These questions are based on the evidence we have obtained from a number of different sources including through our ongoing research into the links between Crossrail pyrometers ands individual in control of the London Borough of Tower Hamlets Council at the given time.
You are being asked these questions because when we tried to speak to you we were repeatedly given the run around on Monday 6 March 2006.
Your name was in fact mentioned by one of the senior employees of the Council.
Then we tried to get the information from Heather Wills, but she was said to be forever unavailable.
There is in our experience a pattern of behaviour on the parts of employees concerned when it comes to getting them to disclose ordinary infuriation about ordinary matters.
We are asking these questions the response to which will be published by Khoodeelaar! on their print and the internet bulletins and sites.

When did Tower Hamlets Council first have any contact with the Crossrail company [CLRL] [or with any other outfit that may at the relevant time not have been called CLRL but by another name or designation or acronym] about the Idea Store Whitechapel and who represented or acted or spoke or appeared on behalf of OR IN THE NAME OF the LBTH Council and what had in fact prompted that particular reference or set of references at whose centre lay or stood the ‘Idea Store’ ‘Whitechapel’?
2. Who had initiated the relevant references and who made the link between the “Idea Store” and its "design” and the “Cash” that Crossrail eventually paid about that or with reference to that?
3. How much money was paid by Crossrail about the “Idea Store”?
4. When was the payment sought?
5. When was the payment received?
6. What legal advice was sought by Tower Hamlets Council if any was in fact at all sought about the deal?
7. Who acted as the advisor [in any legal advice engagement or briefing]?
8. What constitutional basis was said to exist at the time when the cash deal was being made for the Crossrail the payment to Tower Hamlets Council?
9. Did anyone go on the record and are there minutes of the meetings and are there documents showing all the contacts and the communications that took place between the Tower Hamlets Council and the Crossrail interests at the time and covering the whole deal?
10. Given that the Crossrail plan is yet a theory - as distinct from a legally implementable programme- and the hybrid Crossrail Bill was not even introduced to the UK House of Commons until 22 February 2005, who decided to even contemplate involving the legal and the constitutional entity of the London Borough of Tower Hamlets Council in a clearly speculative, illegal deal?
11. If Tower Hamlets Council has been paying cash to so-called ethnic language titles circulating in the London Borough of Tower Hamlets Council [especially in the past two months] making all manner of claims to the effect that it – the controlling collection of personnel acting as and in the name of the LBTH Council – has not behaved dishonestly, that it has not concealed the core facts from the community about the Council’s behaviour on the Crossrail hole plan, that it has abided by the demands of the community as expressed at the meeting on 22 January 2006 in the motion spoken and moved by Mr Muhammad Haque – then how is it that we are still, at 7 March 2006 having to ask these detailed questions of so many ‘senior’ employees in the LBTH Council about what the Council did in its clearly speculative and unrepresentative deals with Crossrail for any cash payments?
12. Why hasn’t Tower Hamlets Council published the facts about its receipt of cash from Crassrail with reference to the Idea Store?

Today’s Alistair Darling statement includes these words:

Changes have been made to the tunnelling planned beneath London for Crossrail following residents’ concerns.
A plan to use Hanbury Street in Tower Hamlets as a launching site for tunnel boring machines has been scrapped after widespread opposition, and the work will now be centred on two sites, at Royal Oak and the Docklands near Canary Wharf.
A small shaft will be installed on Hanbury Street to assist ventilation and access needs. Crossrail is to write to petitioners to inform them of the new arrangements.

