, Livingstone, had LIED to get the ‘London Bid’ done so that the UK Govt would spend so much money in that East End area...
The evidence of Canary Wharf shows that only because there is a fast and concentrated set of buildings done in a formerly derelict area that the ‘immediate’ locality and the population would benefit.…..
There has got to be a qualitative and quantum shift away from the degenerate ’thinking’ that Ken Livingstone epitomises and the superfluous spin that Gordon Brown has become indulgent on...
The shift has got to be way away from party political, partisan or electoral considerations. If society matters, if people matter then that priority has to be seen in the actual policies...
Those policies are far from present in the current packages on offer from any of the power-wielders at any relevant level.

Subcontractors have fiercely criticised the system being used to dish out work on London projects including the 2012 Olympics and Crossrail.
As procurement of specialist contractors for the Olympics project reaches a crescendo, Olympic Delivery Authority head of procurement Morag Stuart faced a barrage of anger from subcontractors at a briefing last week.
Bidders said so many firms were able to score maximum marks through CompeteFor that main contractors were often reduced to picking a shortlist at random.
Other complaints included that contracts disappeared after expressions of interest were submitted, and were even re-advertised after a competition had closed.
One told her: “I’ve come across opportunities on CompeteFor that are empty shells. They are posted, we respond, then two weeks later we get an email saying we didn’t make them – but there was never even any information about what they were.”
Another said: “We have had a lot of bad experiences. The CompeteFor criteria are supergeneric, contractors just fish through the entries and use who they were going to use anyway.”
He added: “We have seen opportunities appear on CompeteFor after we have lost out on them – and we are talking contracts worth millions of pounds.”
Another firm, which said it had experience on the 2008 Beijing Olympics and 2010 Vancouver Winter Olympics projects, said: “How we were not shortlisted for some of these opportunities in London 2012 is beyond belief.
“I am disheartened by [the system] – is it just luck whether you get the chance to bid?”
Ms Stuart said that in one case up to 200 bidders had scored 100 per cent on CompeteFor, so the client chose five at random to tender.
The ODA has more than £1 billion of construction work yet to hand out for the Games. With the main structures developing at pace, a deluge of Tier 2 contracts is expected to hit the market in the next month or so.
A total of 10,000 Olympics contracts are expected to pass through CompeteFor, and more than half of these are yet to come.
About 150 Tier 2 deals are expected on the Athletes Village alone. Carillion is expected to place 14 contracts on the portal for the Media Centre; Sir Robert McAlpine is anticipated to have 16 for the main stadium; and Balfour Beatty is forecast to put 11 packages out on the Aquatics Centre.
Speaking at the CN-organised event, Ms Stuart defended the ideas behind the system but conceded that it was not perfect. “We do understand some of the feedback we get, and are looking at what we can do to the system. Any serious ideas are welcomed,” she said.
She also insisted contracts should not be reappearing and that she would look into any instances of this.

When Andreas Whittam-Smith gloated of his ‘Independent’ in that stupidly infantile ‘catchphrase’ ‘It is. Are you?’ the gloating assault constituted a serious immorality.
For nothing in Whittam-S’s RECORD had warranted that gloat. What is worse, the cheer-leading fellow-travelling fakers of ‘Fleet Street’ in that now ridiculously vintaged decade in London, knew that they were peddling a lie as they engaged in that sick season. It was intolerable to witness the obscene gloating and placing of Whittam-S’s boast.
Nothing in the sickly ignorant ‘newspaper’ justified that gloat. Not in the year of its launching and not since.
And despite the marginal ground for tolerance created by one or more offspring of Claud and Patricia Cockburn, the Independent continues to remain moribund and aimless.
The depth of the aimlessness is in the facts of the peddling it keeps doing,. Bechtel, the real force behind the Crossrail scam could not have wished for a more pliant supplicant.
Whittam S’s ‘professional, journalistic [!!!!]’ epitaph should be written in an original confession and a LASTING apology to all the people who were ever taken in by the original lie.
The immorality the crassness and the corruption that the Independent now typifies is of course the tip of the iceberg of lies, fraud and deception that is ‘Fleet Street’.
Contrary to the mythology now being peddled by Paul Dacre [who is in effect helping to sink the Whittam-S title by ‘hosting’ it so ominously] about a ‘free press’, the story of ‘Fleet Street’ is the story of the ‘Street of Fraud’.
And the latest round of lies being promoted as ‘news’ and ‘fresh news’ by the Independent about Crossrail’s debts – in fact Transport for London’s ill-conceived act of incompetence shows that not only are the CRASSrole-players in denial but also that those who ought to know and who are supposed to be there to hold these peddlers to account are sleeping too.
And that includes the likes of Mike Tuffrey on the awful London Assembly of sleepwalkers.
Tuffrey is the one who almost regained consciousness a few months ago around one or more forgettable mishaps attaching to the chief tout of Big Business Boris Johnson. But as is historically the case, Tuffrey vanished again. Back to the safety of the hole of ignorance non-commitment that he has made a career in.
How else could Tuffrey’s lot let the likes of that transparent faker Val Shawcross appear almost thoughtful?
Transport is the big looting arena. And the looters are robbing the London public daily. Yet none of the paid placemen and women is upto the job of exposing them. They are not even able to notice what is going on.
And that is where the latest lie for Crossrail is being allowed to gain plausibility before it becomes almost accepted.
The lie that getting the public more into debt is an achievement!
What kind of economics is that!
How is that a world class act?
Unless of course like everything else about Crossrail, they really mean World CRASS?