How to scrap a stooge Council in Tower Hamlets and have a democratic locally elected Council on 4 May 2006
Criteria for voting for any candidate for election to the Council in the London borough of Tower Hamlets
Those criteria must include the following very ordinary elements that are often forgotten and underrated:
1. Does this candidate know about the Crossrail threat to the East End? if they do, what have they done in the past 27 months to defend the community and oppose the CrossRail hole threat? If they say they know of the threat but cannot show evidence to support any claim that they have opposed the Crossrail hole then they must not be trusted if they now say they will oppose the CrossRail hole if and after getting elected on 4 May 2006.
2. Does the candidate have a track record on opposing corruption on the Council and in public life? If so, what corrupt activities do they bring to light and when? If their ‘assuring’ words do not match their record then they must not be trusted and they do not deserve the vote.
3. What did the candidate do to oppose poverty creation programme in the East End? Do they even know what that is? NO? Here is how KHOODEELAAR! defines the poverty creation programme in the East End – the whole corrupting COUNCIL-controlled community grants scheme is poverty creation. Because the ‘supplementary’ ‘schemes that these Council grants are supposed to be operating should be done by the Council under its own programmes. But the Council is in a mess. And the Council has the advantage of not being OPPOSED democratically from within the Council Chamber. Not in the way that its should be opposed. the result is that it gets away on two scores. First by failing to deliver the services at the primary level. The deficit that that failure creates is then shown as capable of compensation by giving token grants. But instead of solving the deficit that then creates the opportunity on the party of the controlling group to corrupt the community.
4. Ordinary honesty and integrity – Do NOT vote for anyone who on the facts of their behaviour, is not honest and lacks integrity. Voters do not need to ‘test them as elected councillors’. Do not risk the person being allowed to become a councillor if you know they are shifty, dodgy, unreliable etc.
5. If the candidate has held any publicly-paid position before seeking election this time, have they impeccable records of behaving honestly and with integrity in their job/s?
6. How ‘dedicated’ is the given candidate to serving the community?
7. Is the candidate linked with any existing ‘voluntary’ project in the area? If so, what is the link? Is the link based on the candidate’s ‘skills’ or ‘qualifications and is there any financial interest of any description?

Why it is important to involve the courts in the campaign in defence of the community against the CrossRail hole assaults

It is only via the intervention of a court – a properly constituted and functioning court that some of the crucial evidence involved in the confection and the propaganda of the CrossRail assault plan can be examined.
How?
I here go over some related grounds and issues.
When the campaign is against the behaviour of the Crossrail hole Bill Minister Alistair Darling ‘MP’, the intervention of the court is the logical constitutional step to take.
What else is there within the UK [!!! unwritten!!!!] constitution?
The courts are supposed to interpret the actions of the executive.
The Executive – a Minister, a Secretary of State – cannot be made to tell us much of what prejudices he is driven by.
When he made the statement at the time in early 2005 when he formally presented the CrossRail Bill in the UK House of Commons, he declared himself ‘satisfied’ that the contents of that Bill were compatible with the European Convention on Human rights.
There was barely a full sentence.
So dismissive of the notion of human rights was Darling that he did not even bother to refer to any of the contents of the Bill.
So, he was telling all concerned that as far as he – and the Blairing regime that he stood for was concerned – the Crossrail Bill was a piece of cake! No problem.
That is why he could be so contemptuously scathing and tokenistic of the human rights implications as he was.
That is why he needs to be shown that he ought to have paid due and manifest attention to the contents.
Darling cannot be shown the errors he made in any other forum.
Not most certainly, in the ‘sovereign UK Parliament’.
That is a joke, of course.
The shamelessly careeristic way that the majority of the party political and moral and ethical mice [with a big word of apology to the mice] roam within the ‘Palace of Westminster’ and its ‘included’ extensions and buildings, there would be no holding of any of these Ministers to any account there.
That is why we had to have the Scott inquiry. And what a load of lies came rushing out of the bags that got opened and unpacked there”!
We had to have even the Hutton inquiry into Alistair Campbell ruling over Tony Blair!
And despite the pathetic ‘conclusions’ by Hutton, the process focussed enough attention on the inherent corruption of those who have been holding positions of power in recent times in the UK.
Had Darling paid the attention he ought to have done – and as a self-professed lawyer he MUST have done – he would have seen that the Crossrail hole Bill was FULL of incompatibilities.
Incompatibilities with the Human Rights Conventions.
Any self-respecting ‘lawyer’ would have been ashamed of the crass document that Darling was presenting under the title of the ‘CrossRail Bill’.