According to a report carried on the ITV London Tonight programme last night [Friday 20 November 2009], the disease is ruining the business of the local paid-for printed newspaper the SOUTH LONDON PRESS [=SLP]. KHOODEELAAR! TOLD LAMBETH people so! How? For years we have campaigned across London to hold the local ‘councillors’ to account to the local community. We even gave the benefit of our campaign findings and materials to the SOUTH LONDON PRESS to publish. And did they?
Most empoahtucally NOT…
What does THAT remind us of? Why UK Lib Dems’ Party’s OTT-hyped ‘deputy leader’ Vince Cable’s Chair’ of ceremonies as staged at the Oxford House in Bethnal Green on 15 October 2009, Malcolm Star********! Of course and his ‘local newspaper’ the East London Idiotiser… Contrary to the lame mythology broadcast in the package as fronted by ITV London staffer Phil Bayles, the SOUTH LONDON PRESS has NOT lived up to any record of its ancient past. It has been a long time since the SLP has broken a genuinely locally important story… The SLP is more like the East London Idiotiser than Phil Bayles may have understood as he let the mastheads of Council-controlled lies sheets roll past behind the image of his person facing the video cameras. Phil Bayles has scarcely much to be proud of by way of independent reporting of events in London. He is a placeman, of considerable years fronting bulletins on the London Tonight slot, who does what mechanically is orchestrated by his arrangers… That package he fronted yesterday was not new nor did it contain any news. Not really. We have been asking why the Daily Telegraph won't publish a report by Celia Walden into Boris Johnson’s brain. The question arises from the ‘role’ the Daily Telegraph has played in the reporting of MPs’ expenses claims and other fiddles. And it also arises from what Celia Walden herself said – or attempted to say – on the BBC News Channel ‘newspaper slot’ under the nervous and irrational interference and impositions by fronter Chris Ekin. The main link between this Walden [her father being George Walden, of the Daily Telegraph-backed UK CON party] and the Daily Telegraph, is the fact Celia Walden CAN delve quite factually and informatively into a subject if she sets her mind to it. We say this in the context of the recent jibes, which we consider sexist, about her looks and made by the “Private Eye” of Ian Hislop, the significantly challenged personality who has himself featured as a caricature in the Daily Mail’s political gossip column in the past few months. That Celia Walden is most probably better looking on any stage or platform than Ian Hislop in his BBC-paid-for attires cannot be held against her! ‘Shurely’ not, especially when it is recalled that Hislop’s professional ‘father’ Richard Ingrams, himself hero-worshipped the Telegraph’s Deedes and has promoted the Telegraph on every available excuse and opportunity for the best part of 50 years now. We have been asking why the Daily Telegraph won't publish a report by Celia Walden into Boris Johnson’s brain. The question arises from the ‘role’ the Daily Telegraph has played in the reporting of MPs’ expenses claims and other fiddles. And it also arises from what Celia Walden herself said – or attempted to say – on the BBC News Channel ‘newspaper slot’ under the nervous and irrational interference and impositions by fronter Chris Ekin. The main link between this Walden [her father being George Walden, of the Daily Telegraph-backed UK CON party] and the Daily Telegraph, is the fact Celia Walden CAN delve quite factually and informatively into a subject if she sets her mind to it. We say this in the context of the recent jibes, which we consider sexist, about her looks and made by the “Private Eye” of Ian Hislop, the significantly challenged personality who has himself featured as a caricature in the Daily Mail’s political gossip column in the past few months. That Celia Walden is most probably better looking on any stage or platform than Ian Hislop in his BBC-paid-for attires cannot be held against her! ‘Shurely’ not, especially when it is recalled that Hislop’s professional ‘father’ Richard Ingrams, himself hero-worshipped the Telegraph’s Deedes and has promoted the Telegraph on every available excuse and opportunity for the best part of 50 years now. UK Finance Minister [who is in post as part of a fish-market bargain with Gordon Brown rather than as a result of any achievement in financial accountability that he can be credited with] is in the Sunday media ‘news’ mainly linked to his next ‘regulation’ Bill. That Bill is bound to be another fake. There is nothing in its contents that questions the corruption that dominates the ‘financial sector’.
Alistair Darling is very much party to the culture that prevails. The ‘new’ Bill is another tinkering stunt. And it is a tinkering stunt because Darling – and his formal boss G Brown- cannot see the fundamental flaws of the financial fraud culture. When the main culture is based on fraud, no amount of talk about dealing with fraud and abuse and greed can be taken as real. It must be a tinkering stunt. It must be fakery. And so the latest ‘Bill’ as flaunted by Darling will prove to be.
Darling also suffers from the deep ignorance about ‘society’. And about inequality. And about employment and its alleged opposite.
Human rights is a phrase that is often used - mostly abused in the political ‘discourse’ [What! More on that later] – in Britain without either word being really recognised. Let alone respected.
Hence the routine regular hysterical rejection of the fantasised ‘cost’ to the Uk economy of ‘too much human rights’ in ‘the law’.
This hysteria is contrived. But it ‘works’. It has the effects that are intended by those who contrive the hysteria.
The masses DO experience aggravation aimed at the unknown but imagined millions who are perceived to be abusing the allegedly generous human rights licenses available in the country….
This is a deep fakery that Alistair Darkling and Gordon Brown and others in the show cabinet profit from.
As do their opposite numbers on the so-called opposition front benches.
From the specifically financial topics, measures and stunts to the generally economic, the ‘Government’ or the ‘Treasury’ positions are echoed by the supposed Opposition.
There is neither any evidential reason nor indeed any logical reason for this to be necessary. Let alone unavoidable.
So why is this so?
Because there is a tacit agreement both between the Govt and the Opposition but also between those two ‘elements’ and the so-called mainstream meeja in Britain.

As typified by the allegedly exclusive report being carried first by the SUNDAY TELEGRAPH today.
Contrary to the currently [still recognised] suggestion that the DAILY TELEGRAPH newspapers have ‘led’ the way in focussing attention on the widespread sleaze and corruption by MPs [and to a much lesser extent ‘Peers’] the truth is that that Meeja group has not really done an original job. It was the only one to accept the information given it by a ‘source’ now most widely identified as being one employee [called ‘civil’ servant!] inside the very department that dishes out the dosh to the MPs [‘etc’].
So where would the ‘discourse’ [what a joke – there is NO DISCOURSE in Britain. It is frozen] [see our latest commentary on the subject earlier on Saturday, centring on the CPGB’s ‘Morning Scar’ and the anti-democratic, turgid role it plays] be without ‘that spectacular work by the Telegraph’!
The ‘discourse’ would be exactly where it is at this weekend.
Frozen.
And the frozen state is nowhere more illustrated and typified than in the grotesquely offensively supplicatory, ignorant, backward, Andrew Marr slot.
That name could not be more appropriate.

We also reject the CPGB daily the Morning Scar’s shallowness on this. Although we have recognised the fact that they too are against what Denham announced on Friday [13 November 2009] about funding local Councils under the false banner of reducing poverty and deprivation, we find the Morning Scar as ignorant on the whole package as the Scar has been on all major political events in the UK throughout its turgid history.
Why we are spending space on ‘attacking’ the ‘only daily newspaper of the Left’ in Britain?
Answer: For that precise reason.
If indeed it is the only daily newspaper of the Left in Britain then that newspaper has got to be of high standard.
But the Morning Scar does not have standards.
Far less high ones.
It is, in its own turgid corner just as backward and ignorant as all its less frequently published ‘rivals’ are [and have been and appear condemned to remain] in the other parts of the alleged left trading in Britain today in THEIR turgid corners, bunkers and holes.

Answer: For that precise reason.
If indeed it is the only daily newspaper of the Left in Britain then that newspaper has got to be of high standard.
But the Morning Scar does not have standards.
Far less high ones.
It is, in its own turgid corner just as backward and ignorant as all its less frequently published ‘rivals’ are [and have been and appear condemned to remain] in the other parts of the alleged left trading in Britain today in THEIR turgid corners, bunkers and holes.
It follows that today’s edition [as written and dated on 13 November 2009] of the Morning Scar fails to expose John Denham’s corrupting package.
One additional reason underlying the Morning Scar’s abyssal conduct may not be all that distant from the fact that Harriet has now set up Her Man, Jack Dromey to hopefully join the likes of Denham in the UK House of Commons. There is no likelihood in a million years of the CPGB Morning Scar even noticing this sort of abuse. Cash for councils a 'sinister' initiative