Even the ‘local’ paper, the EAST LONDON Idiotiser is set to contradict its own ‘celebratory’ plugs that it hastily published for Michael Keith on 24 March 2006 on the paper’s recently-launched web site.
[That story is in itself a fascinating one, containing all components and ingredients of evidence as to just how backward the so-called enterprising capitalists rescuing the East End from ourselves have been over the past 100 years or so]
[Khoodeelaar online will examine the history of the EAST LONDON IDIOTISER in the near future in the context of the Idiotiser’s coverage –or, on the facts, the refusal to cover truthfully and consistently in affinity with the people and the community of the East End of London - over the past three years of the campaign against the Crassrail hole attacks.]

Looking at the BBC News 24 ‘coverage’ of the latest Australian ‘trip’ [27-29 March 2006] by Blair and the allegedly democratic utterances he made while on tour there, it would be very hard to find a contrast more brazen than the antics of the Tower Hamlets Blaring Council’s controlling clique on the question of the Crassrail hole attacks on the East End that that clique has been bringing about.

The oozing sleaze-balling propensity to praise that was exhibited by the moral wasteland of an MP called Gapes who appeared on the BBC1 programme the Politics Show [broadcast on Sunday 26 March 2006] was reminiscent of a thousand such instances – all, sadly, staged and found within the Chamber of the UK House of Commons!
Give them the slightest excuse and the oozing, self-seeking, small-time careerists will fall over their pathetic embarrassingly shameless selves to utter praise for the most unpraiseworthy of tokens.
Like we had suffered in 1998 when there was a continuing farrago of obscenity in the name of democracy that had been unleashed by the Blaring time-servers and whips following the 1997 ‘victory’ and the replacement of the Sleaze-balls Tories by the Sleaze-ball-champions Blair. That ‘victory’ was evident in so many displays of antidemocratic abuses of the idea of ‘democracy’ that should have alerted the population as a whole that Blair was set to destroy all signs and marks of the good efforts that people had put into making the society a bit more civilised than it had been prior to the 1950s. In the year 1998 we saw the continuation of the democratic obscenities issuing from the whips of the Blair corrupting machine. There were routine and revolting ‘praises’ and ‘congratulations’ uttered by any number of ‘new’ MPs who wanted to ingratiate themselves to their alleged constituents.
What they do not seem to realise is that people – offensively misleadingly referred to as constituents on those occasions – want to be ingratiated to like that as the last thing in their lives!
But do the MPs have the sense to realise that?
And did Mike Gapes have any sense to know that when he launched on that praising parasitic behaviour – ‘congratulating Tower Hamlets’ TWICE in the course of a few short minutes, all self-respecting viewers had a minor shock!
We had tuned in or switched on the programme to learn about the CrossRail disaster.
Instead the BBC treated us to Mike Gapes 'congratulating Tower Hamlets' !

He meant the controlling clique of corrupters of the Borough, the clique that is made up of not more than 10 or at most 12 key perpetrators who have been lying against the community and for the Crossrail hole attacks on the East End.