Housing campaigners and left economists on Friday condemned a "sinister" government initiative which ties financial sanctions against the unemployed into its latest aid package.
Communities Secretary John Denham claimed that the funding of £40 million, which will be spread among 61 local authorities, would help up to 70,000 families.
But Mr Denham also warned that the new government proposals would see tenants "risk financial sanctions like losing benefits" if they did not take up job offers.
Mr Denham wants to use social landlords including housing associations as "a doorway" for council-led agency interventions to convince people they can be better off financially in work.
Despite unemployment figures topping nearly 2.5million with only 428,000 vacancies in the economy, the Cabinet minister admitted that the priority was to "reduce the burden placed on state dependency."
LEAP coordinator Andrew Fisher said the proposals had "sinister" connotations and called on the government to increase benefits.
"Housing is a right, and should not be contingent upon jumping through the latest hoops set by ministers," he said.
"Rather than its ongoing obsession with portraying the unemployed as a feckless mob who need sanctioning, the government should increase the appallingly low level of benefits to give people the dignity they deserve when unemployed."
A Defend Council Housing spokesman said he did not believe that housing associations were best placed to assist people in finding work.
"We have heard all this before," he exclaimed.
"The whole notion of this policy rests on flawed assumptions that all council housing tenants don't work, when many do."
"Council tenants or social housing tenants want authorities to focus on providing clean and safe housing for them and their families."
The spokesman called on the government to instead use the money to fulfil its manifesto commitment to provide a decent home for all by 2010.
"There are 5 million people on the council waiting lists. There are thousands of acres of undeveloped land. Given the housing crisis, it is a no brainer," he added.
The extra investment has been earmarked for councils who have among some of the country's highest unemployment rates and deprivation.

Campaign and in March this year, said that the Govt could – should - scrap Crossrail [as a number of wasteful ones] to avoid the massive public sector debts [Others, including the ownership-changed London EVENING STANDARD and the ECONIOMIST magazine followed quite a bit after Nigel Nelson’s own column...
We here also refer to the column published in the London EVENING STANDARD on 30 April 2009 by Simon Jenkins. He too called for the scrapping of Crossrail. We have already referred to that item on several contexyal occasions and we will return to it in due course again] …
Little did Nigel Nelson know [when he wrote his first column that had in it a call for scrapping Crossrail] that Gordon Brown would THEN go into deeper debt and plunge Alistair Darkling into a sea of public sector borrowing of unprecedented size and burden…
Neither Nigel Nelson nor the official Opposition in the UK 'Parliament’ could have foreseen just how bad the debts burden was going to be… And being a reasonable craftsman, Nigel Nelson has not discussed the matter in quite the same way that he did that first time. So here is a possible, mild-mannered resumption of what Nigel Nelson might say this weekend:
“I even told how Alistair Darling could spare us the £25,000 debt burden. I published a list of wasteful scams that could be chopped. Crossrail was one.
But alas Alistair Darling would not follow sound advice. He has since shown that he too is heading for the hole.
One much bigger than the Crossrail hole so effectively highlighted by the Khoodeelaar! Campaign of the past 6 years or so... One of these days, I am going to do the unthinkable for ‘Fleet Street’ and actually publish in my own paper SUNDAY PEOPLE the truth about CRASSrail.

Every British taxpayer faces a debt of £25,000 to pay for Alistair Darling's borrowing binge.
New forecasts say the Chancellor needs to splash out £704billion on the nation's credit card over the next five years.
That will leave each taxpayer with a bill equal to the current UK average wage, say economists Ernst & Young.

And it will be FIVE times the amount of debt run up over the last five years, which worked out at just £5,000 per taxpayer.
The predictions from forecasting group the Item Club say Mr Darling will need £180billion this year alone, exceeding his own estimate by £62billion.
They are so significant because the Item Club uses the same forecasting model as the Treasury.
Shadow Chancellor George Osborne said: "This is the worst fiscal mess any British government has created in peacetime.
"Tax receipts have collapsed but there is a great deal of scope for spending restraint."
Lib Dem Treasury spokesman Vince Cable added: "Spending will rise sharply over the coming months as unemployment surges.
"And the steep fall in output will continue to reduce tax revenues."
Last week the International Monetary Fund said the UK will have to borrow 11 per cent of national income this year, the most of all the world's top G7 industrialised nations. Ernst & Young say it will be 1.6 per cent WORSE.
Item Club chief economist Peter Spencer said: "The outlook is bleak. The Chancellor must present an unambiguous plan for restoring the public finances to health.
"We are all going to find ourselves paying a lot more tax once the recovery begins and our children will be paying that tax for a very long time to come."
The researchers say Mr Darling must now pump more cash into manufacturing to save jobs.
In April's Budget he is expected to cut taxes to encourage spending, as The People said last week.
But once the recession is over the Government will have to claw the money back. And we have some suggestions, see right, for doing it.
For instance Mr Darling could RAISE tax by 5p, SCRAP the Crossrail plan for new London train links or SUPPLY school meals free to cut obesity in kids.

Put VAT up to 25 per cent £240 billion
Cancel Trident missile defence £25 billion
Nationalise the banks £44 billion

Why did the BBC Politics Show carry that report?
The simple answer is that that week in March 2006 was one of several defining moments in the past [almost] 6 years of the KHOODEELAAR! Campaign in defence of the East End of London.
Two practical factors were at play: One the Khoodeelaar! Campaign had just announced final arrangements to actually file High Court action against the then UK Transport Minister Alistair Darling [who would have been sued on 27 March 2006]. Two the 2006 ‘local council elections’ were just over 5 weeks away.
The contextual importance of that time was also linked with and followed from the international publicity the Khoodeelaar! Campaign had achieved in the previous two months.
People in the UK were aware of the Khoodeelaar! Defence of the community in the East End of London as against the powers and the resources of Big Business and of their stooged UK government bureaucracy.
The Khoodeelaar! Intervention in the ‘local council election campaign’ was conducted in such a way that the corrupt clique on Tower Hamlets Crossrail hole-inviting Council read – MISTAKENLY – that Khoodeelaar! was about to take part in the election by FIELDING candidates of its own and thus threatening the petty careers of any number of cliquester-councillors on Tower Hopeless Council. That misreading by the clique was not their only serious mistake. They misunderstood the Khoodeelaar! Campaign and sought to treat it as ‘another campaign’.
By that they meant that Khoodeelaar! was a campaign [any other campaign that the corrupt Council had been used to...] to make petty or any sort of career for its organisers. So the Crossrail hole-inviting Tower Hamlets Council controlling clique tried to stage a coup, trying to bribe certain members of the community. They failed…The Khoodeelaar! Campaign collected organisational and ethical reinforcements and on that basis mounted the constitutional law legal challenge intending to bring out Alistair Darling and force him to answer charges in a Court of law.
One already long standing question that Khoodeelaar! would have asked Alistair Darling to answer in court was to do with his assertion on record [Hansard 22 February 2005] that the contents of the ‘Crossrail Bill’ that he formally tabled in the UK House of Commons on that date [22 February 2005] were ‘compatible’ with the [European Human Rights] Conventions.
The other key question which Khoodeelaar! had asked, typically exclusively as the evidence shows on the ‘Crossrail hole agenda scam as packaged and passaged through the UK Houses of Parliament’, was to do with Alistair Darling’s mis-use of his powers as the cabinet minister in the UK Govt. in making available £100 Million of UK public money to the Transport for London and the then contrivance CLRL under Section 6 of the particularly corruptly passaged ADDITIONAL legislation the ‘Railways Act 2005’ .[To be continued]

Khoodeelaar! Told you so! The scenario of a CANCELLED Crossrail…
And in effect reviving what Vince Cable had said in September...that Crossrail was NOT a priority for the UK Lib Dems if they were sited anywhere near the configuration of 'power' in a post election regime in Britain. The ‘spin’ put behind the Norman Baker floatation of ‘fears’ about the COST OF CANCELLING Crossrail is typical of the ‘New Civil Engineer’ and assorted other construction trade organs.
They have now reached the point of admitting that Crossrail is a wasteful diversion in the economy but they can’t get the message. They are still in denial, as Norman Baker seems to have become.
For Norman Baker, the experience must be quite something. Given that he has set himself up as a sort of inquisitive MP keen to hold the executive to [at least] some account, Norman Baker’s peddling role for the CRASSrail agenda pushers does not fit his recent profile…

Contextual update on 'proceedings in Parliament' about Crossrail on the same day when Vince Cable was shown up – a few miles to the east from the Palace of Ghostsminster- as a Mr Bean on the subject during his ‘celebrity’ appearance on a Lib Dems party-organised ‘public meeting’ held in Bethnal Green, at the Oxford House in Derbyshire Street London E2.
The IRONIC thing is that the 'written question’ in the House of Commons about Crossrail scam funding was put to the Crossrail agenda-carrying stooges in the UK 'Govt' [DAFT ‘Department for Transport’ = DfT] by Norman Baker, a 'co-league' of Vince Cable’s on the ‘Parliamentary’ Lib Dems Party ‘front bench’.
The written question was answered in predictably glib and unforthcoming style by the stooged bureaucrats. Apart from the glibness, the ‘written answer’ also lacked substance. It failed to answer the main queries in Norman Baker’s question.
However, in the texts as published by Hansard, there is a most telling admission that the CRASSrail scam-peddling elements were not willing to come clean about who was really doing what with how much money.
They hid behind the alleged commercial factor/s.
Which is to say that commercial interests of elements supersede the assumed constitutional sovereignty of the UK Parliament.
Which is why we have been calling the scam CRASS!