If you do belong to our community then you must realise that you owe the basic decency to tell your alleged readers the facts of what the CrossRail hole threat our community had involved under the corrupt conspiratorial plots hatched against our community by the controlling clique on Tower Hamlets Council and you must tell the truth about what remains of that plot linked with the CrossRail hole plans that our East End community still faces. You must start by stopping to publish any more lies for the corrupt clique on Tower Hamlets Council or for its ‘leader’ ‘councillor’ Michael Keith. If you fail to publish the truth and if you continue to publish lies then you cannot be surprised if we refer your behaviour first to the Press Complaints Commission and failing that, to a court of Law in the UK. 15. We first issued this broad notice against your behaviour on 14 March 2006 at a Khoodeelaar! News Conference held at an address in Brick Lane London E1. Some of those who were present at that News Conference included some of your ‘staff’ or ‘correspondents. None of what we had said then [14 March 2006] appeared accurately in the relevant editions of your ‘publications’ that were published on dates after our announcement of 14 March 2006. Why did you fail to publish what we announced about your conduct concerned?
16. We made substantially the same comment with additional illustrations at our Khoodeelaar! Manifesto 2006 Seminar held on 19 March 2006. You failed to publish any of that. Why?
17. We have counted the number of times that your ‘publication’ was actually printed between January 2004 and 21 January 2006. You NEVER published a single item at all about any of the key facts or issues or implications of the Crossrail hole plan against our community across the Brick Lane London E1 area. That is, of almost 100 weekly editions, you never found a single week in which to publish the news of our campaign against the CrossRail holed plan assault on the East Ends. What, then, were you printing? Was it ‘news’? If so, for whom? How the sinking ‘careers’ of the present corrupt, Crossrail-hole-clique on Tower Hamlets Council also contaminated and displaced an ethical standard that should have been established in the BBC London studio where the crassness of the Crossrail plugger Mike Gapes was allowed to be exhibited with no dignified restraint put on him.
The clique did that by proxy.
By the oozing appearance on the show of Mike Gapes [More on his crass role for CrossRail in a later edition]
This took place in the broadcast package on ‘Crossrail’ this afternoon on BBC1 in their weekend POLITICS SHOW which itself was fronted by John Sopel.
Sopel had introduced the Blair DPM John Prescott in the context of the latest allegation of Sleaze as reported in some of the day’s [Sunday] papers.
In the course of that interview, Sopel stated a few times that that interview had resulted from
The call made by Prescott to the BBC.
What followed that statement did not address the question that arsis: Should the BBC ‘Politics Show’ or any other factual programme offer a platform to a Minister only because they received a call from that minister o r one from that Minister’s behalf?
Where will it end?
Should’ the BBC generally and the POLITICS SHOW on the matter of the crass Crossrail adventure in particular, have made can effort to get the facts of the matter across to the viewers
Shouldn’t’ they have pointed out?
Why didn’t the BBC ask Mike |Gapes to substantiate his embarrassing and undignified propensity to twice congratulate Tower Hamlets Council?
Was the BBC under instructions –as it is reported to be so often including as recounted by its former ‘Editor in Chief’, Greg Dyke – to be soft on the Blair regime and on those who are the regime lackeys in areas like the East End of London?
These questions must be asked because of the BBC’s failure to report on the campaign against the CrossRail hole over the past 27 months.
The only time that the BBC editorial decision-makers thought they could ‘concede’ any
Space or time to anyone op[posing the crass project was in July 2004 when they sent a London news crew to a meeting only because it was being addressed by the Blaring MP Oona King and a group of Crossrail-plugging holders of ‘elected’ office.
The BBC did not report on the strength of the arguments against the Crassrail hole plan nor did it show just how uneconomical, anti-social, undemocratic the Crossrail project was
In the time between July 2004 and 24 March 2006, the BBC were sent several hundred transmissions of news and facts and evidence by and on behalf of the Khoodeelaar! campaign.
The BBC must show that they operated on an ethical basis when they showed a very small part of the interviews with Khoodeelaar and gave far too much time and space to the pluggers for Crassrail.
If those plugs had substance backed up with evidence that could have been a different matter.
But the BBC package did not contain that.
And the rest of the BBC factual programme making seems to be following the same line – that the Crossrail plug is believable.
We say it is not.
We say that the Crossrail pluggers must be examined and made to produce evidence to substantiate each of their key arguments.
We say that the BBC publish an explanation of why they thought that only because those in the studio ‘discussion’ had tags of ‘MPs’ attached to their names so therefore they knew the facts of what the CrossRail scheme was or that they had more legitimacy to be given more space on the programme and in the package than the Khoodeelaar! campaign.