Mr. Khan: Crossrail Ltd. (CRL) is delivering Crossrail on behalf of both Project Sponsors (the Department for Transport and Transport for London) and has spent £401 million in relation to the construction of Crossrail (excluding recoverable VAT on land and property purchases) since the granting of Royal Assent on 22 July 2008. In line with undertakings given to the House, expenditure from this date is reported annually, and I refer the hon. Member to the first of these statements, made to the House on 16 July 2009, Official Report, columns 80-81WS.
The profile of direct expenditure by private sector partners is a commercial matter for those partners.
The Crossrail funding package, announced by the Prime Minister in October 2007, is designed to strike a fair balance in securing financial contributions from all those who will benefit from the scheme—Government, businesses and passengers.
Central Government, through the Department for Transport, have committed £5.1 billion of direct funding to Crossrail, which amounts to approximately one third of the funding package, in line with the estimated costs of construction of £15.9 billion.
Private sector commitments to Crossrail include a number of commercial agreements with private sector companies to provide contributions to Crossrail, given the benefits which will flow to businesses as a result of the scheme.
These include agreements with Canary Wharf Group, City of London, Berkeley Homes Group and BAA, as well as wider contributions being made through Business Rate Supplements, the planned Community Infrastructure Levy and Section 106 developer contributions. This is because of years of evidence that we have published showing that CROSSRAIL was crass because it was being peddled LITERALLY at the expense of existing transport infrastructure in London.
We are going to continue to show with updated evidence that the Crossrail holes scam agenda is not intended to 'benefit' the ordinary people and the community in the East End of London.

That it was COLLUDING with the PCC!
Now the Guardian claims to be in a 'fight' to make the PCC do its job!
We told the Guardian on many occasions. And we did so on the World Wide Web for years.
In fact our diagnosis of the Guardian’s mala fide role has been consistently chronicled and has been vindicated on each and every occasion.
As has our diagnosis of the Guardian-colluding Press Complaints Commission.
Yet we find ourselves this Monday morning 9 November 2009 faced with a confession by the same lot on the Guardian that had been denying our assertions about their role and the fact that the PCC was a poodle outfit for Big Business media now admitting that we had told the truth. After all.
The Guardian web sites do not carry the confession saying in words that the AADHIKARonline publishing the findings and the reports of the Khoodeelaar! Campaign has been vindicated once again.,
But the contents of the Guardian’s reports on the PCC in effect constitute that vindication and that acknowledgement.
We start this long overdue updater diagnostic report [at 0600 Hrs GMT Monday 09 November 2009] by taking each component of the PCC and the UK mainstream Media lying operation in context and one at a time.
The ‘dedication’ by the Alan Rusbridger-Polly Toynbee Guardian is being published on the Guardian’s websites after the Press Complaints Commission [=PCC] in London rejected the Guardian’s recent and earlier claims about Rupert Murdoch’s employees in particular on the ‘News of the World’ [the Sunday version of the SUN, with even more personal stories than the SUN carries with sex-related innuendos and alleged exposures etc etc] that they were tapping telephones of people including those of Mps and assorted celebrities and people in the so-called public life.
The Khoodeelaar! Campaign against “Big Business scam agenda Crossrail” has been issuing periodic complaints against the ‘local’ East London Idiotiser [that goes by the trade name of ‘East London Advertiser’] for several years now. In fact our complaints began in the context of the campaign against Crossrail in late 2004. That was when the then ‘editorial’ ’regime’ at the Idiotiser continued its own ‘tradition’ of publishing lies.
As the community campaign in defence of the widespread economic, environmental and related Crossrail-attacks on the community, we had to rebut, reject and expose that lie.
The particular lie in the ‘East London Advertiser’ that we objected to in October 2004 was the assertion [as printed in their weekly edition of Thursday 28 October 2004] the title then attributed to a ‘leader’ of the Crossrail hole scam-inviting clique on Tower Hamlets Council.
The significance of the IDIOTISER’s lying decision can be recognised also from the fact the lie was carried on the same page of the ‘local’ ‘newspaper’, which had contained the longer texts and report about our first main street demonstration over the Tower Hamlets Council’s Crossrail hole-inviting role.
That demonstration had taken place on Friday 22 October 2004 in the street where the official ‘ward surgery by councillors’ from the Brick Lane area was based. That address is still the same today, Monday 9 November 2009.
On the day of the demonstration, Friday 22 October 2004, we learnt that the ’promise’ we had been given by a ‘leading’ local councillor that they would meet with our campaign in a bid to avert any public demonstration against them or against the Council, had been a sham one.
We were therefore additionally convinced that the defence of the area against the Crossrail hole scam agenda attacks could not be assumed to be done by the local Council. In fact we found that the Tower Hamlets Council clique was performing the role of the POODLE Council carrying out the agenda of Biog Business against the local community.
We learnt, from the KHOODEELAAR! Campaign researches, that one of the elements installed in a ‘leading’ post on Tower Hamlets Council and playing the role as a member of the Council clique facilitating the Big Business takeover bid on the East End of London had been on the record as far back as 1990 in apparently saying that Big Business City of London was embarked then of taking over Brick Lane and other parts of the East End of London and of driving the ordinary people out of the area as part of that agenda and process.
Apart from the difference in the dates, - June 1990 when the claim against the City of London Big Business agenda was published – and the date of our demonstration against the role of the two ‘local Councillors’ from the Council ward that includes Brick Lane London E1 area – the substance of the claim was very much the same.
The difference was that we, the KHOODEELAAR! Campaign against the Crossrail Big Business agenda were still saying it whereas the council clique-member who had been publicly reported as saying the same thing against the City of London interests was saying the OPPOSITE now, October 2004.
We knew from related facts verified by our campaign investigations, that the blunt assertion as carried by the East London IDIOTISER [on Thursday 28 October 2004] about the alleged ulterior motives of the campaign against the Council’s collusion with the Crossrail hole scam agenda could only have been cooked up in direct consultation with those Big Business CrossRail hole scam agenda interests and that it could not have been based on any truthful awareness let alone recognition of the situation on the ground.

KHOODEELAAR! Told the London GUARDIAN SO!
That it was COLLUDING with the PCC!
Now the Guardian claims to be in a 'fight' to make the PCC do its job!
We told the Guardian on many occasions. And we did so on the World Wide Web for years.
In fact our diagnosis of the Guardian’s mala fide role has been consistently chronicled and has been vindicated on each and every occasion.
As has our diagnosis of the Guardian-colluding Press Complaints Commission.
Yet we find ourselves this Monday morning 9 November 2009 faced with a confession by the same lot on the Guardian that had been denying our assertions about their role and the fact that the PCC was a poodle outfit for Big Business media now admitting that we had told the truth. After all.
The Guardian web sites do not carry the confession saying in words that the AADHIKARonline publishing the findings and the reports of the Khoodeelaar! Campaign has been vindicated once again.,
But the contents of the Guardian’s reports on the PCC in effect constitute that vindication and that acknowledgement.
We start this long overdue updater diagnostic report [at 0600 Hrs GMT Monday 09 November 2009] by taking each component of the PCC and the UK mainstream Media lying operation in context and one at a time.
The ‘dedication’ by the Alan Rusbridger-Polly Toynbee Guardian is being published on the Guardian’s websites after the Press Complaints Commission [=PCC] in London rejected the Guardian’s recent and earlier claims about Rupert Murdoch’s employees in particular on the ‘News of the World’ [the Sunday version of the SUN, with even more personal stories than the SUN carries with sex-related innuendos and alleged exposures etc etc] that they were tapping telephones of people including those of Mps and assorted celebrities and people in the so-called public life.
The Khoodeelaar! Campaign against “Big Business scam agenda Crossrail” has been issuing periodic complaints against the ‘local’ East London Idiotiser [that goes by the trade name of ‘East London Advertiser’] for several years now. In fact our complaints began in the context of the campaign against Crossrail in late 2004. That was when the then ‘editorial’ ’regime’ at the Idiotiser continued its own ‘tradition’ of publishing lies.
As the community campaign in defence of the widespread economic, environmental and related Crossrail-attacks on the community, we had to rebut, reject and expose that lie.
The particular lie in the ‘East London Advertiser’ that we objected to in October 2004 was the assertion [as printed in their weekly edition of Thursday 28 October 2004] the title then attributed to a ‘leader’ of the Crossrail hole scam-inviting clique on Tower Hamlets Council.
The significance of the IDIOTISER’s lying decision can be recognised also from the fact the lie was carried on the same page of the ‘local’ ‘newspaper’, which had contained the longer texts and report about our first main street demonstration over the Tower Hamlets Council’s Crossrail hole-inviting role.
That demonstration had taken place on Friday 22 October 2004 in the street where the official ‘ward surgery by councillors’ from the Brick Lane area was based. That address is still the same today, Monday 9 November 2009.
On the day of the demonstration, Friday 22 October 2004, we learnt that the ’promise’ we had been given by a ‘leading’ local councillor that they would meet with our campaign in a bid to avert any public demonstration against them or against the Council, had been a sham one.
We were therefore additionally convinced that the defence of the area against the Crossrail hole scam agenda attacks could not be assumed to be done by the local Council. In fact we found that the Tower Hamlets Council clique was performing the role of the POODLE Council carrying out the agenda of Biog Business against the local community.