I noticed that on the BBC1 ‘Politics Show’ shown on Sunday 26 March 2006, the Blairing MP Mike Gapes [Ill-fraud] [this is a new word I have just coined for this edition of Khoodeelaardotcom at 1348 Hrs GMT on Monday 27 March 2006] managed to ‘congratulate Tower Hamlets Council’ TWICE in the broadcast package on the CrossRail hole Bill scheme and he was not quizzed on that brazen plug for a very discredited clique which we had found on the facts had been playing a touting role in bringing the Crossrail hole attacks on our community.
Mike Gapes failed to substantiate that oozing eagerness to congratulate the clique. He also failed to mention the fact that on 19 July 2005 he had made assertions in plugging the Crossrail Bill in the House of Commons that were not substantiated cannot be substantiated and have not been substantiated.
The package included references to the grant of £100 million by the Secretary of State in December 2005 and the nearly £40 Million being spent each year on planning.
What evidence was there that that money was being spent for the benefit of the people in London?
Why didn’t the programme give any details about what the money was being spent on and what auditing supervision and accountability?
The programme also jumped to ‘what about the rest of the cost’ part, without examine the relevance of Crossrail in the context of the UK national economy and without giving any space to any examination of what London’s transport system was currently costing the public.
We have opposed the CrossRail hole Bill BOTH on the devastating effects it would cause to vast areas in the East End and also on the fundamental engineering, environmental, economic flaws inherent in the entire Bill. Your programme did not even pretend to examine those. It also allowed the ‘MPs’ to say superficial things without pressing them or asking them to examine the overall transport framework in the UK, in London and beyond
It also failed to question the untruth that causing devastation to the East End equalled bringing benefits. It did not ask what the correlation was between the CrossRail 'plan, scheme, project' in relation to the existing transport infrastructure in London and what only one of the MPs included on your programme [we note that inclusion], George Galloway identified CrossRail plan as a commuter line.
These are, in very brief terms, some of the faults in the factual contents and presentation of the issue as broadcast today Sunday 26 March 2006.
Khoodeelaar! daily publishes the campaign details as well as reports on related matters on the Khoodeelaardotcom in defence of the community and against the Crossrail hole plans scheme project Bill.
Over the past 27 months, we have created and published hundreds of reports covering every single engineering, economic incremental, social, democracy-related aspects of the Crossrail plan.

Why have we delayed our report on the role played by the political groupings and parties on the current Tower Hamlets Council over the CrossRail hole attacks on the East End?
Answer: because the ‘parties’ and the ‘groups’ [which are at the time of writing, the Blaired Labour Party, the Conservative Party, the Liberal Democratic Party, the RESPECT Coalition] have not made any statement that has addressed the more than 100 questions that we have published and put to them over the past 27 months.
It is for that reason that we decided to give the groupings and parties [listed above] a period of time just before the scheduled 4 May 2006 council elections to reflect on their record and to address the questions.
We have also found that contrary to the ‘interest’ shown by the ‘groupings’ and ‘parties’ in the matter of the CrossRail hole threat to the East End, they have not made any detailed documentary analysis of the threat.
Why is that so?
The answer can only be because they do not operated on the basis of defending the community. Not when that takes precedence over the careers of those within the groupings and parties.
If there is any other reason then the groupings are hereby being asked one final time to substantiate with legitimate reason why they have not made the statements that they should have made but they have not made.
What could that statement contain that is not contained in the information that they have made available or the information that is available about their role/s?
Answer: for a start, [a] they could say if they have opposed the CrossRail Hole plan in their actions as councillors or as groups of councillors within the Tower Hamlets Council, on the Tower Hamlets Council and as being represented on the Tower Hamlets Council.
The second part of what we have asked them to show – on the facts and nothing but facts –
Is that [b] they must tell us what occasion it was that they opposed the CrossRail hole plan and how they made that known out in the community in the context of the past 27 months of the khoodeelaar ! No to CrossRail hole campaign.
For 27 months, we have made the most explicit series of demands backed up by continuing, ongoing original research into the entire CrossRail scheme and we have done this in a way that neither the Council nor any party nor the Department for Transport nor the CrossRail Company has done in any way whatever. We challenge those organisations on this factual statement. WE challenge them to provide facts to contradict this statement and this Khoodeelaar! Record.
For 27 months, we have asked the most extensive questions of all the holders of all key positions on the Tower Hamlets Council about their conduct in the context of the CrossRail hole.
We have published materials and information in print and on the internet as well as on video.
We have done that against the fact that the corrupt clique on Tower Hamlets Council has abused the access it has to the coffers of the Council to spend the community’s money in bribing certain locally distributed ‘newspapers’.
We have not seen any single mention by these groupings on the Council about any of that.
We have initiated every single disclosure of every single act of corruption by the controlling clique on Tower Hamlets Council.
If these ‘groupings’ are saying that they have been opposing the hole set of Crossrail-hole-corrupt and undemocratic and unaccountable behaviour by the controlling clique on Tower Hamlets Council then we are asking them, this very final time to let us know where they have done that and how they have done that.