Tower Hamlets Councillor [until recently] Louise Alexander listened to Vince Cable at his 'celebrity' appearance at a 'local' Lib Dems ‘do’ held at the Oxford House in Bethnal Green on 15 October 2009.
Ms Alexander was one of over 15 people who put in written questions for Vince Cable to answer.
Our researches show that her question was not really answered by Vince Cable at the event. It was probably 'rejected' by the 'chair' of the do, Malcolm Star*******, the current occupant in the shrinking chair still called "Editor" at the 'East London Idiotiser', who was hauled in to 'boost' the propaganda efforts on behalf of the 'Lib Dems'.
That was an abysmal failure.
As we have been chronicling.
Malcom Star******** rejected most questions.
One he could not foresee the fallout from was the one that did contain a reference to Crossrail. It was that one that led to our witnessing Vince Cable coming unplugged with his own and astoundingly ignorant question: 'Does Crossrail Come through here?' Ms Alexander had been the only member of the then [Lib Dems] [official] Opposition on Tower Hamlets Council on Wednesday 1 March 2006 to attempt to have the 'full Council' back her motion that evening to support the Khoodeelaar! Campaign for the Council to say No to the Crossrail hole.
It is a FACT that despite our daily reporting both before and since that date [1 March 2006] of the facts of what the Crossrail hole scam Big Business AGENDA means in terms of adding to poverty and inequality, discrimination, underachievement in the East End of London,
NO COUNCILLOR [including those who managed to ‘become councillors’ for the first time by basking in the ‘glory’ of their then falsely-claimed support for the KHOODEELAAR! campaign and the particular UK and international media focus we created during January 2006 and April 2006] in defence of the community against the controlling clique on Tower Hamlets Crossrail hole-inviter Council on 4 May 2006 has matched the constitutional part that Louise Alexander did play on that date and in support of the KHOODEELAAR! Campaign against the Council role in bringing in the CRASSrail scam agenda of digging holes in the East End of London and devastating the community….
And we have given Ms Alexander full credit that she has deserved for that stand she took inside the Council chamber on Wednesday 1 March 2006.
If a councillor or any other bona fide holder of an elected position does a service to the [or any identifiable and significant] cause that is led by and raised by a campaign then that moment must be acknowledged. As we have been doing on appropriate relevant occasions by citing and updating the citation about Louise Alexander, who used to represent the Weavers ward in Tower Hamlets. .
As well as our pointing out the contrasting failures of other councillors on the same Tower Hamlets Council concerned.

Crossrail U-turn as protesters smell victory over disruptions

ANTI-Crossrail campaigners have scored a major victory after transport bosses signalled a U-turn on the scale of disruption they are likely to cause in London's East End.
Crossrail chiefs announced today (Dec-18) they no longer need to build a huge ventilation shaft in Spitalfields, after years of insisting it was needed... including evidence given to Parliament.
It caused fury in the community with protests from traders in Brick Lane and Hanbury Street.
Instead, Crossrail planners intend to 'downgrade' construction work to a simpler and smaller emergency access shaft. It is believed they are now even examining doing without that.
The decision marks a victory for the anti-Crossrail group Khoodeelaar! and its energetic organiser Muhammad Haque. It has been lobbying Tower Hamlets council which supports the entire £16 billion 'super tube' project, urging the Town Hall to represent the concerns of East Enders.
"This is a major victory for the community and the campaign," said Mr Haque.
"It shows if we continue to campaign the way we have, we can get what we want and that the council can be led."
He plans to continue campaigning against other earmarked ventilation shafts in Whitechapel and Stepney Green.
But Tower Hamlets council leader Denise Jones said the Town Hall and other community groups deserved credit.
She insists: "We have all petitioned hard to lessen the disruption in Brick Lane.
"Together we have already achieved massive concessions.
"It is fantastic news, a great testament to what can be achieved when the council and people work together."
Crossrail, however, says it is continuing working on 'ventilation and emergency strategies' with Tower Hamlets council "to see if the need for the Hanbury Street excavation shaft could be removed." But the company insisted no firm decision had yet been made.
The Crossrail Bill goes to the House of Lords on January 9 for the next stage in the approval process, after sailing through the Commons last Thursday.
Government ministers were buoyant on Monday that London's biggest construction controversy since Docklands in the 1970s was now all but over.
Transport Minister Tom Harris said: "Crossrail is expected to add 21 per cent rail capacity to the City of London and 54 per cent to the Isle of Dogs, relieving congestion and overcrowding on the national rail and London Underground networks."
The new 'super tube' with its direct link westward from Thames Gateway to the East End, City, West End and Heathrow will run 24 trains an hour at peak times, one every five minutes in either direction.
The route eastward under Oxford Street and Liverpool Street splits at a major junction planned at Whitechapel, with one branch going to Stratford to join the Shenfield line to Essex, the other under Stepney and Limehouse to the Isle of Dogs, then under the Thames to join the North Kent line to Abbey Wood.