That is typical of the low standard of ‘ethnics’ that is found all the way across Ken Livingstone's entire ‘London-based--personally-lucrative-'political'-career’. LONDON (AFX) - Former British Airways (nyse: BAB - news - people ) boss Sir Rod Eddington has today called on the government to speed up the planning system for transport projects, extend the use of congestion charging and focus on upgrading new infrastructure instead of major new projects - or face spiralling congestion costing the UK economy 22 bln stg every year.
Publishing his long-awaited landmark report on the future of transport in the UK, Eddington made a number of specific proposals and pointed to the danger of growing travel demand due to continued economic success.
'Parts of the system are under serious strain,' he said. 'If left unchecked, the rising cost of congestion will waste an extra 22 bln stg worth of time in England alone by 2025. By then 13 pct of traffic will be subject to stop-start travel conditions.'
Eddington also painted a disturbing picture of the rail network, with commuter rail lines forecast to see further increases in overcrowding, and intercity rail services seeing many trains at or beyond seating capacity on the approaches to cities.
But he said that a reduction of just 5 pct in travel time for all business and freight travel on the roads could generate around 2.5 bln stg of cost savings, or 0.2 pct of GDP. Eliminating existing congestion on the road network would be worth some 7-8 bln stg of GDP per annum.
Central to Eddington's plan to transform the transport network is that the government focus policy and sustained investment on improving the performance of existing transport networks. The report says that British transport policy over the next 20 years should have three priorities: a focus on congested and growing city catchments; a focus on the key interurban corridors; and a focus on the key international gateways that are showing signs of increasing congestion and unreliability.
'Because the UK is already well connected, the key economic challenge is therefore to improve the performance of the existing network,' he said. 'But there is little strategic case for action in all places. To meet its economic goals for transport, government should prioritise action on those parts of the system where networks are critical in supporting economic growth, and there are clear signals that these networks are not performing.'
Eddington warned that investing huge amounts of money in landmark transport projects would not be the best use of resources.
'Large projects with speculative benefits and relying on untested technology, are unlikely to generate attractive returns,' he said.
He also called for further reform of sub-national governance arrangements and a reforming of the the planning process for major transport projects. To do this, he has suggested a new Independent Planning Commission to take decisions on projects of strategic importance.
Eddington says the government should consider extending congestion pricing on the roads and environmental pricing across all modes of transport. 'Pricing on the roads offers potential benefits of up to 28 bln stg each year in 2025 (around 15 bln stg of which are direct GDP benefits),' he said. 'Better use measures, such as traffic flow management, can offer returns as high as 5 stg for every pound spent.'
He says the government should work with the private sector on delivering transport investment, perhaps ushering in further PFI and PPP work. 'The Government's role should be to deliver sustained and targeted infrastructure investment, in those schemes which demonstrate high returns, including smaller schemes tackling pinch points,' he said.
The report shows that 55 pct of commuter journeys are to large urban areas, 69 pct of business trips are less than 15 miles in length, and 89 pct of the delay caused by congestion is in urban areas.
Eddington said that over the last 40 years, falling international transport costs have boosted trade, increasing the UKs economy by over 2.5 pct.
He underlined the importance of developing transport policy in concert with managing emissions. 'It is essential, both from an economic and environmental perspective, that the environmental impacts of transport are fully reflected in decision making,' he said. 'The transport sector, including aviation, should meet its full environmental costs.'
The report immediately created concerns that any new congestion pricing regime could unfairly target small businesses. The Forum of Private Business (FPB), which represents around 25,000 small businesses across the UK, said that the instant introduction of road charging would be unwise.
'If a road charging system were introduced now, it would become just another tax for businesses and their workers because they have little choice,'Nick Goulding, Chief Executive of the FPB, said. 'Business must be able to put significant amounts of freight onto an efficient and cost-effective railway.Employees must have access to quick and cheap public transport.'
Goulding warned that big business could better absorb added transport costs, potentially making smaller enterprises uncompetitive.
'Any road charging system for business must take into account that their ability to adapt to a changing transport infrastructure is dependent on size and sector,' he continued. 'It may be easy for Tesco to utilise the rail networks, but a local trader on the outskirts of a major city may find it difficult to avoid costly charges.'
'Firms will benefit from less congested roads but that will be no consolation for smaller business if their increased profitability is swallowed by a huge rise in transport costs,' he said.
Douglas McNeill, a transport analyst at AIM-specialist stockbroker Corporate Synergy described Eddington's proposals as having 'little of substance.'
Britain lacks the land and the money for significant new transport capacity. Eddingtons modest proposals implicitly acknowledge that, and he's right that better use of existing capacity is the way forward. That means road-pricing - but the government was already pushing that as fast as it judged public opinion would allow.
'The government was already tip-toeing towards road-pricing,' he said. 'That will continue and, when it eventually happens, it will benefit logistics companies and bus operators. But Eddington gives us no clues as to the timescale. For other transport companies, including Crossrail, the Eddington report contains little of substance.'
The British Chambers of Commerce warned the government not to penalise businesses for relying upon the road network, despite conceding that 87 pct of businesses are in favour of some form of road pricing.
'The introduction of road pricing in the UK is becoming increasingly inevitable,' Sally Low, Director of Policy and External Affairs. 'The challenge for business is to ensure that we are not penalised for necessary journeys on the road network.'
Any money raised must be offset by a reduction in other forms of tax and be ring-fenced towards improving transport infrastructure, the BCC advised.
On planning, the British Property Federation welcomed Eddington's call for a new independent planning commission to fast-track delivery of major infrastructure projects vital to the economy.
'The BPF fully supports the Eddington Transport Study's recommendation that moving control of major infrastructure projects to an independent planning commission will ensure better delivery,' it said.
But it also wants the government to include large-scale strategic development schemes within the new fast-track system.
'Since large scale transport or energy developments mirror the problems faced by large scale regeneration schemes, it is logical that all these types of development should be included in the proposals to ensure that marginal schemes which are vital to urban renewal are not abandoned due to unnecessary delays,' it said.
Faraz Baber, director of planning and regeneration at the BPF said: 'We are delighted about the growing recognition of the need to rethink how the planning system can deliver major projects in a timely manner. The current system adopted in the 2004 Planning Act is still taking time to bed-in within many local and regional authorities, and it is still unlikely to provide for delivering a planning process to cater for major projects without encountering lengthy delays.'

The appointment of architects and engineers to design seven stations on the £16bn Crossrail project is to be delayed by at least three months.
The firms, many of which have already been attached to the project for several years, responded in April to a notice in the Official Journal calling for expressions of interest.
They then expected to be told whether they had been appointed to the scheme’s design framework by September.
But in the first sign of delays to the programme, which is seen as crucial to the industry’s well being over the next eight years, Crossrail has said it could be the end of the year before appointments are officially made.
The delay has been caused by the client’s decision to ask firms shortlisted after the expressions of interest to submit another round of bids.
“With Crossrail, everything takes six months longer than it is supposed to architect bidding for work”
One architect bidding for a place on the framework said: “I’m not surprised. Why am I not surprised? We’ve been working on Crossrail since the early nineties, and everything seems to take six months longer than it’s supposed to.”
Designers who have already worked on the scheme include consulting engineers Mott MacDonald, Scott Wilson and Arup, and architects Wilkinson Eyre, HawkinsBrown, John McAslan + Partners and Weston Williamson.
Bechtel, the giant US engineer and project manager, is understood to be in pole position to win the role of delivery partner. Other firms competing for the £300m contract include two other US firms, CH2M Hill and Parsons Brinckerhoff, and Britain’s Balfour Beatty.
Crossrail said: “The process to appoint a delivery partner, design consultants and other partners is progressing well. Invitations to tender will be sent in August. We are on track to select our partners by the end of this year.”
When it is complete, Crossrail will run between Shenfield in Essex and Maidenhead in Berkshire.
